This is the request of Deputy Minister of Transport Nguyen Danh Huy at the Conference on implementing the 2025 plan of the Institute of Transport Strategy and Development this morning (December 19).

Complete new tasks well in new contexts

Speaking at the Conference, Deputy Minister of Transport Nguyen Danh Huy said: Implementing the Government's Resolution on the project to reorganize the political system to be streamlined and operate effectively and efficiently, in 2025, the Ministry of Transport will merge with the Ministry of Construction and have a new name.

Understanding the thoughts of the leaders, staff and employees of the Institute of Transport Strategy and Development in the context of many upcoming changes, the Deputy Minister said that the merger policy has a great impact but does not eliminate the functions and tasks of the Institute. After the merger, the Institute needs to continue to make efforts to fulfill its political tasks well.

Highly appreciating the results that the Institute of Transport Strategy and Development achieved in 2024 despite major changes in leadership, many outstanding achievements are milestones in the 50 years of establishment and development of the Institute.

Regarding the upcoming tasks, Deputy Minister Nguyen Danh Huy suggested that the Institute continue to research and propose policies and mechanisms to invest in equipment and facilities, improve the qualifications and quality of human resources, improve the lives of civil servants and employees, and retain long-term, dedicated staff to the Institute.

With tasks, projects or consulting services assigned and ordered by the Ministry of Transport, the Institute needs to make efforts and actively complete them well.

The Deputy Minister hopes that in the coming time, the Institute of Transport Strategy and Development will have clear innovations, creative solutions, perseverance, and determination to successfully complete new tasks in the new context.

Complete 100% of the planned targets set for 2024

Previously, reporting on the results of the implementation of the task, Mr. Khuat Viet Hung, Director of the Institute of Transport Strategy and Development - Ministry of Transport, said that in 2024, the Institute's advisory work had many positive changes and went into depth, focusing on the country's major policies.

The Institute has completed 100% of the targets set for 2024. Notably, it participated in adjusting 4 national sectoral plans on transport, presided over the development of 2 transport components in the National Master Plan, 3 regional plans and 10 plans with specialized technical characteristics, 23 provincial plans to ensure quality, contributing to improving the qualifications of young cadres to mature quickly; Completed the transport component in the master plan and completed the Urban Railway Network System Project for 2 special urban areas of Hanoi and Ho Chi Minh City, which are difficult and complicated in nature.

Consulting work for the Ministry's leaders on areas in the transport sector has become increasingly proactive, linked to the Ministry's operational practices, and the quality of consulting work has clearly improved.

Mr. Hung listed a series of important tasks such as contributing to the completion of the Investment Policy for the North-South High-Speed ​​Railway Project approved by the National Assembly at the 8th session in November 2024; Overall forecast of transportation demand in 5 specialized sectors; Research and determination of fees for using expressways invested, owned, managed and exploited by the State, as promulgated by the Government under Decree 130/2024/ND-CP;

Draft Circular on regulations on measurement, reporting, appraisal of greenhouse gas emission reduction and greenhouse gas inventory in transport; Plan for Greenhouse Gas Emission Mitigation in the Transport Sector to 2030...

Notably, the Institute successfully coordinated the organization of the International Workshop "Motorcycle Traffic Safety: Challenges and Lessons Learned" and coordinated the organization of the seminar "Green Transport Development: Challenges and Solutions to Attract Investment Resources".

In 2024, international cooperation activities were also strongly promoted. The Institute actively advised the Ministry of Transport in bilateral and multilateral international cooperation activities. Active cooperation and promotion in the country with leading research organizations and agencies of other ministries and sectors were also of interest.

Thanks to that, the Institute's brand has gradually been affirmed with the Ministry of Transport and other ministries, branches as well as provinces, cities and other partners as a premise for the Institute to continue to develop in the coming period.
