Emphasizing the achievements in anti-corruption work in 2024, Government Inspector General Doan Hong Phong said that one of the outstanding results in the past year was the strengthening of asset and income control of officials and civil servants. At the same time, the Government also promoted administrative reform and the application of information technology in management, thereby minimizing opportunities for corruption to arise.

Corruption prevention measures have been implemented vigorously. The Government has directed the implementation of comprehensive corruption prevention measures, notably the implementation of transparency in the activities of state agencies, from publicizing the budget, publicizing planning, to providing information on projects, bidding packages, and public bidding. These steps not only enhance transparency but also contribute to preventing negative behaviors from officials and civil servants.

In addition, the implementation of non-cash payments has helped reduce bribery and non-transparent transactions in administrative transactions. In addition, the application of modern technologies such as document management systems and electronic information in state agencies has enhanced the ability to monitor and inspect, thereby detecting and preventing corruption.

The work of detecting and handling corruption in 2024 has achieved remarkable results. According to the Government's report, more than 1,500 corruption cases have been detected and handled, including 3,897 defendants and 856 cases proposed for prosecution. The work of recovering corrupt assets has also recorded positive results with more than 9,200 cases recovered. Of which, many major corruption cases were detected and strictly handled, demonstrating the determination of the Party and State in resolutely fighting corruption.

The Government report shows that corruption, economic crimes, and smuggling continue to be complicated in many areas in most localities. The number of corruption and position-related crimes detected, investigated, and handled is 20.55% more, the number of economic management order crimes is 2.4% less, and the number of smuggling cases is 8.25% more.

Crimes and violations of the law on environment, resources, and food safety occur in many areas and areas. The number of environmental, resource, and food safety crimes detected and handled is 53.46% less.

High-tech crimes continue to increase with many new methods and tricks of crime. Authorities have blocked access to over 23,500 websites and social media accounts that violate the law; prosecuted 1,521 cases and 658 criminals.

Fix for better performance

Examining this content, Chairwoman of the National Assembly's Judicial Committee Le Thi Nga said that although anti-corruption work has achieved positive results, there are still some issues that need to be overcome to achieve higher efficiency in this work. That is the lack of synchronization and unity between legal documents, especially those related to the power of inspection, auditing and investigation agencies. The Judicial Committee also pointed out that although the work of controlling the assets of officials and civil servants has been implemented, there are still some loopholes in asset declaration. Some officials and civil servants have large assets but do not declare them fully or declare them inaccurately.

The representative of the UBTP emphasized that the inspection and examination work in the past year has achieved some positive results, but there are still some issues that need to be reformed. One of the issues is the lack of strictness in checking and monitoring inspection conclusions, leading to delayed or incomplete handling of violations. The UBTP suggested that the Government should strengthen the capacity and professionalism of inspection and examination agencies, ensuring that inspection conclusions are handled promptly and effectively.

The UBTP also proposed to strengthen propaganda and education on anti-corruption, especially for cadres, civil servants and public employees. Contributing to clarifying the remaining issues and solutions to improve this work, delegate Phan Thi Nguyet Thu (Ha Tinh delegation) emphasized that although anti-corruption work has made much progress, it is still necessary to address corruption in areas with many financial transactions, land and public investment projects. The delegate also suggested improving the effectiveness of investigation and trial agencies, especially in large and complicated cases.

Delegate Do Ngoc Thinh (Khanh Hoa Delegation) said that anti-corruption work needs to focus on changing the way of investigation and handling, especially for subjects with great influence in society. The delegate proposed to improve the procedural rules to ensure that all acts of corruption are thoroughly handled, without any forbidden areas.

To make anti-corruption work more effective, delegate Pham Dinh Thanh (Kon Tum delegation) emphasized that it is necessary to thoroughly study the causes of corruption crimes, especially in the fields of planning, energy, and bidding. Delegate To Van Tam affirmed that the Party's viewpoint on corruption is a national disaster and strongly supports anti-corruption and negative solutions that have been implemented. He highly appreciated the results achieved in handling corruption, but the delegate from Kon Tum delegation said that asset recovery in corruption cases needs more attention. At the same time, he proposed that the Government should promote the role of people in denouncing corruption and waste through forms such as telephone or hotline.

Other delegates also said that the work on anti-corruption in 2024 has achieved many remarkable results, but there are still many challenges. To continue promoting this work, the Government needs to make efforts to improve the legal system, reform monitoring mechanisms, and strictly handle corrupt acts.
