On August 26, at the University of Technology (Ho Chi Minh City National University), the Ministry of Education and Training held a conference to summarize the 2022-2023 school year and deploy key tasks for the 2023-2024 school year in the university education sector.

The conference was attended by representatives of universities and colleges training preschool teachers nationwide.

Promoting the application of information technology and digital transformation

Speaking at the conference, Deputy Minister of Education and Training Hoang Minh Son said that the 2022-2023 school year is a year with many positive changes in university education. In particular, university autonomy has improved the effectiveness of university governance in the entire system. Admissions to universities and colleges of preschool education have been recognized and evaluated as a bright spot in the education sector based on the thorough application of information technology. The number of accredited training programs has increased sharply, especially foreign accreditation; Vietnamese universities continue to maintain and hold good positions in prestigious international rankings.

Digital transformation and application of technology in teaching and learning have many positive changes.

However, according to Deputy Minister Hoang Minh Son, university education still has difficulties, problems, and many shortcomings and limitations. For example, the slow completion of the school board and key leadership positions at some universities; confusion in the division of authority and responsibility between the school board and the board of directors; some training institutions violating regulations on opening majors, enrollment, and joint training... The implementation of Decree 116 of the Government regulating the policy of supporting tuition fees and living expenses for pedagogical students at some institutions and localities is still confusing and rigid.

Regarding the 2023 regular university admission situation, Director of the Department of Higher Education (Ministry of Education and Training), Associate Professor, Dr. Nguyen Thu Thuy said that the total number of candidates taking the graduation exam did not increase, even decreased slightly compared to 2022. However, the number of candidates registering for university and pedagogical college admission increased by nearly 5% compared to last year. With the application of information technology and digital transformation, admission is carried out 100% online. The number of applications to schools increased significantly with nearly 3.4 million applications. The number of candidates admitted in the first round increased by nearly 8% compared to last year (the number of candidates admitted in the first choice accounted for 49.1%). Candidates admitted in the first 3 choices accounted for 74.9% of the number of candidates registered for admission. Candidates admitted in the first 5 choices accounted for 85.1% of the number of candidates.

“On average, each candidate who meets the admission requirements is admitted to 2.76 choices. Notably, the number of candidates who are admitted early and choose to register for their first choice accounts for 32.2%. This is a warning to schools to adjust their admissions in the following years. In addition, the number of candidates who are admitted directly according to the admission confirmation regulations also accounts for more than 30%. This shows that candidates still have other options,” Associate Professor, Dr. Nguyen Thu Thuy emphasized.

Admissions 2024: Should be kept stable!

Based on the above data, the representative of the Department of Higher Education said that in 2023, there are still schools with too many complicated admission methods and plans, many places do not ensure fairness, the allocation of quotas is not reasonable, making it difficult for candidates and the system. Many schools that conduct early admissions cannot predict virtual candidates. Early admissions also increase virtual candidates for schools.

From the enrollment situation in 2023, Director Nguyen Thu Thuy oriented higher education institutions to perfect the enrollment methods in 2023-2024: Higher education institutions complete the enrollment plan, pay attention to perfecting the enrollment methods, properly implement current enrollment regulations, avoid making the enrollment methods complicated and troublesome for candidates. At the same time, orient the enrollment work for 2025 onwards, when candidates begin to graduate from the 2018 general education program.
