Currently, the herd of buffalo in Na Cooc village is up to 120. Mr. Song said that buffalo in Na Cooc rarely get sick, the source of elephant grass is rich, so the buffalo grow well. In Na Coc village, there is Mr. Mac Van Quan who has been involved in breeding buffalo for 20 years. Encouraged by the Party Secretary, Village Chief, and Prestigious Person to plant more elephant grass to proactively provide food for the buffalo, Mr. Quan has planted 4 hectares of elephant grass and maintained a herd of 6 buffalo. Although the price of buffalo is not as good as before, his family still has an annual income of about 30 million VND from raising them.
Thanks to the development of breeding buffaloes, many households in the village have a good income, the poverty rate of the village is now only 19%. In addition to promoting economic development, Mr. Song also mobilized people to convert corn and cassava land to orange growing. Mr. Luong Van Hoan's family is one of the households that invested in growing oranges early in 2017. With an initial capital of nearly 100 million VND to improve the land, Mr. Hoan has cooperated with large orange gardens in Phu Luu commune (Ham Yen) to grow oranges in the direction of product consumption. Due to suitable soil, orange trees grow quickly, and have few pests and diseases, in the first orange crop of 2022, Mr. Hoan harvested more than ten tons of oranges and gradually increased to more than 30 tons in 2023, expected to be 40 tons in 2024. Annual revenue is from 100-150 million VND after deducting expenses.
In addition to promoting economic development, Mr. Song also mobilized people to contribute money, labor days and land to build 2 bridges across streams; concretized nearly 100% of the roads within the village and between villages. From 2017 to now, he and other households in the village have been contracted to protect protective forests. For many years, the forests in Na Cooc have been strictly protected, with no deforestation, forest burning or forest fires occurring.
In Na Tang village, Hung Loi commune, Ham Yen district, Mong people mentioned Mr. Lau Van Thao, Secretary of the Party Cell, a prestigious person with gratitude and respect. According to Mr. Thao, about 5 years ago, early marriage was common in Na Tang village. Underage couples did not have knowledge about reproductive health, were not capable of taking care of the economy as well as organizing family life, so when they got married early, many consequences occurred: giving birth to stunted, sickly children, difficult family economic life, hard work, so the couple often quarreled...
As a prestigious person in the village, Mr. Thao went to each house to propagate, mobilize, and explain to parents and minors about the harmful effects of early marriage so that they can avoid it, focus on studying, and only get married when they reach the legal age. Thanks to the "slow and steady" propaganda, from 2022 to now, Na Tang village has no more cases of early marriage and incestuous marriage.
According to Mr. Thao, the Mong people have a very high sense of community and put their trust in prestigious people. To make people believe, he must also set an example, pioneering from family economic development to village and hamlet work. Mr. Thao shared: "I do things with the spirit of a party member, not being afraid of anything, not seeking profit, so people respect me and listen and follow!" And then from here, good and positive factors were discovered by Party Cell Secretary Lau Van Thao, introduced to the Party organization and he himself was the one who helped the elite masses to soon join the Party ranks.
Also a prestigious person, Ms. Hoang Thi Yen, village 14, Kim Phu commune (Tuyen Quang city) has strengths in the field of preserving and promoting traditional cultural identity. For 14 years as the Head of the Cao Lan ethnic cultural identity preservation and conservation club in village 14 (from 2012 to present), Ms. Yen has mobilized people and club members to preserve and promote the cultural identity of the Cao Lan people such as collecting, practicing and performing dances, Sinh ca melodies, and preserving the beauty of making cakes during holidays and Tet. The club currently has over 50 active members. Thanks to that, the preservation and promotion of the unique culture of the Cao Lan ethnic group in the locality has developed strongly.
Pay attention to and implement well policies for prestigious people.
Tuyen Quang province currently has more than 1,100 prestigious people among ethnic minorities. With the ability to "speak so that people believe, act so that people follow", prestigious people are always trusted by Party committees and authorities at all levels because of their great influence in propaganda work, mobilizing people to follow the Party's guidelines and the State's laws and policies. These examples of prestigious people are highly appreciated and respectfully recognized by the community, worthy of the trust of the Party, the government and the people.
Promoting the role of the prestigious people, Tuyen Quang province regularly pays attention to and well implements policies for prestigious people, such as: Visiting and giving gifts on holidays, New Year, illness, funerals; distributing some free newspapers to prestigious people; innovating training and fostering for prestigious people, aiming to improve the effectiveness of propaganda skills, mobilizing the masses to effectively implement the National Target Program on socio-economic development in ethnic minority and mountainous areas in the province. The province regularly organizes tours to learn from economic development experiences in localities to expand and improve knowledge for prestigious people, from which they can return to their localities to promote their roles in all fields.
Specifically, from 2021 to 2024, the Ethnic Minorities Committee of Tuyen Quang province organized more than 30 conferences to provide information to over 1,440 prestigious people about the socio-economic development situation in the province, implementing national target programs; mass mobilization work among ethnic minorities; disseminating legal education; preventing early marriage and consanguineous marriage; propaganda and mobilization skills for people in ethnic minority and mountainous areas.
Most recently, the 2024 Conference on training legal propaganda skills and legal knowledge for 240 village chiefs in ethnic minority and mountainous areas in Chiem Hoa and Ham Yen districts was held in Tuyen Quang City. At the destinations, the delegation of prestigious people listened to and shared valuable experiences on the role of prestigious people in ethnic minority areas in the work of propaganda and mobilizing people to well implement the Party's guidelines and the State's laws and policies in the cause of socio-economic development, hunger eradication and poverty reduction, new rural construction, building the grassroots political system and the great national unity bloc, preserving and promoting the national cultural identity.
