During the working session on the second day (afternoon of December 11) of the 22nd Session of the 19th Provincial People's Council, after listening to the summary announcement of the discussion results in the Group and the question-and-answer session, Acting Chairman of the Provincial People's Committee Mai Son spoke to clarify a number of issues related to the question-and-answer content; socio-economic development tasks in 2024 and goals, tasks and solutions in 2025.

Clarifying some issues of concern to delegates

Speaking at the meeting, Acting Chairman of the Provincial People's Committee Mai Son said that at the 22nd session of the 19th Provincial People's Council, the Provincial People's Committee had 16 reports and 29 submissions to the Provincial People's Council. Through research and discussion, the delegates basically agreed with the reports and submissions of the Provincial People's Committee. On behalf of the Provincial People's Committee, Acting Chairman of the Provincial People's Committee Mai Son clarified a number of issues of concern to the delegates.

Specifically, regarding the approval of investment policies for mineral projects, Acting Chairman of the Provincial People's Committee Mai Son said that the prolonged time from winning the auction for mineral exploitation rights to approving investment policies was due to the fact that many projects were not in line with land use planning, construction planning, and urban planning. In addition, the appraisal and approval of investment policies for mineral exploitation projects was prolonged due to the need to seek opinions from central ministries and branches on relevant national plans. In the coming time, the Provincial People's Committee will continue to urge central ministries and branches to promptly issue written responses and guidance on implementation.

Regarding ensuring safety and health for workers, the Provincial People's Committee will focus on directing the improvement of state management efficiency; strictly controlling environmental impact assessment, especially for investment projects in exploitation, industrial production, construction and installation, where there are arduous, toxic and dangerous working conditions; monitoring the working environment; inspecting machinery, equipment and materials with strict requirements on labor safety.

Improve the quality of periodic health check-ups for workers, strengthen inspections, and require units providing this service to fully meet standards and conditions. Continue to tighten food safety management, strengthen inspections, checks, and surprise checks on compliance with regulations on food safety conditions. Resolutely handle violations and suspend operations of establishments that do not ensure food safety. Strengthen propaganda so that party committees at all levels, authorities, people, and businesses pay attention to and strictly comply with the provisions of the law on food safety.

Regarding land allocation and granting of land use right certificates to households in projects invested by Kosy Joint Stock Company, the Acting Chairman of the People's Committee stated that according to new regulations, the projects will be terminated after 24 months from the last extension, adjustment of investment policy and project implementation progress. After that, the investor still has the right to use the land within 24 months to sell assets on the land. The Provincial People's Committee has accepted and assigned specialized agencies to review the projects to encourage investors to continue to extend if there are still conditions to implement the project. When the deadline has expired and it is impossible to continue to extend, they are determined to complete it. For customers who have paid the investor but have not been granted land use right certificates, the province requires investors and customers to coordinate in handling civil matters.

Regarding the draft Resolution of the Provincial People's Council stipulating criteria for deciding to conduct bidding to select investors to implement investment projects using land in the province, there are also opinions that the scale of a rural residential area of ​​5 hectares is appropriate. This content has been thoroughly discussed by the Provincial People's Committee and the Standing Committee of the Provincial Party Committee, and agreed to propose criteria for the area of ​​a rural residential area project of 10 hectares or more. Acting Chairman of the Provincial People's Committee Mai Son said that the area of ​​a rural residential area project of 10 hectares or more is enough to form a residential unit, ensuring adequate land allocation for technical infrastructure works and social infrastructure to serve the needs of the people when making new detailed plans. At the same time, according to the urban development program and the province's goals until 2030, the urban population rate has increased to over 60%. Therefore, in the coming period, it is necessary to focus on improving the quality of investment in urban and housing projects.

Clarifying some socio-economic development targets that did not meet the annual plan, Acting Chairman of the Provincial People's Committee Mai Son said the reason was that in December 2024, the General Statistics Office expected the province's GRDP growth rate in 2023 to reach 13.45%. After recalculating the parameters, the General Statistics Office re-announced that the province's GRDP growth rate in 2023 would reach 14.99%, an increase of more than 1.5% compared to the original, affecting the denominator and scale of the economy in 2024. Difficulties in implementing socio-economic targets in 2024

Further analyzing the implementation of the socio-economic development tasks in 2024, Acting Chairman of the Provincial People's Committee Mai Son emphasized that thanks to the close leadership and direction of the Provincial Party Committee, the Provincial People's Council, the flexible and effective management of the Provincial People's Committee, the determination and efforts of all levels and sectors, the consensus of the people and the business community, in 2024, Bac Giang province continued to achieve many outstanding and comprehensive results in socio-economic development.

