After nearly a month of active, urgent, and serious work, the 5th Session of the 15th National Assembly is "reaching the finish line" and completing the entire set program.

Assessing the content of the meeting on the sidelines of the National Assembly, National Assembly Deputy Trinh Xuan An (Dong Nai delegation) said that the supervision results of the 15th National Assembly are parallel to very direct executive activities.

According to Mr. An, in supervision, the National Assembly's supervision activities do not replace inspection and investigation, but the most important thing in the National Assembly's supervision activities is to point out the causes and responsibilities for policy and responsibility handling.

“But one thing that the National Assembly deputies and I personally are concerned about is that the supervisory resolutions on questioning and assessing responsibilities are not in line with expectations. Therefore, the National Assembly deputies really want to clarify the responsibility in accordance with the Party's direction, which is to clarify the responsibility in management and operation with the spirit of daring to think, daring to do and daring to take responsibility. I think this needs to be emphasized more in supervisory activities,” said Mr. An.

The point of view is that responsibility must be promoted and work must be solved effectively,” said Mr. An.

Mr. An also said that in the National Assembly's questioning activities, there must absolutely be no situation of "empty promises, false promises without doing anything".

“With the content that the Ministers promised, recorded in the Resolution, if the following sessions review it and if it is not done or not done thoroughly, the National Assembly must have an opinion. We, the National Assembly deputies, will continue to follow up on these contents,” said Mr. An.

Also evaluating the session, National Assembly Deputy Tran Cong Phan (Binh Duong delegation) said that this was the longest session compared to previous sessions, with an innovation of dividing it into two sessions so that the drafting agencies, the reviewing agencies and relevant agencies could absorb and complete the opinions of National Assembly deputies more fully.

“There are many promises from ministers and industry leaders, but we need to arrange which issues need to be resolved first and which issues need to be resolved later. National Assembly deputies will always closely follow and pursue the promises of industry leaders,” said Mr. Phan.

3 Impressions of Outstanding Marks

According to delegate Nguyen Thi Viet Nga (Hai Duong delegation), the session was a great success, achieving positive results according to the plan, meeting the requirements and expectations of voters and people. In particular, the results of the legislative work at the session were an important and outstanding mark, contributing significantly to the overall success of the session.

Delegates had three impressions about the outstanding marks, contributing to the overall success of the 5th session. The first was about the organization. The session was divided into 2 sessions instead of one session like previous times.

The one-week break between the two sessions gave the drafting and reviewing agencies time to absorb the opinions of the National Assembly deputies; synthesize reports and explain the contents that the deputies were interested in. At the second session of the session, the National Assembly considered and approved many important draft laws and resolutions.

National Assembly Delegate Nguyen Thi Viet Nga has three outstanding impressions, contributing to the overall success of the 5th session.

Second, regarding legislative work, the session has a huge amount of work, up to 20 draft laws and important resolutions. This is a record number in the construction of laws and ordinances of the National Assembly, requiring the agencies of the National Assembly, the agencies of the Government as well as the delegates themselves to work at full capacity.

Third is the attitude and working spirit of the National Assembly deputies. The 5th session took place in a lively atmosphere, with a large number of opinions contributed to draft laws, resolutions and other important issues, and even a record number of registered speakers. Delegates cited evidence from the question-and-answer sessions, with the number of delegates registering to question the Ministers ranging from 100-120; there were discussion sessions such as the Land Law (amended) with more than 170 delegates registering to speak.

Meanwhile, this is a difficult and massive specialized law project, involving more than 100 different laws and codes. However, with a responsible working spirit, the number of delegates registering to speak and debate is very large, demonstrating the in-depth research of the National Assembly delegates.

Delegate Hoang Van Cuong (Hanoi delegation) said that this is a session with many important contents in legislative work, including economic issues. In the context that our country's economy is facing many challenges in public investment, the decisions of this session related to the economy not only solve the "bottlenecks" for promoting the economy in the short term but also have long-term impacts.

In particular, according to Mr. Cuong, this session has many important draft laws, both passed draft laws and draft laws that are in the final stages of consultation. Therefore, the decisions of this session are having a strong impact on the legal framework for the country's economic activities.

What impressed Mr. Cuong the most at this session was that from discussing laws to discussing socio-economic issues, questioning Government members... the delegates always raised issues directly and frankly, without repeating reports.

The National Assembly Chairman's administration directly addressed the issues that delegates wanted to ask, adding his own opinions for Government members to answer.

"The working atmosphere of this National Assembly session is very frank, constructive and direct, creating high efficiency," Mr. Cuong emphasized.

Suggestions for socio-economic development

Delegate Tran Hoang Ngan (HCMC delegation) said that during the discussion sessions in the parliament, especially during the question and answer sessions, the number of delegates who clicked to give opinions on the law and participate in the question and answer session was up to 100 delegates. The contents related to socio-economic issues are always of interest to delegates. Not only reflecting the reality, the National Assembly deputies also "offered ideas" and made recommendations for the socio-economic development of the country.

Since the end of 2022, the world economic situation has fluctuated greatly. For countries with large economic openness such as Vietnam, the economy has begun to slow down and entered the first quarter with lower growth than expected.

Although the Government has made strong determination and actions, more efforts are needed to achieve the expectations of the 2023 Socio-Economic Plan. We are focusing on three major growth drivers to promote growth, including: Investment (especially public investment); supporting consumption and exports.

Regarding the investment sector, delegates were very interested in the additional investment portfolio, determined to accelerate the disbursement of public investment. The estimated amount for public investment disbursement in 2023 in Vietnam is over 700,000 billion VND, not including the investment from the economic recovery and development support package.

At the same time, delegates also paid much attention to the social security package, especially support for workers whose working hours are being cut when orders decrease due to the decline in the world export market.

In addition, during the discussion sessions, delegates were interested in tax reduction. "We need to continue to reduce taxes and fees more to contribute to supporting businesses, supporting increased domestic demand to promote production, business and consumption of goods," Mr. Ngan said .
