In recent days, people in village 8, Dak To Re commune (Kon Ray, Kon Tum) have been extremely uneasy as trucks carrying dozens of tons of sand from the sand mine passing through the village have been continuously running rampant on the residential road that only allows vehicles with a capacity limit of 6 tons.

"Poverty reduction" road destroyed by overloaded trucks
In 2023, the residential road from National Highway 24 to Dak To Re village, more than 2km long, will be newly concreted, with an investment value of 1.7 billion VND from the Central Highlands poverty reduction project. The people here are very happy because the road creates conditions for economic development and the countryside is more spacious.
To protect the road structure, Kon Ray district authorities have put up signs restricting the traffic of vehicles with a load capacity of over 6 tons. However, since the beginning of November 2024, dozens of dump trucks carrying sand weighing over 6 tons have been running on this road every day.
Road overload about 400%
The vehicle registration information of the truck with license plate 82C-052.83 shows that: This vehicle has a body weight of 13.05 tons; the allowed cargo weight is 16.8 tons. The total weight of the vehicle and cargo allowed to participate in traffic is 30 tons.
A traffic police officer from the Kon Tum Province Department of Transport said that the vehicle alone was overloaded and allowed to travel on the road in village 8. If the vehicle was loaded with sand and was traveling on the road with a weight of 6 tons, it would mean that the vehicle was violating the overloading law by about 400%.
According to the people's reflection, Giao thong Newspaper reporters were present at Hamlet 8, Dak To Re Commune to record. In less than 1 hour, on this Hamlet 8 road, there were 3 dump trucks running into the sand mine area at the end of the village and then carrying sand out. Specifically: Dump truck with license plate 81C-180.46, license plate 81E-034.81, 82C-052.83. Immediately after detecting the group of reporters working, these trucks alerted each other and did not return to transport sand.
According to the people of village 8, the road has been built for many years without any damage. Now, after about a month of sand trucks passing through, it has started to be damaged. The concrete is cracked, and the drainage system connecting the village road to National Highway 24 is completely broken.
Mr. A Ng - a villager expressed his indignation: " If a road can accommodate a 6-ton truck while a truck carrying sand weighing dozens of tons runs on it, what kind of road is it?"
Ms. YH expressed her concern: "The village has a lot of children, the road is narrow and the trucks run loudly, so we are very worried. If the trucks run like this, one day they will have an accident."

The government says "there will be a solution"
According to the People's Committee of Kon Ray district, Dak To Re commune has 2 enterprises winning the sand mine auction in 2022. Specifically: Kon Do Xing village sand mine, Dak To Re commune has an area of 5 hectares, reserves of 93,000m3, won the auction by Truong Nhat Joint Stock Company in Duy Tan ward, Kon Tum city, Kon Tum province. The sand mine in Dak O Nglang village was won by Tay Tien Company Limited located in Quang Trung ward, Kon Tum city, Kon Tum province.
At the end of October 2024, the sand mine in Kon Do Xing village, passing through village 8 of Dak To Re commune, began exploitation. Because there was no road to transport sand outside, the enterprise requested permission for vehicles to use the residential road through village 8 of Dak To Re commune.
Speaking to Giao Thong Newspaper, Mr. A Nguy, Vice Chairman of Dak To Re Commune People's Committee (Kon Ray, Kon Tum) said: "The company asked for permission to transport sand through the locality and committed to repairing and maintaining the damaged road regularly."
Meanwhile, Mr. Do Van Hanh, representative of Truong Nhat Joint Stock Company, said: "We know that the road is only 6 tons and is not allowed for large trucks to enter, but there is no other way. The company commits to having a plan to repair the road. At the same time, there is a plan to unload the sand." Mr. Hanh also explained that he is in the process of buying land near the National Highway 24 to use as a transfer area for unloading but has not found any yet.
Mr. Vo Van Luong, Chairman of Kon Ray District People's Committee, said: "After surveying, there is no other way for the enterprise to transport sand out. This enterprise reported that it was forced to take this route," Mr. Luong said, adding: "The district has requested the enterprise to comply with legal regulations on transporting goods and cargo weight when exploiting sand at the mine site to bring it out."