At the same time, the acceleration of decentralization to localities to issue documents guiding the implementation of the law and requiring the laws to take effect 5 months earlier than originally planned (from August 1, 2024 instead of January 1, 2025) has created great pressure on authorities, especially the Natural Resources and Environment sector, causing a certain delay in putting newly issued laws into practice.

In addition, the growth rate continues to have a tendency to slow down compared to the previous year because the industrial scale of the province in 2024 has increased more than 2 times compared to 2020, so it is much more difficult to grow by 1 percentage point. Some industries are facing difficulties due to policy changes and market fluctuations, especially businesses in the solar battery manufacturing ecosystem.

The production results of the entire agriculture, forestry and fishery sector decreased by 4.4% compared to the previous year, the first negative growth since 2019 due to the lychee crop failure, with output decreasing by more than 50% compared to the previous year. In particular, storm No. 3 caused severe damage to many types of crops, flowers and livestock with total estimated damage of nearly 4.6 trillion VND.

6 key solutions for socio-economic development

The Acting Chairman of the Provincial People's Committee emphasized that in 2025, the socio-economic development task will continue to face many difficulties and challenges. To complete the 2025 goals, aiming to complete the Congress goals, the Provincial People's Committee will focus on directing all levels and sectors to effectively implement the solutions that the Provincial Party Secretary directed at the meeting, while focusing on 06 key groups of solutions.

The first group of solutions is to focus on reviewing and completing the socio-economic targets set by the 19th Provincial Party Congress. The Provincial People's Committee will focus on directing all levels and sectors to review and specifically evaluate the progress of each socio-economic development target set by the 19th Provincial Party Congress. Clearly analyze the reasons why some targets have not been achieved or progress is slow, identify obstacles such as lack of resources, difficulties in mechanisms, policies or coordination. Propose solutions to speed up progress, ensure that all set targets are implemented on schedule and important targets are completed on time.

The second group of solutions focuses on removing difficulties and obstacles in production and business of people and enterprises; striving to achieve the growth target set by the Congress Resolution. Regarding industrial and service development, the province continues to accelerate the progress of drafting and submitting for promulgation legal documents to implement new laws and decrees to perfect the legal corridor for implementation. Proactively research and seek opinions from relevant central ministries and branches to promptly remove legal obstacles caused by newly issued laws and decrees on land, minerals, bidding, and real estate to quickly clear bottlenecks, not to waste social resources. Focus on accelerating the progress of site clearance and completing the infrastructure of industrial parks and clusters to soon supplement clean land funds to attract investment, especially Yen Lu Industrial Park, Hoa Phu expansion, Viet Han expansion, Phuc Son, Hoa Yen, Chau Minh - Bac Ly - Huong Lam. The Provincial People's Committee will direct the continued acceleration of the implementation of electricity infrastructure projects of the electricity sector, ensuring sufficient power supply to meet the needs of industrial and service development.

Develop a mechanism to support domestic enterprises to connect, access and participate in the production chain of FDI enterprises. Encourage and support local enterprises to participate deeply in the production chain of FDI corporations, improve the capacity and competitiveness of domestic enterprises, and create a foundation for sustainable economic development.

Effectively implement Resolution No. 371-NQ/TU dated October 11, 2024 of the Provincial Party Standing Committee on developing a number of key service sectors, period 2024-2030. Focus on supporting key trade and service projects to come into operation soon, creating a premise for the next term to turn Bac Giang into a gateway, a center for goods transit, transportation, warehousing, logistics, trade, finance, entertainment, high-quality medical, educational and vocational training center of the Northern Midlands and Mountains.

Clearly identify a number of strategic investors in each key focus area of ​​Bac Giang to proactively approach and attract investment through many channels. Strengthen dialogue with enterprises, receive feedback information to promptly remove difficulties and obstacles in production and business. Improve the investment and business environment, create conditions for enterprises to develop production.

Regarding agricultural production, the Provincial People's Committee will direct the agricultural sector to research and develop production plans to adapt to climate change to ensure stable production. Continue to promote the development of concentrated, large-scale agricultural commodity production areas, organize chain production for the province's key products. Encourage the development of clean agriculture, organic agriculture, circular agriculture, and local specialty products. Attract businesses to invest in deep processing of agricultural and forestry products to increase product value.

Promote economic development under the forest canopy, increase support for businesses and households to invest in large-scale intensive forest plantation, native tree plantation, and FSC-certified forest plantation. Promote linkages in forestry production along the value chain from planting, tending, harvesting, processing and consuming forest wood products.

