Uong Bi City: Overcoming the consequences of natural disasters, accelerating production in the last months of the year

Uong Bi City entered October 2024 with the requirement to carry out the task of overcoming the consequences of storm No. 3 (Yagi), while accelerating production activities to complete the fourth quarter target, reaching the victorious finish line in 2024.

Restoring agricultural production

In order to quickly restore forestry, agriculture, fishery and livestock production, the city has implemented many synchronous solutions. For the task of planting new forests to replace the forest area that was destroyed by the storm, since the beginning of October, the city has planned to mobilize human and material resources to support people in clearing and cleaning forests, zoning forest fire risk areas to respond, especially for forests with high risk of fire. The city mobilizes forest owners to prepare forest planting sites, orienting forest owners to plant large timber forests, native trees (according to Resolution No. 37/2024/NQ-HDND of the Provincial People's Council) or plant pine trees to replace acacia and eucalyptus. Particularly for planting pine trees, Quang Ninh Pine Joint Stock Company is committed to providing pine seedlings to people. Currently, the enterprise has prepared high-quality seeds, expanded the nursery system to achieve the largest number of seedlings to supply to people in the forest planting season in early 2025.

For cultivated areas, the city quickly instructed people to clear the flow, check the banks of canals and ditches, ensure quick drainage; clean up damaged trees; strengthen field inspections to prevent pests and diseases in a timely manner, and apply appropriate fertilizers. The city guided people to have a plan to use quality seedlings to replant perennial fruit trees that were severely damaged by storm No. 3 (over 70%). Particularly for the Phuong Nam early-ripening lychee trees that suffered the greatest damage (over 130 hectares, over 30,000 trees), the city coordinated with specialized units of the Department of Agriculture and Rural Development to survey and deploy specific remedial measures, aiming to race against time to treat soil, water, and seedlings, in order to restore slightly damaged trees and replace those that cannot be restored.

Regarding aquaculture and livestock production, the city encourages livestock households to repair barns, clean and disinfect livestock areas; take good care of and raise their existing livestock. For households that restock, the city supports the selection of breeds with clear origins. The city guides people to take care of the health of the remaining aquaculture herd after the storm; at the same time, repair and restore the aquaculture pond system, fully prepare raw materials, fuel, materials, and input supplies, and be ready to release breeds when environmental conditions permit.

Farmers are supported for damage according to current policies. The city has organized a meeting of the Appraisal Council and issued a decision approving the list of support for 376 damaged households (phase 1), with a total budget of nearly 587 million VND. Of which, nearly 240 million VND is supported for forestry damage for 66 hectares of forest of 50 households; 85 million VND is supported for 56 hectares of crops (rice, fruit trees) of 312 households; 262 million VND is supported for 14 livestock households that suffered damage of 118 cattle and 1,668 poultry. The households eligible for the above support are publicly listed according to regulations (at least 30 days), after which the funds will be disbursed; expected to be completed before November 20. The city will soon implement the second disbursement (expected before November 30), with a total budget of over 8 billion VND, including 1.7 billion VND to support households with agricultural losses.

Accompanying businesses

After storm No. 3, the city received reports of damage from 57 businesses of over VND 1,400 billion. In order to help businesses overcome difficulties, the Uong Bi - Quang Yen Tax Department informed about tax exemption, reduction and extension policies for businesses, cooperatives and business households suffering material damage due to natural disasters. Banks implemented a policy of reducing lending interest rates by at least 0.5%/year and exempting 100% of overdue interest and late payment interest from September 6 to December 31, 2024 for all customers with outstanding loans that were damaged by storms and floods. For new loans, banks reduced lending interest rates by 0.5%/year for each subject and sector for a maximum period from the date of receiving the loan.

Up to now, businesses in the city have received support from local commercial banks, tax and insurance agencies. This is the basis for businesses to focus on repairing facilities, factories, and machinery to stabilize production activities. The city currently has over 880 businesses, of which over 90% are carrying out production activities. A few businesses are still focusing on repairing, such as Thanh Son Brick Factory, Quang Trung Mechanical Lifting Equipment Factory, etc. These units aim to resume operations by the end of October 2024.

Along with direct support for production recovery, the city has allocated funds to immediately repair technical infrastructure works serving production and trade. The city's Urban Management Department has reviewed and proposed the City People's Committee to consider investing over 17 billion VND for essential works such as concrete roads, sewer systems washed away by floods, and subsidence of roadbeds in Thuong Yen Cong commune; renovation and repair of anti-erosion embankments and roads in Vang Danh ward; traffic roads in Tre Mai area, Nam Khe ward; Nguyen Khuyen street and Lung Xanh street, Quang Trung ward, etc.

The results in overcoming the consequences of natural disasters and boosting production are the foundation for the city to accelerate in the last two months of the year, successfully completing the development goals set by the city for 2024.
