From June 2023, 4 automatic vehicle load checking scales on National Highway 5 will be ready to issue fines

(HNMO) - On the afternoon of May 26, the Vietnam Road Administration informed about the deployment of automatic vehicle weight checking equipment on National Highway 5 to detect and sanction administrative violations according to the law, when the car, driver and owner are no longer at the scene where the administrative violation was detected (cold fine).

The pilot project of automatic vehicle weight control on Highway 5 has been highly effective, limiting overloaded vehicles.

According to the Vietnam Road Administration, 4 sets of automatic vehicle load checking scales provided by the Japan International Cooperation Agency (JICA) as non-refundable aid to the Administration, installed at Km78+830 and Km78+150 of National Highway 5 (2 sets of scales installed in each direction), have so far been established as the ownership of the entire people and the handling plan for assets transferred by organizations and individuals to the Vietnamese state has been approved. The Vietnam Road Administration has issued a decision to assign the Road Management Department I to manage the assets and operate and exploit them.

These 4 scales have been inspected, calibrated and granted a Certificate of Inspection by the Vietnam Metrology Institute in compliance with legal regulations.

Implementing the direction of the Prime Minister and the Ministry of Transport, the Vietnam Road Administration is urgently completing preparations to put 2 sets of scales on the Hai Phong - Hanoi route into use from 0:00 on June 1, 2023 and put 2 sets of scales on the Hanoi - Hai Phong route into use from 0:00 on June 15, 2023.

In particular, the Department requested the Vietnam Register to guide, connect and share vehicle registration data to serve the work of checking vehicle weight in the road sector. At the same time, the Vietnam Road Administration is also completing and promulgating the process of managing, exploiting, maintaining and servicing automatic vehicle weight checking scales and the process of extracting data and using the results obtained from 4 scales as the basis for determining administrative violations and sanctioning administrative violations when the car, driver and owner are no longer at the scene where the administrative violation was detected (cold fine).

It is known that from August 15, 2020, the Vietnam Road Administration (now the Vietnam Road Administration) has put 2 sets of automatic vehicle load checking scales at Km78+830 into pilot operation to control and handle vehicles violating load regulations on National Highway 5.

The pilot results have brought about high efficiency in controlling overloaded vehicles. Statistics show that the average ratio of the number of trucks that were fined over the number of trucks that were weighed has decreased from 6.9% to 0.12% (a decrease of 57.5 times).

The average number of trucks violating the law per day decreased from 176 to 1.5 trucks per day (a reduction of 117.3 times). The pilot results also showed that these scales automatically control 24/24 hours in all weather conditions; monitor 100% of the number of vehicles traveling on the road where the weighing equipment is installed; ensure objectivity, without the need for competent authorities to work directly at the scene; the cost of operation, data exploitation and fines is very low. At the same time, with the propaganda from drivers and owners of vehicles violating the law and being fined, the situation of overloaded vehicles is quickly prevented and stopped, creating a positive effect in society in general and compliance with the provisions of the law on road traffic in particular.
