Demand exceeds supply

Hanoi is the only locality in the country with a high-quality public school model according to the Capital Law. These schools always receive great attention from students and parents, the number of candidates registering to study is many times higher than the capacity. Currently, some high-quality secondary schools organize capacity assessment tests to enroll 6th graders and also have a high level of competition. "1 vs. 8", "1 vs. 10", "1 vs. 18", "1 vs. 20" ... are phrases that appear frequently during the enrollment season at these schools.

This year, Nguyen Tat Thanh Secondary and High School (under Hanoi National University of Education) has more than 5,500 candidates taking the 6th grade competency assessment exam while the school only enrolls 270 students. Thus, the competition rate for admission to the school is 1/20. This is also the school in Hanoi with the highest competition rate for admission to 6th grade.

Explaining the fact that 1 student "competed" with 20 students in the entrance exam to grade 6 at his school, Mr. Pham Sy Cuong - Principal of Nguyen Tat Thanh Secondary and High School said that this year, Hanoi - Amsterdam High School for the Gifted stopped enrolling in grade 6, so the pressure was even greater for other special secondary schools, including Nguyen Tat Thanh Secondary and High School.

Mr. Cuong affirmed that in the context of the number of applications far exceeding the enrollment target, assessing capacity is the fairest and most transparent way to recruit suitable students. Parents' investment in a good learning environment for their children is a legitimate need.

Long Bien district effectively maintains 5 high-quality public schools, including 2 kindergartens, 1 primary school, and 2 secondary schools. With this number, Long Bien district is the unit with the most high-quality public schools in Hanoi. However, these schools have not met the needs of parents.

According to Ms. Dao Thi Hoa - Head of the Department of Education and Training of Long Bien District, high-quality schools all ensure full teaching content according to the program of the Ministry of Education and Training, comprehensively develop students' qualities and abilities, improve English proficiency and integration skills. Good education quality, reasonable cost, so many parents choose to send their children to these schools.

High input, good output

Hanoi currently has more than 2,230 public kindergartens and schools, of which more than 20 schools are recognized as meeting high-quality criteria. At the same time, many schools, although not yet recognized as meeting high-quality criteria, have conducted entrance exams that meet most of the criteria of high-quality schools according to the roadmap.

According to Ms. Chu Thi Xuan Huong - Principal of Hoang Mai Secondary School (Hoang Mai District), the criteria to determine a high-quality school are having a multi-purpose hall, each class has no more than 30 students, enough classrooms to teach 2 sessions/day, a swimming pool, supplementary education programs, enhancing English teaching with foreigners, organizing health and psychological counseling activities at least 3 times/year.

These conditions are equivalent to those of private schools, but the tuition fees of high-quality public schools are cheaper. Last year, the tuition ceiling for these schools ranged from 5.1 to 5.7 million VND/month. Based on this and local conditions, each school sets its own specific tuition fees, most of which are set at 3 to 4 million VND.

The quality of teachers and curriculum at high-quality schools also meet many strict requirements. For example, 100% of teachers have an A certificate in English, at least 10% of teachers have a B certificate (primary level), 50% are able to communicate in a foreign language (middle school and high school), 40 - 60% are excellent teachers at the district and city level.

In addition to the criteria for permanent teachers, high-quality schools must have domestic and foreign experts to provide professional support, and teachers must go on annual exchanges and share experiences. The curriculum not only meets the standards of the Ministry of Education and Training but also has supplementary activities, enhancing English listening and speaking with foreigners, and bilingual classes for Math and Science (primary school).

In fact, students from high-quality schools often achieve outstanding results in district and city-level competitions for excellent students, international competitions, and 10th grade entrance exams.

In 2024, all students of Cau Giay Secondary School (Cau Giay District) were admitted to grade 10 with an average score of 43.18; of which the average score for Math was 8.78, Literature 8.19, English 9.24. At the same time, the school recorded 260 students passing the entrance exams to specialized high schools under the university with 3 valedictorians, and 204 students were admitted to specialized schools of the department.

Meanwhile, Thanh Xuan Secondary School students also achieved high results in the 2024 10th grade entrance exam with an average score of 42.45 points. All three subjects had impressive average scores, including Math: 8.61 points, Literature: 8.19 points, English: 8.85 points. The school's students were also admitted to many specialized schools in the city.

Students of high-quality schools in Hanoi always achieve high results in many domestic and international competitions such as the International Mathematics and Science Olympiad (IMSO), the International Mathematics Talent Search Competition (ITMC)... Students of Thanh Xuan Secondary School have won high prizes for many consecutive years at the National Science and Technology Competition and student competitions with startup ideas.

High-quality schools have helped diversify school models, meeting the needs of many groups of students.
