Ha Tinh has no fishing vessels or fishermen illegally exploiting seafood in foreign waters. There have been no brokerage lines bringing fishing vessels or fishermen to illegally exploit seafood in foreign waters.

On the afternoon of February 5, in Kien Giang, Deputy Prime Minister Tran Luu Quang chaired the 9th online meeting of the National Steering Committee on combating illegal, unreported and unregulated (IUU) fishing.

According to the report of the Ministry of Agriculture and Rural Development, after more than 6 years of combating IUU fishing (since October 2017) and through 4 inspections by the European Commission (EC), ministries and local sectors have actively implemented measures, so the situation of combating IUU fishing has many positive changes. However, up to now, some key and urgent tasks have not yet ensured progress.

Some localities still allow fishing vessels and fishermen to illegally exploit in foreign waters. Since the fourth inspection (October 2023) by the EC, 17 vessels/190 fishermen have been detained and processed by foreign countries; since the beginning of 2023, 64 vessels/550 fishermen have been detained and processed.

Currently, there are about 15,198 “3 no” fishing vessels nationwide. The situation of fishing vessels violating the VMS disconnection regulations still occurs; from the beginning of 2023 until now, nearly 5,000 vessels have lost connection for more than 10 days.

Implementation of regulations on confirmation, certification and traceability is still limited. Law enforcement and handling of IUU violations are still lacking in determination and uniformity among localities.

At the meeting, representatives of ministries, branches and localities clarified the current situation, limitations and difficulties in the process of implementing anti-IUU fishing, and proposed solutions to combat IUU fishing to remove the "yellow card" warning as soon as possible.

Leaders of relevant departments, branches and localities attended the meeting at the Ha Tinh bridge point.

Speaking at the meeting, Deputy Prime Minister Tran Luu Quang requested relevant ministries, branches and localities to be more responsible and determined in combating IUU fishing; and to seriously implement the telegrams and instructions of the Government and the Prime Minister.

In particular, focus on implementing strong measures, resolutely preventing and not allowing fishing vessels to violate the law on illegal fishing in foreign waters, especially in localities where there are still a large number of violating vessels. Continue to promote propaganda and dissemination of the provisions of the Fisheries Law, especially taking advantage of the opportunity of Tet when vessels return to shore to conduct propaganda; focus on the management of vessels at sea; strengthen inspection and strictly handle violations, without exception.

Ha Tinh currently has a total of 2,710 registered fishing vessels; 2,525 fishing licenses are still valid, reaching 93.37%. In the province, there are no fishing vessels or fishermen violating the regulations on fishing in foreign waters. There have been no detected networks, organizations or individuals brokering fishing vessels and fishermen illegally fishing in foreign waters. The recording and submission of fishing logs at fishing ports for fishing vessels to dock is basically fully implemented. The installation of fishing vessel monitoring equipment (VMS) is operating at 100%. Currently, the whole province has about 1,157 "3 no" fishing vessels. The rate of fishing vessel inspection is still low (up to now, only 43.47%).

At the conference, Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh requested relevant departments, branches and localities to absorb the direction of the Deputy Prime Minister, focus on implementing drastic and synchronous measures to combat IUU fishing. People's Committees of coastal districts and towns are responsible for directing and inspecting ship owners, requiring ship owners to promptly complete registration, inspection, fishing licenses, and food hygiene and safety certificates according to regulations.

The Department of Agriculture and Rural Development inspects and urges localities to implement; closely monitors and controls the activities of fishing vessels inside and outside the province operating in the area; has drastic solutions for fishing vessels that lose connection to VMS equipment; directs and strictly implements the work of monitoring output, collecting and submitting fishing logs, and reporting fishing activities at, ensuring compliance with regulations.
