1. Individuals aged 15 and over can register vehicles from August 15, 2023.
According to Clause 9, Article 3 of Circular 24/2023/TT-BCA, individuals aged 15 years or older are allowed to register a vehicle.
In case an individual from 15 to under 18 years old registers a vehicle, he/she must have the consent of his/her parent or guardian and write "consent", sign, clearly state full name and relationship with the person under guardianship in the vehicle registration form.
Thus, according to the above regulations, people from 15 years of age and older can register a vehicle. However, for people from 15 years of age to under 18 years of age, vehicle registration must have the consent of a parent or guardian.
2. Regulations on vehicle registration documents and procedures from August 15, 2023
2.1. Vehicle registration documents
The first vehicle registration dossier specified in Article 8 of Circular 24/2023/TT-BCA includes:
- Vehicle registration certificate.
- Vehicle owner's papers.
- Vehicle papers.
2.2. Vehicle registration procedures
Specifically, Article 12 of Circular 24/2023/TT-BCA stipulates vehicle registration procedures from August 15, 2023 as follows:
- Organizations and individuals registering vehicles must comply with the provisions of Article 9 of Circular 24/2023/TT-BCA; bring the vehicle to the vehicle registration agency and submit the documents specified in Articles 10 and 11 of Circular 24/2023/TT-BCA.
- After the vehicle registration officer checks the vehicle's documents and the vehicle is actually valid, the license plate will be issued according to the following regulations:
+ Issue a new license plate for the case where the vehicle owner has not been issued a license plate or has a license plate but is registering another vehicle;
+ Re-issue according to the identification number in case the identification number has been revoked.
In case the vehicle or vehicle documents do not comply with regulations, supplement and complete the documents according to the instructions of the vehicle registration officer on the document instruction form.
- Receive the appointment paper for the result, pay the vehicle registration fee and receive the license plate (in case the license plate is issued according to the provisions at Point a, Clause 2, Article 12, Circular 24/2023/TT-BCA); in case the vehicle owner needs to receive the vehicle registration result via the public postal service, he/she must register with the public postal service unit.
- Receive vehicle registration certificate and license plate (in case of license plate issuance according to regulations in Point b, Clause 2, Article 12, Circular 24/2023/TT-BCA) at the vehicle registration agency or from a public postal service unit.
3. Vehicle registration certificate from August 15, 2023
Pursuant to Article 9 of Circular 24/2023/TT-BCA, vehicle registration declaration is regulated as follows:
- Vehicle owners log in to the public service portal and are responsible for fully declaring the contents specified in the vehicle registration declaration, signing or signing, clearly stating their full name, and stamping (if they are agencies or organizations).
- After successfully declaring, the vehicle owner receives the online vehicle registration file code and appointment schedule to process the file notified by the public service portal via text message or email address to complete the vehicle registration procedure;
Provide vehicle registration file code to vehicle registration authority to carry out vehicle registration procedures according to regulations;
In case it cannot be done on the public service portal, the vehicle owner must declare the vehicle registration directly at the vehicle registration agency.
Circular 24/2023/TT-BCA takes effect on August 15, 2023.
