Implementing the National Target Program on Sustainable Poverty Reduction, Quang Ngai province has focused on vocational training and job creation for rural workers. This has created livelihoods for people, helped them escape poverty sustainably, improved their lives and contributed to promoting the socio-economic development of the province.
Focus on vocational training
Mr. Nguyen Huu Dung - Deputy Director of the Department of Labor, Invalids and Social Affairs of Quang Ngai province said: "To effectively implement the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 (Poverty Reduction Program), the unit has synchronously deployed many solutions, especially focusing on counseling, vocational training and job creation for workers in ethnic minority areas. This is one of the effective solutions contributing to the success of sustainable poverty reduction in the locality".

From the capital of the Poverty Reduction Program, the province has supported more than 200 production development projects in the agricultural sector with the participation of more than 4,000 poor, near-poor and escaped-poverty households; helping the subjects access science and technology in agricultural production, create jobs, increase income, and escape poverty and near-poverty sustainably.
In addition, vocational training was supported for nearly 2,500 workers from poor households, near-poor households, and households that had just escaped poverty; procedures were supported to send nearly 200 workers from poor districts, especially disadvantaged communes in coastal and island areas to work abroad under contracts; job fairs were held with nearly 400,000 workers participating; and successful job connections were supported for nearly 450 workers.

In the 2022-2024 period, Quang Ngai province organized 111 vocational training classes for 2,498 people from poor, near-poor, and newly escaped poverty households (1,034 people from poor households; 1,143 people from near-poor households; 321 people from newly escaped poverty households.
Vocational training has a stable job and income
According to Mr. Dung, in recent times, the province has paid special attention to promoting vocational training in mountainous districts. After receiving formal vocational training, many farmers and poor households have been able to develop their skills effectively and create jobs to increase their income.

"In particular, in mountainous districts in the province, 73 vocational training classes at the elementary level and under 3 months have been organized for 2,124 workers under the Program, including ethnic minorities, Kinh people from poor households, near-poor households living in ethnic minority and mountainous areas. Mainly training in key occupations such as: raising livestock, poultry, growing safe vegetables, repairing agricultural machinery. In addition, the province has opened 10 job fairs in Son Tay, Tra Bong, Ba To districts...", Mr. Dung said.

After vocational training, many workers have effectively applied it to production and business development, creating jobs on the spot, earning higher incomes, promoting increased labor productivity, shifting labor structure, reducing poverty, etc., contributing to reducing the poverty rate in Quang Ngai province by 2024 to an estimated 4.53%. In particular, the poverty rate in mountainous districts has decreased sharply every year, exceeding the assigned target of 1.63% (the assigned target is reduced by an average of 4-4.5% per year).
According to Mr. Dung, in addition to the achieved results, the Vocational Training and Employment Program, Sustainable Poverty Reduction in the province still has some difficulties due to: a part of poor and near-poor households still have a heavy mentality of waiting and relying on the state, not working hard to escape poverty; workers do not want to register for vocational training; vocational training facilities only focus on implementing training courses according to the school's plan, not actively coordinating with agencies, units and localities in signing training contracts from the Program's capital.

"In the coming time, Quang Ngai province will guide vocational training institutions in the area to innovate recruitment methods and vocational training forms suitable for the laborers under the Program; cooperate with businesses in vocational training associated with job creation; effectively implement cooperation programs with businesses in receiving and employing laborers after completing the course...", Mr. Dung said.
