Protection and management of World Cultural and Natural Heritage in Vietnam

(Chinhphu.vn) - The Ministry of Culture, Sports and Tourism is drafting a Decree regulating the protection and management of World Cultural and Natural Heritage in Vietnam.

The 45th session of the UNESCO World Heritage Committee recognized Ha Long Bay - Cat Ba Archipelago as a World Natural Heritage.

The Ministry of Culture, Sports and Tourism said that, up to now, Vietnam has had 34 UNESCO-recognized and registered heritage sites, including: 08 World Cultural and Natural Heritage sites recognized by UNESCO under the 1972 Convention for the Protection of the World Cultural and Natural Heritage (1972 Convention); 16 intangible cultural heritage sites recognized by UNESCO under the 2003 Convention for the Protection of the Intangible Cultural Heritage; 10 documentary heritage sites recognized by UNESCO under the Memory of the World Program.

After Vietnam's relics were recognized by UNESCO as World Cultural and Natural Heritage under the 1972 Convention, the protection and promotion of the value of these relics must comply with the provisions of the law on cultural heritage of Vietnam, the 1972 Convention, the Guidelines for the implementation of the Convention and related documents. Accordingly, depending on the conditions and actual situation, localities where World Cultural and Natural Heritages are located all establish Monument Management Boards, assigning direct responsibility for managing and using World Heritage; develop and promulgate World Heritage management plans; closely monitor the conservation status of the original elements of World Heritage..., gradually improving and enhancing the effectiveness of heritage protection and promotion activities. After being listed, the world heritages in Vietnam are increasingly known to many people, contributing significantly to enhancing the image of Vietnam in the world, more or less changing the prestige, structure, and socio-economic appearance of the localities where the world heritages are located. Thanks to that, these heritages always receive special attention from the whole society in the work of managing, protecting, and promoting the value of the heritage.

In addition to the achieved results, the management and protection of world heritages in Vietnam in recent times also have some shortcomings and limitations such as: Legal regulations on cultural heritage have not been promptly adjusted to suit the current practice of management, protection and promotion of world heritage values; regulations on organizational structure, tasks and powers of units directly managing and protecting world heritages are still very different, not commensurate with the scale of world heritage management, leading to certain obstacles in the process of operation and handling of work, and at the same time have not promoted the capacity of the staff working in managing and protecting world heritages...

The above reality requires specific regulations in the field of management and protection of world heritage, in order to overcome difficulties and limitations in the management and protection of world heritage in Vietnam, in accordance with current legal regulations and the current socio-economic development situation. Therefore, the promulgation of a Decree regulating the management and protection of world cultural and natural heritage in Vietnam is necessary at the present stage.

Perfecting policies on management and protection of world cultural and natural heritage in Vietnam


The Ministry of Culture, Sports and Tourism said that the Ministry has drafted a Decree consisting of 04 chapters, with 22 articles. Of which, Chapter I. General provisions consists of 03 articles regulating issues of general principles, including: the scope of regulation of the Decree; the subjects of application of the Decree; explaining the main concepts of world heritage, outstanding universal value, integrity of world heritage, world heritage areas and buffer zones of world heritage areas.

Chapter II. Protection and management of world heritage includes 13 articles regulating issues related to the protection and management of world heritage. The provisions in this Chapter focus on the following issues: periodic monitoring of the conservation status of original elements of world heritage; issues related to the preparation, appraisal and approval of management plans and regulations for the protection of world heritage; basic contents of management plans and regulations for the protection of world heritage.

Chapter III. Responsibility for protecting and managing world heritage includes 04 articles regulating the responsibilities of the Ministry of Culture, Sports and Tourism, ministries, ministerial-level agencies, provincial People's Committees and the National Cultural Heritage Council in protecting and managing world heritage.

Chapter IV. Implementation provisions include 02 articles regulating the effectiveness and implementation of the decree.
