According to many overseas Vietnamese intellectuals and experts, the "key" to green and sustainable development of the country is to invest in science and technology, turning challenges into opportunities for Vietnam.
Overseas intellectuals and experts will actively participate in scientific, technological and innovative activities in the country, practically contributing to the green and sustainable development of the country.
That determination was clearly demonstrated at the 2024 Overseas Vietnamese Intellectuals and Experts Forum held on August 22 in Hanoi, within the framework of the Fourth Overseas Vietnamese Conference.
Knowledge transfer from abroad to Vietnam
People's diplomacy in recent years has contributed to strengthening friendly relations between Vietnam and other countries, protecting national interests, introducing to international friends about the country, Vietnamese people, and the policies of the Party and State. Meanwhile, our overseas Vietnamese - with more than 6 million people living in more than 130 countries and territories - are an important force, having performed well the role of people's diplomacy, as well as mobilizing external resources for the country's sustainable development.
According to the observation of Mr. Johnathan Hanh Nguyen, an overseas Vietnamese in the Philippines and Chairman of the Inter-Pacific Group, there are currently many young people returning to Vietnam from abroad to start a business, including those born abroad. This proves that there is a significant shift of knowledge from abroad to Vietnam, especially in countries with developed technology and economies.
According to him, to further attract this potential resource, the Government should have a strategy to encourage overseas Vietnamese students and young people to intern, start businesses, and participate in community projects in Vietnam to help them connect with their roots and bring new initiatives, contributing to the country's development.
Accordingly, Mr. Johnathan Hanh Nguyen suggested that the Government should apply a sandbox mechanism, allowing testing of new technologies and new business models without requiring many licenses. In addition, it is necessary to create more favorable conditions for young overseas Vietnamese to apply for Vietnamese nationality while still retaining their foreign nationality, making ID cards, etc.
He also made proposals to improve the investment environment in Vietnam, including considering a “one-stop shop” mechanism specifically for overseas Vietnamese, which can provide information, advice and quickly resolve legal issues related to investment.
Speaking at the forum, Mr. Pham Quang Hieu, Vietnamese Ambassador to Japan, also emphasized the importance of the human factor in promoting the creativity of the Vietnamese community, promoting exchanges and cooperation at home and towards the development of the homeland and country.
Accordingly, implementing the motto “Unity is strength,” the Vietnamese Embassy in Japan has been diversifying forms of community solidarity, developing and consolidating associations of Vietnamese people in Japan. The community is both the subject, the implementing organization, and the beneficiary; actively supporting and encouraging Vietnamese associations in localities to promote creativity in organizing cultural, sports and festival activities.
According to Mr. Pham Quang Hieu, the Vietnamese Embassy has encouraged individuals, businesses and associations to actively participate in the country's development programs, enhancing exchanges and cooperation between the two countries in the field.

Creating technology 'incubators'
Many overseas Vietnamese delegates have proposed solutions to invest in science and technology for sustainable development of the country.
According to Mr. Johnathan Hanh Nguyen, Vietnam has made remarkable progress in promoting digital transformation, but it is necessary to plan "technology clusters" with modern digital infrastructure, located in major cities and key economic regions, where businesses and technology startups can interact, share knowledge and collaborate on research.
Mr. Johnathan Hanh Nguyen said that there should be more special incentive mechanisms for national data infrastructure projects, AI development, semiconductors, and promoting high-quality human resource training programs.
“We should have special mechanisms to promote technology ‘incubators’ and venture capital because they are key components in the innovation ecosystem that facilitate innovators in creating new technologies and commercializing those technology products,” he said.
Sharing the same view, Dr. Le Viet Quoc, "AI genius" of Google Corporation, believes that Vietnam should focus on strongly developing artificial intelligence applications, set ambitious national goals, and apply artificial intelligence in areas such as public health, transportation, and many other fields.
“The development trend of artificial intelligence will be a big challenge when many traditional jobs are automated. However, this is also a huge opportunity for Vietnam. While many other countries continue to be bound by current jobs, Vietnam can move forward and develop with artificial intelligence,” said Mr. Le Viet Quoc.
Mr. Quoc believes that Vietnam should invest heavily in artificial intelligence education, especially at the university level, specifically building an Asian-class university in artificial intelligence, with specialized training programs right from the beginning.
“After investing in people, we need to find ways to leverage high-quality human resources. The best way to do this is to invest in the innovation and startup ecosystem. Experience shows that in every revolution, there are winners and losers, and the most effective way to find winners is to create a diverse and strong startup ecosystem,” said Mr. Quoc.
Finally, Mr. Quoc proposed that Vietnam should establish a high-level advisory council on chips and artificial intelligence. These are fields that are developing at a dizzying speed and this council will help make quick and accurate decisions in these cutting-edge areas.
Speaking at the conference, Minister of Science and Technology Huynh Thanh Dat hoped that Vietnamese intellectuals and experts abroad would actively participate in contributing to scientific, technological and innovation activities in the country, specifically participating in proposing practical solutions so that Vietnam can quickly transform the economy into a growth model based on productivity, scientific and technological progress and innovation; leading and connecting domestic science and technology to integrate with world science and technology.
Minister Huynh Thanh Dat also asked overseas Vietnamese to provide practical experiences from developed countries, support attracting foreign investment resources for science, technology and innovation, and advise on state management of innovation.
