This is one of eight dialogue sessions with heads of state and government organized by WEF at this year's Davos Conference, demonstrating the interest and positive assessment of WEF and its members for Vietnam's role, international position, achievements, vision and development prospects.

The Prime Minister’s policy dialogue session was proposed by WEF and identified as a highlight session at the Conference. The dialogue took place at a key time, helping to promote relations with partners and convey a strong message about a dynamic and innovative Vietnam, an attractive investment destination, a responsible member and a role model in many aspects and fields of the international community.

The dialogue session was attended directly by Professor Klaus Schwab, Founder and Chairman of WEF, 100 leaders, representatives of countries, international organizations, corporations and businesses that are members of WEF. Famous commentator on international relations Thomas Friedman, New York Times Magazine, author of the book The World is Flat, was the moderator of the Dialogue session.

Professor Schwab expressed his pleasure to welcome Prime Minister Pham Minh Chinh to the WEF Davos Conference for the first time. The founder of WEF assessed that Vietnam is not only a star in the East Asia region but is also in the process of transforming into a country with economic influence on the world level. The professor highly appreciated and believed in the increasing role of Vietnam, saying that Vietnam has truly become one of the pioneering countries in developing a green and smart economy.

Sharing his views with Professor Schwab, Mr. Thomas Friedman said that Vietnam is a typical example of reform and development, internationally recognized as a model of rapid and sustainable economic development. As a moderator, he expressed his desire to hear about Vietnam's experience, development orientation and contribution to solving global issues.

Speaking at the Dialogue Session, the Prime Minister affirmed a number of consistent orientations and viewpoints of Vietnam in the process of building and developing the country. Firstly, building a socialist rule-of-law state, socialist democracy, a socialist-oriented market economy; developing an independent, self-reliant economy, actively and proactively integrating deeply, substantially and effectively into the international economy. Secondly, firmly upholding the foreign policy of independence, self-reliance, peace, friendship, cooperation and development. Thirdly, persevering in the "four no's" defense policy. Fourthly, building an advanced culture imbued with national identity in the spirit of culture guiding the nation, as long as culture exists, the nation exists.

Highlighting the great and historic achievements in the nearly 40 years of Doi Moi, Prime Minister Pham Minh Chinh said that such success was achieved thanks to five major lessons. First, to be steadfast on the path to socialism; to persevere in the foreign policy of independence, self-reliance, multilateralization, and diversification; to be a good friend, a reliable partner, and a responsible member of the international community. Second, to consider the people as the ones who make history. Third, to promote the strength of great national unity. Fourth, to combine national strength with the strength of the times. Fifth, to promote the leadership role of the Party.

On that basis, the Prime Minister shared two suggestions for countries. First, identify resources starting from thinking, motivation starting from innovation and strength originating from the people. The Prime Minister emphasized the role of international solidarity and multilateralism in solving global issues. Second, take people as the center, the subject, the most important resource, the driving force and goal of development. Accordingly, people need to directly participate in and benefit from policies.

Responding to commentator Thomas Friedman's question about Vietnam's viewpoint on balancing relations with major countries, the Prime Minister emphasized that Vietnam is one of the countries that has suffered the most damage since World War II, continuously affected by war, siege, and embargo. However, Vietnam has "put aside the past, overcome differences, promote similarities, and look to the future" to turn enemies into friends. The Prime Minister affirmed that the visit to Vietnam by General Secretary and President of China Xi Jinping and US President Joe Biden demonstrates the strong political trust between Vietnam and the two partners, demonstrating Vietnam's independent and self-reliant foreign policy for peace, cooperation, development and prosperity, multilateralization, and diversification.

The Prime Minister emphasized a number of priority areas for Vietnam in the coming time, including digital transformation, science and technology, artificial intelligence, green transformation, etc. and determined that this is both an objective requirement and trend and a strategic choice.

In the semiconductor field, the Prime Minister shared Vietnam's efforts in developing strategic infrastructure, especially information infrastructure, and is planning to train 50,000 to 100,000 engineers in the semiconductor field in the near future.

Regarding the field of artificial intelligence, the Prime Minister assessed that every issue has two sides, saying that Vietnam will actively exploit the advantages and limit the negative aspects of AI, starting with building a national database, in parallel with perfecting investment attraction policies and enhancing and improving the effectiveness of human resource training.

In cooperation with enterprises, the Prime Minister emphasized that the Vietnamese Government will continue to improve and develop three strategic breakthroughs in institutions, infrastructure, and human resources; create the most favorable conditions for foreign enterprises to cooperate in business, on the basis of maximizing the trust, hope, and determination of both sides and wishing that enterprises link production and consumption with research and training.

The Prime Minister shared that Vietnam is one of the countries most affected by climate change, emphasizing the commitment to bring net zero emissions by 2050 at the COP26 Conference. Accordingly, the Prime Minister said that in recent times, Vietnam has proactively improved its ability to adapt to landslides, droughts, and natural disasters, while implementing a new initiative on sustainable development of 1 million hectares of high-quality, low-emission specialized rice, to both conform to the trend of sustainable development and promote Vietnam's important role in ensuring global food security.

The messages of Prime Minister Pham Minh Chinh received high appreciation from the delegates attending the dialogue, including many leaders of the world's leading corporations. The dialogue was organized in an open format, interacting directly with a leading international commentator and transmitted on many online media platforms, thereby helping to strongly and widely spread the message about a Vietnam with new foundation, potential, position and prestige./.
