Although there have been great strides and “sweet fruits”, compared to expectations, the Law on Supervision Activities of the National Assembly and People’s Councils in 2015 has not yet specified regulations on ensuring the implementation of conclusions and recommendations after supervision, especially there are no strong enough sanctions - a sharp enough “Sword of the Supreme Law”...

This is the "bottleneck" from sanctions that leads to the slow resolution of cross-term recommendations from localities, regrets, "if onlys"... This is also the content that most localities have proposed and expected through many terms, at most conferences, summaries and especially through the Summary of 7 years of implementing the Law on Supervisory Activities of the National Assembly and People's Councils.

However, all recommendations and proposals only stop at having strong enough sanctions to implement the conclusions and recommendations after supervision, but what those strong enough sanctions are has not been specifically proposed. So, how should those strong enough sanctions be specified to truly promote the role of power supervision activities?

In order to find answers to these questions and concerns, and to contribute more suggestions for amending the Law on Supervision Activities of the National Assembly and People's Councils in 2015, the group of authors collected information, penetrated into practice, conducted field surveys, consulted with the People's Councils of many localities, especially through full-time People's Council delegates, met and shared with voters...

The series of articles was jointly carried out by reporters, editors of the People's Council Working Committee and resident reporters of the People's Representative Newspaper with a number of delegates of local elected bodies - insiders who are knowledgeable, dedicated, and concerned about the activities of elected bodies - like a special consultation to propose important suggestions on specific and strong enough sanctions - "The Supreme Sword" for the implementation of conclusions and recommendations through the supervision of the People's Council.

In particular, the series of articles also raises the issue of ensuring the organizational structure of the People's Council with delegates who are capable, courageous and have political position, especially the "locomotives" to "combine two swords". So that the supervisory recommendations are no longer "soulless" on A4 pages, truly promoting the role of supervising power, for the trust of voters, people and sustainable development of the country.

Along with choosing the content that is the "bottleneck" in implementing the role of local state power agencies, we also pay special attention to the most vivid and attractive way of expressing it to readers, from the way of drawing out the title, sapo and choosing to open the series of articles with truly unique stories and situations to create a strong impression on readers.

Removing obstacles in the supervision activities of the People's Council

The series of articles “Improving the quality, effectiveness and efficiency of the People's Council's supervisory activities” includes 3 articles, highlighting the significance and importance of Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee in improving the quality of the People's Council's supervision; the strong changes in the People's Council's supervisory activities since Resolution 594 was issued.

At the same time, it noted the recommendations of experts, People's Council delegates, and National Assembly delegates on solutions to remove shortcomings and obstacles to further improve the quality of People's Council supervision activities in the coming time.

The implementation time was quite tight, after agreeing on the topic, based on the initial documents, the group wrote and drafted 3 articles, while continuing to collect, contact, interview, supplement information, and polish the articles. Fortunately, the group completed a series of satisfactory articles, closely following reality.

The series of articles is presented in Megastory format with a modern, simple but not monotonous presentation, in which important information and quotes are highlighted, increasing the ability to convey the content of the article.

Myself and the group of authors are very happy and honored to receive the grand prize in the first days of the new year 2024. For me, a parliamentary reporter following the National Assembly, this prize has a much more special meaning. This is the motivation for me and my colleagues in the group to continue to strive and do better in the coming time.

The most effective measure of each policy and resolution is the joy and happiness of the people.

The idea for the work came from the fact that the National Assembly supervised all three National Target Programs during their implementation. In addition, in the localities, more than half of the implementation of the three Programs has passed, but local officials at all levels are still confused and struggling, have money but cannot spend it, and even have to ask to return the capital to the central government for many reasons.

The time to complete this series of articles was about 15 days from the idea, going to the base and doing post-production. To complete this series of articles, our group was divided into two groups, one group went to Ha Giang and the other group went to Quang Binh at the same time. These are the two most difficult localities. There were days when we had to travel by car for about 13-14 hours. The mountain pass road was winding. The reporters in the group often texted each other asking "how many bottles of anti-motion sickness medicine did you use today, are you sick?"

And the process of interviewing people was also very difficult. There were people in Pa Vay Su commune, the most remote border commune of Xin Man, we had to persuade for nearly an hour but could not record anything. At that time, although it was dark, we still had to continue asking the grassroots cadres to take us to another household to interview.

However, we were also very lucky to meet people, commune officials and provincial Chairmen like Ha Giang province, who are all very dedicated and concerned with implementing these national target programs.

Through this series of articles, we hope to bring the voice of reality, which is the opinion of the grassroots, of the cadres who carry out this work, to identify and find the most effective solution.

In particular, at the most recent session of the National Assembly, a specific Resolution will be issued for three national target programs to remove obstacles in the previous implementation process.

For us, the reporters who carried out this series of articles, we would be happier if, after more than two years with the new special policies and mechanisms of the National Assembly, localities would no longer be confused and struggling in poverty reduction, and there would no longer be commune officials who had to consider themselves as "promising" officials, but instead there would be more laughter and happiness like the people harvesting cabbage in Xin Man, Ha Giang that we mentioned in this series of articles. Because the most effective measure of each policy and resolution is the joy and happiness of the people.
