The Fatherland always opens its arms to welcome the sentiments and valuable contributions of our people, thereby building a prosperous Vietnam.
The most important thing is to create an open space, innovate thinking to promote the potential, strengths, and valuable resources of the Vietnamese community abroad, return to the Fatherland, return to the homeland and contribute.
Completing legal frameworks
2024 marks the 20th anniversary of the implementation of Resolution No. 36-NQ/TW of the Politburo on work with overseas Vietnamese (Resolution 36) - a resolution that has truly opened a new stage in promoting and mobilizing the enormous resources of overseas Vietnamese to participate in national construction.
Over the past 20 years, the Party and State have advocated building, amending and supplementing many laws and regulations to create the most favorable conditions for overseas Vietnamese to visit their homeland, relatives, live, invest, do business, cooperate in science and technology, etc.
Typical examples include the Land Law, the Identity Law, the Housing Law, the Real Estate Business Law, the Investment Law, the Vietnamese Nationality Law, the Vietnam Fatherland Front Law, the Science and Technology Law, the Higher Education Law, and measures to facilitate entry, exit, and residence for overseas Vietnamese.
Along with that are important initiatives, mechanisms, strategies, and projects such as the establishment of the National Innovation Center and the Vietnam Innovation Network, the National Strategy for Developing Intellectuals, the project "Mobilizing Vietnamese people abroad to participate in introducing, consuming products and developing distribution channels for Vietnamese goods abroad, period 2020-2024," the Project to promote resources of Vietnamese people abroad to serve the country in the new situation...
These correct policies and mechanisms have been put into practice, basically creating favorable conditions for overseas Vietnamese businesses as domestic businesses, helping overseas Vietnamese feel secure in investing and doing business long-term in Vietnam.
Ministries, branches and localities also regularly listen to the legitimate thoughts and aspirations of overseas Vietnamese, remove obstacles and proactively help overseas Vietnamese businesses and entrepreneurs connect.
According to Deputy Minister of Foreign Affairs Le Thi Thu Hang, Chairwoman of the State Committee for Overseas Vietnamese, Resolution 36 marks a turning point in the work of great national unity and reconciliation. The Resolution's breakthrough and open ideas such as "Overseas Vietnamese are an inseparable part of the Vietnamese ethnic community"; "Work with overseas Vietnamese must fully demonstrate the tradition of great national unity"; "Work with overseas Vietnamese is the responsibility of the entire political system and the entire people"... demonstrate the innovative thinking of our Party in the work of overseas Vietnamese in general and the work of great national unity for overseas Vietnamese in particular.
Among them, the work of promoting the resources of overseas Vietnamese to contribute to the country's development is promoted.
Domestic and foreign agencies have successfully coordinated to organize many seminars, conferences, and business forums; established a network of overseas Vietnamese intellectuals and businessmen; established mechanisms for overseas Vietnamese to contribute opinions on major issues of the country; supported the removal of obstacles for overseas Vietnamese when they return home to invest, do business, and cooperate in science; mobilized overseas Vietnamese to participate in introducing and consuming products and developing distribution channels for Vietnamese goods abroad.
Same belief, same will
The country is concentrating its efforts and "accelerating" to strive to successfully complete the goals and targets set by the 13th National Party Congress; at the same time, preparing for Party Congresses at all levels towards the 14th National Party Congress, an important milestone, a milestone of a new historical moment, a new era, an era of the Vietnamese people's rise on the path to socialism.
Striving to soon complete the 100-year strategic goals under the leadership of the Party, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, and to achieve that goal, the contribution of overseas Vietnamese plays a very important role.
Most recently, during a meeting with the delegation of outstanding overseas Vietnamese on the occasion of returning home to attend the 4th Conference of Overseas Vietnamese around the world and the 2024 Forum of Vietnamese Intellectuals and Experts Abroad, General Secretary and President To Lam affirmed that the Party and State always identify overseas Vietnamese as an inseparable part and a resource of the Vietnamese ethnic community, an important factor contributing to strengthening cooperative relations between our country and countries around the world.
The General Secretary and President hopes that our 6 million compatriots abroad will be one, with the same belief, will, and effort towards realizing the aspiration to build a strong, prosperous, and happy country, as Uncle Ho told overseas Vietnamese when he visited France in 1946: "Each overseas Vietnamese must be a People's Ambassador of Vietnam, competing and striving, together contributing to the common cause of the whole nation."
The General Secretary and President called on Vietnamese experts, intellectuals and scientists abroad, those who have the fastest access to modern technology and advanced knowledge, to continue to bring their intelligence, experience and knowledge to contribute ideas to build and develop the homeland; hoping that they will not only return home to invest but also strongly promote their role as a bridge to bring Vietnamese goods and brands to the world; promote Vietnamese cultural identity and the fine traditions of our nation to international friends.
The General Secretary and President affirmed that the Party, State and people of the whole country always welcome and create favorable conditions for overseas Vietnamese to return home to visit relatives, travel, invest in production and do business; are very receptive, listen to their thoughts and aspirations, and accept their contributions and suggestions for national development.
In the coming time, the Party and State will continue to develop and perfect policies to attract and make use of talents, promote the potential, strengths and valuable resources of overseas Vietnamese in the cause of national construction and defense; at the same time, promote cooperation with other countries to protect the legitimate rights and interests of the overseas Vietnamese community, support compatriots to stabilize their lives, do business with peace of mind, integrate and thrive in the social life of the host country.
Emphasizing the spirit of “listening thoroughly, seeing clearly and understanding completely” the aspirations of overseas Vietnamese, Prime Minister Pham Minh Chinh affirmed: “The responsibility to protect the legitimate and legal rights and interests of the overseas Vietnamese community is the responsibility of the Party, the State, ministries, branches, localities, the entire political system, and the entire people under the leadership of the Party, in order to maximize the strength of the overseas Vietnamese community in the cause of national construction and defense. Building and developing the overseas Vietnamese community is an important bridge, resource, and driving force to promote the process of deep, substantive, and effective integration, promoting the strength of national solidarity so that our country can catch up, progress together, and surpass the world today.”
Great national unity is a precious tradition, the source of strength of the Vietnamese people, as President Ho Chi Minh taught: "The cause is made by the word 'dong' and the word 'dong bao' here means brothers from the same womb, that has implied the profound meaning of unity, of origin."
In the new stages, to achieve the set goals, it is certainly indispensable to have the joint efforts and unanimous efforts of our entire Party, people and army, including the valuable contributions of our overseas compatriots - an important resource for building a strong country./.
