In recent days, residents of Hamlet 8, Dak To Re Commune (Kon Ray District, Kon Tum Province) have been extremely worried as trucks carrying tens of tons of sand from the sand mine have been constantly driving through the village on a local road that only allows vehicles weighing up to 6 tons.

Roads designated for "poverty reduction" are being damaged by overloaded vehicles.
In 2023, a rural road connecting National Highway 24 to Dak To Re village, spanning over 2km, was newly paved with concrete. The investment, valued at 1.7 billion VND, came from the Central Highlands poverty reduction project. Local residents were delighted, as the road facilitated economic development and improved the rural landscape.
To protect the road's structure, the authorities in Kon Rẫy district have posted signs indicating that vehicles weighing over 6 tons are not allowed to travel on this road. However, since the beginning of November 2024, dozens of dump trucks carrying sand exceeding 6 tons have been operating on this road every day.
The road is overloaded by approximately 400%.
According to the vehicle registration information for truck license plate 82C-052.83: The vehicle has a curb weight of 13.05 tons; the permitted cargo weight is 16.8 tons. The total permitted weight for the vehicle and cargo to participate in traffic is 30 tons.
According to a traffic police officer from the Kon Tum Provincial Department of Transport, the vehicle alone exceeded the permitted weight limit for traffic on the road in Hamlet 8. If the vehicle was carrying 6 tons of sand and traveling on the road, it would mean the vehicle was violating the regulations by approximately 400% overload.
Following reports from local residents, a reporter from Giao Thong Newspaper visited Hamlet 8, Dak To Re Commune to investigate. In less than an hour, three dump trucks entered the sand mine at the end of the hamlet and then drove out carrying sand. Specifically: Dump trucks with license plates 81C-180.46, 81E-034.81, and 82C-052.83. Upon noticing the reporters, the trucks alerted each other and did not return to transport sand.
According to residents of Hamlet 8, the road, built many years ago, was never damaged. However, after about a month of sand trucks using it, it has started to deteriorate. The concrete is cracked, and the drainage system connecting the hamlet road to National Highway 24 has completely broken down.
Mr. A Ng, a resident of this village, expressed his frustration: " If trucks carrying tens of tons of sand are running on this road designed for 6-ton trucks , what's left of the road?"
Ms. YH expressed her concern: "There are many children in the village, the road is narrow, and the trucks are speeding along, so we are very worried. With trucks driving like this, an accident is bound to happen someday."

The authorities say "there will be a solution".
According to the People's Committee of Kon Rẫy district, two businesses won the auction for sand mines in Đăk Tờ Re commune in 2022. Specifically: The sand mine in Kon Dơ Xing village, Đăk Tờ Re commune, with an area of 5 hectares and a reserve of 93,000 m3, was won by Trường Nhật Joint Stock Company in Duy Tân ward, Kon Tum city, Kon Tum province. The sand mine in Đăk Ơ NgLăng village was won by Tây Tiến Limited Company, located in Quang Trung ward, Kon Tum city, Kon Tum province.
In late October 2024, the sand mine in Kon Đơ Xing village, specifically the section passing through Hamlet 8 of Đăk Tờ Re commune, began operations. Due to the lack of a road for transporting the sand out, the company requested permission for vehicles to use the local road through Hamlet 8 of Đăk Tờ Re commune.
Speaking to Giao Thong Newspaper, Mr. A Nguy, Vice Chairman of the People's Committee of Dak To Re commune (Kon Ray district, Kon Tum province), said: "The company requested permission to transport sand through the area and committed to repairing and maintaining the road regularly if it gets damaged."
Meanwhile, Mr. Do Van Hanh, representative of Truong Nhat Joint Stock Company, said: "We know that the road is only designed for 6-ton trucks and is not allowed for heavy vehicles, but we have no other choice. The company commits to repairing the road and implementing a plan to reduce the load for transporting sand." Mr. Hanh also explained that they are currently looking to purchase land near the National Highway 24 to use as a transshipment yard for unloading, but have not yet found a suitable location.
Mr. Vo Van Luong, Chairman of the Kon Ray District People's Committee, said: "Through surveys, there is no other way for the enterprise to transport sand out. This enterprise reported that they were forced to use this route," Mr. Luong said, adding: "The district has requested the enterprise to comply with legal regulations on the transportation of goods and the weight of goods when extracting sand from the mining area to transport it out."