The third group of solutions is to strengthen discipline, public order, rectify working style and manners, enhance responsibility and capacity in performing tasks, promote administrative reform, and improve the business environment. The Provincial People's Committee will focus on thoroughly implementing Directive No. 26-CT/TU dated June 1, 2023 of the Provincial Party Committee Standing Committee on rectify working style and manners and enhance responsibility in performing tasks to meet the requirements in the new situation; strengthen inspection and examination of public services; resolutely rectify and overcome the situation of evasion and shirking of responsibility by a number of cadres and civil servants. Training, fostering, and coaching cadres and civil servants to study and grasp legal regulations related to the industry and management field, and be proactive in handling work.

Promote administrative procedure reform, review, amend, supplement or propose amendments and supplements to documents that are still overlapping during the implementation process. Promote the application of information technology and digital transformation to improve the efficiency and quality of work. Leaders at all levels and sectors must stay close to the grassroots, pay attention to and promptly and thoroughly handle incidents arising at the grassroots level, especially those where policies and guidelines are not clear and specific, and dare to take responsibility for the results of their leadership and direction.

The fourth group of solutions focuses on the work of arranging and streamlining the apparatus of state administrative agencies according to the direction of the central government. The Provincial People's Committee will direct the Department of Home Affairs to proactively follow the directions of the central government, take advantage of the guidance of the Ministry of Home Affairs to urgently develop and complete the plan to arrange the local government apparatus in a streamlined and effective direction; complete the arrangement early to stabilize operations, serving the organization of Party Congresses at all levels.

Develop a plan for arranging cadres and civil servants after the reorganization to ensure publicity, transparency, consensus and high unity. Absolutely do not use organizational tricks to remove from leadership positions those who are not on the same "team". Heads at all levels and sectors need to set an example, propagate and unify the ideology and awareness of cadres and civil servants regarding the work of reorganizing the apparatus in each agency and unit.

The fifth group of solutions is to strengthen the prevention and combat of waste in agencies, units and in the whole society. The Provincial People's Committee directs all levels and sectors to focus on building a culture of thrift and combating waste; enhancing the role, responsibility, pioneering and exemplary role of heads of agencies and units in preventing and combating waste. Strengthening propaganda and education, making the practice of thrift and combating waste become "voluntary" and "intentional" of each organization and individual in society.

Strengthening the management and use of public assets such as real estate. All levels and sectors focus on implementing the tasks assigned in the Plan of the Provincial People's Committee to implement the Resolution of the Provincial People's Council on the results of monitoring the compliance with legal regulations in the management and use of public assets such as real estate in the province. Concentrating sufficient resources to implement the general inventory of public assets according to the Project approved by the Prime Minister.

Focus on reviewing and classifying long-term investment projects, low-efficiency projects, and discontinued projects that cause waste of land, investment resources, opportunities, jobs, assets, etc., propose clear, feasible, and effective solutions and advise the Provincial Party Standing Committee to issue a directive document on this field in March 2025.

The sixth group of solutions is to direct the effective implementation of the development orientations for the next 5 years. The Provincial People's Committee considers this an important key task that needs to be focused on in 2025. Accordingly, the Provincial People's Committee will direct the focus on researching and developing socio-economic development orientations for the period 2026-2030. Correctly assess the overall socio-economic picture, do not exaggerate the results, do not embellish the achievements. Clearly identify where Bac Giang is, propose appropriate and feasible orientations, and have breakthrough solutions to promote sustainable growth, meeting the requirements of the new era, the era of national development.

Development orientation to assess the suitability with the new situation in the context of major socio-economic changes. Carefully consider new trends emerging in recent years such as green economic development, the formation of global value chains, healthcare needs, and the application of technological breakthroughs such as artificial intelligence, semiconductor industry, big data, and cloud computing. Actively seek feedback from experts and research organizations to have a multi-dimensional perspective and provide effective development orientations in the next stage.

To ensure that the province is capable of balancing its budget revenue and expenditure before 2030, the Provincial People's Committee will direct the design of a five-year financial plan for the period 2026-2030 in line with the new socio-economic context. Focus on proposing solutions to control expenditure savings, expand the tax base, and boost state budget revenue from taxes and fees. Nurture sustainable sources of revenue such as corporate income tax and personal income tax; pay attention to attracting investment projects with large contributions to the state budget.

Regarding the development of public investment plans, the Provincial People's Committee will direct a focus on reviewing public investment needs for the 2026-2030 period, including continuing to improve the transportation network and upgrade the irrigation system. Focus on balancing and allocating resources to invest in developing the fields of education, health, vocational training, and social security, aiming to improve the quality of life of the people and enjoy the fruits of socio-economic development. Create conditions for workers, experts, and investors coming to Bac Giang to live and work to settle down and consider Bac Giang as their second home.
