On the afternoon of January 8, continuing the 29th session of the National Assembly Standing Committee (NASC), Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong presented a report on preparations for the 5th extraordinary session of the 15th National Assembly.

According to Mr. Bui Van Cuong, at the 28th Session, the Standing Committee of the National Assembly agreed to submit to the National Assembly for consideration and decision 4 contents at the 5th Extraordinary Session, including: Consideration and approval of the draft Law on Land (amended); Consideration and approval of the draft Law on Credit Institutions (amended);

Consider and approve the draft Resolution on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs, and consider and decide on a number of urgent issues regarding finance and the State budget...

For the two drafts of the Land Law (amended) and the Law on Credit Institutions (amended), the Standing Committee of the Economic Committee has presided over and closely coordinated with the Standing Committee of the Law Committee, the drafting agency and relevant agencies to receive comments from National Assembly deputies, review and perfect the content and technical aspects of the documents.

On December 20, 2023 and December 21, 2023, the National Assembly Chairman and Vice Chairmen met to give instructions to continue perfecting the draft laws before submitting them to the National Assembly Standing Committee at this session.

For the remaining two contents, the Government has sent documents and files to the National Assembly Standing Committee for consideration and comments at this session.

In addition, the Government has submitted Document No. 695 to the National Assembly for consideration and decision on the investment policy for the North-South Expressway Construction Investment Project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section and Document No. 698 to the National Assembly for consideration and decision on adjusting the investment policy for the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period and did not specifically propose a time for submission to the National Assembly for consideration and decision; in which, the Gia Nghia - Chon Thanh Expressway project currently has no comments from competent authorities.

The Secretary General of the National Assembly suggested that these two contents should be implemented in accordance with the provisions of the Law on Public Investment so that agencies have enough time to conduct surveys, assessments, and consider the eligibility before submitting to the National Assembly. Therefore, it is recommended that the Standing Committee of the National Assembly consider and agree not to submit the above two contents to the National Assembly at this Session, and only submit to the National Assembly the four contents as concluded at the 28th session (December 2023).

Regarding the expected agenda of the Session, Mr. Cuong said that at the 28th session, the National Assembly Standing Committee agreed to report to the National Assembly to organize the 5th extraordinary session opening on January 15, 2024 in the form of a concentrated meeting at the National Assembly House.

In particular, a 1-day break is arranged so that agencies have time to absorb and complete draft laws and resolutions before submitting them to the National Assembly for approval at the closing session.

Accordingly, the session is expected to open on Monday, January 15, 2024 and close on the morning of Thursday, January 18, 2024, with the National Assembly taking a one-day break (January 17, 2024).

Of which, the draft Law on Land (amended) and the draft Law on Credit Institutions (amended) have not been approved according to the schedule set out in the Law and Ordinance Development Program.

Therefore, based on the provisions of the Law on Promulgation of Legal Documents (Clause 4, Article 75 and Clause 6, Article 76) and the Resolution of the 6th Session of the 15th National Assembly, the National Assembly will consider and approve 2 draft laws at this Session at the request of the National Assembly Standing Committee.

Mr. Cuong said that due to the short duration of the Session, agencies will have very little time to synthesize, absorb, and explain the opinions of National Assembly deputies to revise and perfect the draft law and Resolution.

Therefore, to keep up with the schedule of the Session, it is recommended that the synthesis of National Assembly deputies' opinions not be separated from the reception and revision of draft laws and Resolutions. Instead, the agencies in charge of reviewing and reviewing should research and synthesize opinions to receive and explain them.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai said that the Standing Committee of the National Assembly agreed to submit to the National Assembly for consideration and decision on four contents at the Extraordinary Session, including: consideration and approval of the draft Law on Land (amended); consideration and approval of the draft Law on Credit Institutions (amended);

Consider the draft Resolution of the National Assembly on a number of specific mechanisms and policies to remove difficulties and obstacles, speed up the implementation of National Target Programs; consider and decide on supplementing the Medium-term Public Investment Plan of the Central budget for the period 2021 - 2025 from the general reserve source corresponding to the increased revenue and Central budget in 2022 for public investment tasks and projects and supplementing the Medium-term Public Investment Plan for Vietnam Electricity Group from the reserve source of the Medium-term Public Investment Plan.

The Vice Chairman of the National Assembly requested that the agency in charge of the review, the Government and other agencies continue to coordinate closely and make urgent efforts to prepare and complete the content to submit to the National Assembly in accordance with legal regulations.

At the same time, the Vice Chairman of the National Assembly requested the National Assembly Office to closely coordinate with agencies, the Central Propaganda Department, the Ministry of Information and Communications, and press agencies to strengthen information and communication work on the Session, closely follow developments, and fully convey the contents at the Parliament for voters and people to follow and supervise, ensuring the success of the Session .
