Upgrading provincial hospitals and developing specialized healthcare systems
The health facility network planning for the 2021-2030 period, with a vision to 2050, aims to upgrade a number of provincial general hospitals into regional hospitals, in order to provide specialized medical services and improve people's access to high-quality health care.
These hospitals not only play a leading role in providing professional support to medical facilities in the region, but also play an important role in responding to emergencies such as epidemics and disasters.
Specifically, provincial general hospitals in regions such as the Northern Midlands and Mountains, Red River Delta, North Central, Central Highlands, Southeast and Mekong Delta will be upgraded to regional hospitals.
In addition, a number of provincial specialized hospitals will also be transformed into specialized centers in areas such as oncology, cardiology, obstetrics and pediatrics, geriatrics, traditional medicine and other specialties. It is expected that 20 provincial general hospitals will be upgraded to regional hospitals and 7 new hospitals will be added in areas with difficulty in accessing central hospitals.
In addition, the non-public health system will also thrive, especially in providing high-tech services and on-demand medical examination and treatment.
Private hospitals will make an important contribution to the development of the national health network, with the proportion of private hospital beds expected to account for 10% of total hospital beds by 2025, 15% by 2030 and 25% by 2050.
Demand for hospital beds is forecast to continue to increase during 2021-2030, with an expected addition of 92,500 hospital beds, of which approximately 8,700 beds will be added to national-level hospitals.
Proposal to increase allowances for medical staff
The Ministry of Health has just released a new draft Decree on preferential allowances for medical staff. This draft aims to adjust the occupational allowances for medical staff, especially those working in difficult areas or special specialties such as radiotherapy, chemotherapy, and nuclear medicine. Medical staff working in these areas will receive higher allowances, up to 70%.
According to the Ministry of Health, the number of people receiving preferential allowances for their profession is currently about 157,743, of which the majority are at commune health stations and district health centers. If approved, this draft will help reduce the shortage of medical personnel, improve the income of medical staff and attract them to stay in the industry for a long time.
Experts in the health sector believe that, in addition to basic salary, professional allowances need to be increased to encourage medical staff to devote themselves, especially in areas with difficult and dangerous work such as emergency and intensive care.
Some doctors and nurses, when asked, shared that although the allowance has increased, it is still not commensurate with the effort and work pressure that medical staff are shouldering. If the allowance is adjusted, it will be a great motivation for us to continue to stick together and contribute.
