Reporting to the President, Foreign Minister Bui Thanh Son said that the 32nd Diplomatic Conference is of great significance not only to the diplomatic sector, but also to the foreign affairs staff in central and local departments, ministries and branches. The conference focuses on assessing and forecasting the situation, reviewing and comprehensively evaluating the results of foreign affairs implementation in more than half of the term of implementing the Resolution of the 13th National Congress, and at the same time seriously grasping the important resolutions, conclusions, directives and projects on foreign affairs that the Party Central Committee, the Politburo and the Secretariat have issued since the beginning of the term; thereby proposing key foreign affairs tasks and measures that need to be focused on implementing until the end of the 13th term and the following years.

The Minister stated that this Diplomatic Conference was honored to welcome General Secretary Nguyen Phu Trong and many leaders of the Party and State to attend and give speeches to direct and evaluate the work in the past time and orient the key work in the coming time for the diplomatic sector. According to the Minister, this Conference is also an opportunity for the diplomatic sector to discuss a number of major and important topics on foreign affairs to contribute to the summary of 40 years of implementing the foreign policy of the Doi Moi period.
At the reception, Vietnamese Ambassadors in a number of localities reported to the President on the work of Vietnamese representative agencies in their host countries, relations between Vietnam and other countries, and proposed a number of recommendations and solutions to promote political, diplomatic, defense, security cooperation and a number of other fields.

Speaking at the meeting, President Vo Van Thuong congratulated the important achievements of the diplomatic sector in the cause of national construction and defense in recent times, including the meaningful contributions of the network of Vietnamese representative agencies abroad. The President emphasized that the Party and State leaders highly appreciated the contributions of foreign affairs, considering this a "bright spot" in the country's overall achievements in recent times. Emphasizing that 2023 is a pivotal year, of great significance in implementing the Resolution of the 13th National Congress, the Party and State have issued many important documents providing guidance and strategic orientation for foreign affairs. The framework of relations with many key partners has been raised to a new level; political trust with many countries has been firmly consolidated, cooperation has been increasingly expanded, substantive and effective, and the country's position and prestige in the international arena have been enhanced.
As the head of state, the President has presided over many important foreign affairs activities and met with leaders of many countries. Through these meetings, we can feel the new role and position of the country and the respect that other countries have for Vietnam. These achievements were achieved first of all thanks to the close leadership and direction of the Central Committee, the Politburo, the Secretariat, and the direct participation of Party and State leaders, especially General Secretary Nguyen Phu Trong. At the same time, an important factor is the effective and quality consultation and implementation of the diplomatic sector, including the great contributions of the Heads of Vietnamese representative agencies abroad.
The President assessed that the world situation continues to evolve rapidly, complicatedly and unpredictably, requiring diplomatic officials to continue to improve their skills to meet these new requirements. In that context, the President requested the diplomatic sector to well implement the directions of the Politburo, the Secretariat, and Party and State leaders, especially the comprehensive, important and profound directions of General Secretary Nguyen Phu Trong at the opening session of the 32nd Diplomatic Conference.
The Heads of Representative Agencies must closely follow the key tasks of foreign affairs in the coming time, need to identify strengthening political and economic relations as the focus and opening up potential areas as a breakthrough, well implementing economic diplomacy, cultural diplomacy, and raising the level of multilateral diplomacy. At the same time, the Heads of Representative Agencies must have a firm grasp of the local situation, "have a broad vision, think deeply", and promptly advise the Party and State on the local situation and relations between the two countries.
It is necessary to do a good job of overseas Vietnamese and citizen protection work, protect the legitimate interests of citizens according to the Party and State's guidelines, support overseas Vietnamese to integrate well into the locality, have a solid economic and legal status; promote national harmony, so that patriotic Vietnamese people, regardless of location or circumstance, can express their patriotism and contribute to the country.
With its pioneering role, diplomacy needs to actively and proactively participate in international agreements, expand cooperation, and contribute to promoting domestic reforms, regularly monitor, promptly remove obstacles, advise and recommend effective implementation of bilateral and multilateral agreements.

The President emphasized the need to build and rectify the Party, build a contingent of cadres with political mettle, ethics, working style, knowledge, and foreign affairs skills, promptly overcome limitations and shortcomings, be steadfast in ideology, sensitive to the times, and flexible in action. The President said that with confidence in the Party's theory, guidelines, and leadership, the country's political regime, and the nation's goals and aspirations, the diplomatic sector will promote its pioneering role, contributing to the completion of the country's development goals by 2030 and 2045.
Concluding the working session, President Vo Van Thuong affirmed that the Party and State leaders always pay attention to and support the diplomatic sector to successfully carry out the noble foreign affairs cause, inherit glorious traditions, uphold solidarity, maintain courage, improve intelligence, innovate thinking, be proactive, creative and bold in making breakthroughs, and successfully fulfill the important responsibilities assigned by the Party, State and People.
On behalf of the Heads of Vietnamese Representative Agencies abroad, Minister Bui Thanh Son said that the diplomatic sector will fully grasp the President's instructions; requesting that the Heads of Representative Agencies, based on a deep sense of responsibility to serve the national interests and the people, continue to strive to successfully fulfill foreign affairs tasks and instructions from the Party and State leaders.

At the reception, President Vo Van Thuong presented the decision to confer the title of Ambassador to 20 comrades who are leaders of the Ministry of Foreign Affairs, heads of Vietnamese representative agencies abroad and leaders of a number of units under the Ministry of Foreign Affairs.
President Vo Van Thuong congratulated the comrades who were awarded the title of Ambassador this time; affirming that this is the most noble diplomatic title, demonstrating the Party and State's recognition of the contributions of individuals in foreign affairs.
