On the morning of June 1, the Ministry of Transport held an online conference to discuss and share experiences in implementing expressway projects. Attending the conference at Thai Binh bridge was comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.

According to the report of the Ministry of Transport, to date, the whole country has over 1,700km of expressways. To achieve the goal of having 3,000km of expressways by 2025, efforts must be made to deploy about 1,300km of expressways in the next 3 years. In 2022, the Government submitted to the National Assembly for approval the investment policy of 6 expressway projects (North-South expressway phase 2021 - 2025, Bien Hoa - Vung Tau, Khanh Hoa - Buon Ma Thuot, Chau Doc - Can Tho - Soc Trang, Ho Chi Minh City Ring Road 3 and Hanoi Ring Road 4) with a total length of about 1,300km, total investment capital of nearly 400,000 billion VND; of which about 500km are assigned to localities for implementation.

At the conference, delegates from central ministries, branches and localities focused on discussing and sharing experiences in implementing expressway projects. They agreed to raise awareness of the role and importance of expressway development, considering it one of the key tasks to implement the Party Congress Resolution. Therefore, ministries, branches and localities must have high determination, make great efforts, take drastic actions, promote initiative, dare to think, dare to do, dare to take responsibility. Consulting units, appraisal agencies and investors must focus on efforts to complete in the shortest time with the highest quality. In building mechanisms and policies, there must be breakthroughs, synchronization, minimizing administrative procedures and intermediaries to focus on responsibilities and shorten implementation time. In resource mobilization, it is necessary to develop effective methods to mobilize maximum legal resources, combine central and local budgets, increase attraction of private capital, and promote investment under the PPP method. In organization and implementation, it is necessary to boldly decentralize from central to local levels, apply the model of locality as the competent authority for investment in highway construction, in order to promote self-reliance and self-reliance. Central ministries and branches focus on performing state management functions, supporting localities in implementation, strengthening inspection, supervision, preventing negativity, corruption, and violations. Early training of human resources, improving staff capacity, and providing technical support to localities during implementation. Mobilizing the participation of the entire political system, along with propaganda to receive high consensus from the people to participate in solving difficult and complicated problems during implementation, especially in site clearance.
