In 2024, the work of national defense and local defense will be closely implemented from the province to the grassroots level. Policies on building and operating defense zones in general and building armed forces in particular will be implemented synchronously by Party committees, authorities, departments, branches, organizations and military agencies at all levels, creating high unity. The activities of the Steering Committees and Councils help the Provincial Party Committee and the Provincial People's Committee direct and implement the tasks of national defense and local defense with quality and efficiency; the military assignment will reach 100% of the assigned targets. In addition, all levels, branches and localities have closely combined the implementation of political tasks, socio-economic development with strengthening national defense and security; promoted the core role of local armed forces in maintaining political security, social order and safety in the area; regularly managed and grasped the situation of the area, airspace, sea, and cyberspace; timely advise the Provincial Party Committee and the Provincial People's Committee to effectively handle situations related to political security, social order and safety, not allowing them to spread and prolong; ensure absolute safety for political, economic and cultural events in the province. Mass mobilization work in the armed forces has been well implemented; programs for the army to join hands to build new rural areas, the army to join hands for the poor; the emulation movement "Skillful mass mobilization" has been closely implemented at each level. Policies for the army and the army's rear have been well resolved, especially policies remaining after the war; activities of "Repaying gratitude" and searching for and collecting martyrs' remains have achieved good results, further consolidating the people's trust in the Party, the State and the army.

At the conference, the leaders of the Provincial Military Command thoroughly grasped Directive No. 60-CT/TU dated December 2, 2024 of the Provincial Party Committee on leading the tasks of national defense and local military affairs and Plan No. 5688/KH-UBND dated December 3, 2024 of the Provincial People's Committee on launching emulation to carry out national defense and local military affairs in 2025. Representatives of departments, branches and localities discussed and clarified the achieved results, pointed out limitations, causes and proposed directions and measures to carry out the tasks in 2025 to achieve better results.
Speaking at the conference, the Chairman of the Provincial People's Committee emphasized that 2025 is a year of special importance, the last year of the 2020-2025 term, the year of organizing Party Congresses at all levels for the 2025-2030 term, the year of acceleration, breakthrough, and reaching the finish line to strive to achieve the highest results in the goals and targets of the 5-year Socio-Economic Development Plan (2020-2025); the forecast of the situation and tasks of National Defense and Security in 2025 has been clearly identified in the directive of the Provincial Party Committee and the plan of the Provincial People's Committee. Therefore, in order to complete the set tasks and targets, it is required that all levels, sectors, agencies, especially the armed forces, need to regularly grasp and seriously grasp the resolutions and directives of the Party, the laws of the State on national defense and security tasks, and build local defense zones to ensure synchronization and unity. Continue to proactively coordinate, grasp the situation, advise leaders, direct, and organize the implementation of assigned political tasks.

Regularly improve the effectiveness of the operations of the Steering Committees, Councils, and Commands performing national defense and local defense tasks at all levels; lead, direct the implementation and completion of national defense and local defense targets and tasks assigned by the Government, the Ministry of National Defense, and Military Region V. Continue to take care of building strong local armed forces in all aspects; Improve the quality and efficiency of the activities of the militia and self-defense forces, focusing on the regular militia and self-defense units performing emergency tasks according to Decree 03/2020/ND-CP of the Government; truly be the core force in maintaining political security, social order and safety, preventing natural disasters and epidemics as well as being ready to fight in each locality.

In addition, focus on directing the implementation of activities to celebrate the 90th anniversary of the Traditional Day of the Militia and Self-Defense Forces (March 28, 1935 - March 28, 2025); Celebrating the 50th anniversary of Ninh Thuan Liberation Day (April 16, 1975 - April 19, 2025), the liberation of the South and national reunification (April 30, 1975 - April 30, 2025) and the 80th anniversary of the Traditional Day of the Ninh Thuan Provincial Armed Forces (August 23, 1945 - August 23, 2025), creating a vibrant and positive atmosphere in the entire Party, the entire army and the entire people in the province to compete to successfully carry out assigned tasks.
