Overcame the situation of unclear verdict
In 2024, although the crime situation has been controlled, its nature is increasingly complicated. Civil disputes, family and marriage disputes, and administrative complaints related to state management of land are difficult, complicated and somewhat fierce. Meanwhile, the court must both do a good job of resolving and adjudicating all types of cases and matters, meeting the requirements of judicial reform and streamlining the payroll, so the implementation of assigned tasks is very heavy.

Accordingly, the rate of resolving all types of cases in the province has met the set target; the quality of resolving and adjudicating all types of cases has continued to improve, there has been no case of wrongful conviction of innocent people. Litigation activities in court have been increasingly strengthened and substantive; the situation of cases being overdue and unclear has been overcome. The imposition of suspended prison sentences has been considered and monitored more closely, especially for defendants convicted of corruption and economic crimes.

Specifically, the total number of first-instance and appeal cases that the two-level courts had to resolve during the year was 13,249, an increase over the same period last year. The court resolved and tried 11,961 cases of all kinds; the overall resolution rate reached 90.2%. Most of the remaining cases were newly accepted and are still under resolution.

Of the cases and matters resolved, the two-level courts tried 2,726 criminal cases with 5,409 defendants out of 2,785 cases, 5,598 defendants were accepted, reaching a resolution rate of 97.8%. The quality of handling and trying criminal cases continued to be improved. There were no cases of wrongful convictions, no criminals were let go. The punishments applied by the courts to the defendants were strictly ensured, commensurate with the nature, level, behavior and personality of the offender in each case, meeting the requirements of crime prevention and control in the current situation.

In 2024, the two-level courts in the province accepted 23 corruption cases with 51 defendants. The court resolved and tried 20 cases with 43 defendants. The remaining 3 cases with 8 defendants are in the preparation period for trial. The courts have imposed severe penalties on the masterminds, ringleaders, and those who took advantage of their positions to appropriate large amounts of state assets. |
In the work of resolving and adjudicating civil, family, commercial and administrative cases, the two-level courts in the province have paid attention to reviewing temporarily suspended cases for further consideration and resolution. The work of mediation, guidance and explanation of the law to the parties continues to be focused on and implemented effectively, thereby contributing to the quick resolution of cases, while strengthening solidarity among the people.

Also in 2024, the Provincial People's Court considered reducing the prison term for 8,947 prisoners (no reduction for 18 prisoners); conditionally released 110 prisoners early (no early release for 15 prisoners); shortened the probation period of 532 convicts; reduced the non-custodial reform term for 4 convicts; and exempted court fees and fines for 8 convicts.

Also at the conference, the Provincial People's Court launched a patriotic emulation movement in the two-level People's Court with the theme: Cadres, civil servants, and employees of the two-level People's Court of Thanh Hoa province are united, responsible, disciplined, honest, innovative, overcoming difficulties and competing to excellently complete their tasks in 2025.

The conference focused on democratic and frank discussions to clarify the results achieved, point out the shortcomings, limitations and causes, and lessons learned. At the same time, it raised a number of difficulties and obstacles in implementing tasks, and proposed solutions and methods for the Party Executive Committee and the leaders of the Provincial People's Court to consider and implement in 2025.

The imposition of suspended sentences and other penalties other than imprisonment must be well-founded and in accordance with the law. Speed up the trial of serious and complicated corruption, economic and official cases, and key cases that are of public interest; especially cases under the supervision and direction of the Central Steering Committee and the provincial Steering Committee on anti-corruption and negativity; focus on the recovery of assets in economic and corruption cases.
At the same time, speed up the progress and improve the quality of resolving and adjudicating civil cases, business and commercial cases, requests for declaring bankruptcy of enterprises, and administrative cases. Focus on doing a good job of mediation in resolving civil cases and dialogue in resolving administrative cases. Thoroughly overcome the groundless suspension of case resolution. Strengthen professional inspection and criminal judgment enforcement.
