In the first 6 months of 2023, the total product in the province (GRDP) is estimated at 31,095 billion VND, an increase of 7.77% over the same period in 2022, higher than the national average, ranking 10th out of 63 provinces and cities nationwide and 5th out of 11 provinces and cities in the Red River Delta. The total production value is estimated at 91,961 billion VND, an increase of 7.7% over the same period in 2022; of which the agriculture, forestry and fishery sector increased by 2.3%; The industrial and construction sector increased by 9.4% and the service sector increased by 7% over the same period in 2022. The Provincial People's Committee has established and deployed the activities of a Special Working Group to remove difficulties and obstacles, effectively support businesses, investors, and investment projects, and at the same time organize meetings with 5 districts on the socio-economic development situation, disbursement of public investment capital, removing difficulties and obstacles in production and business, and proposing decentralization and authorization. Investment promotion and attraction work has received attention and direction for implementation; the province has successfully organized many events and activities to promote, promote investment, promote trade, and develop markets for the province's key products, while resolutely directing the removal of difficulties and obstacles in attracting investment, promoting production and business development.
By June 20, 2023, the whole province had approved, adjusted investment policies, granted and adjusted investment registration certificates for 57 projects with a total registered capital of VND 3,479.2 billion, of which foreign investment capital reached 40.65 million USD. The cultural and social fields were comprehensively directed, meeting the requirements of economic development tasks, ensuring social security and serving people's lives; focusing on taking good care of families of meritorious people and social protection beneficiaries, especially during the Lunar New Year of Quy Mao 2023. At the meeting, delegates listened to the leaders of the Department of Planning and Investment report on the implementation of the public investment plan, the national target program in the first 6 months of the year and the direction and tasks for the last 6 months of 2023; the leaders of the Department of Finance reported on the implementation of state budget revenue and expenditure in the first 6 months of the year and the expected implementation of budget revenue and expenditure in 2023; the leaders of the Department of Home Affairs reported on regulations on management of cadres and civil servants; recruitment, use and management of civil servants; standards for the titles of department heads, deputy department heads and equivalent positions of departments, branches, sectors, district and city People's Committees. In the first 6 months of 2023, the total state budget revenue is estimated to be nearly 13,009 billion VND, reaching 62% of the estimate, of which domestic revenue is estimated to be 3,374 billion VND, reaching 29.7% of the estimate and revenue from import and export activities is estimated to be 1,050 billion VND, reaching 37.5% of the estimate; total local budget expenditure is estimated to be more than 7,688 billion VND, reaching 46% of the estimate. The disbursement of public investment capital is directed resolutely, by the end of May 31, 2023, the disbursement rate of public investment capital is estimated to reach 38% of the capital plan assigned by the Prime Minister and equal to 23.1% of the capital plan allocated by the province.

In his concluding remarks, along with summarizing the outstanding results in socio-economic development in the first 6 months of the year, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee pointed out the shortcomings and limitations that need to be overcome in the coming time, namely the economic growth rate has not met the set requirements; budget collection, especially domestic revenue, is still low; the progress of implementing a number of tasks under the direction of the Provincial Party Committee and the Provincial People's Committee is still slow and ineffective; the implementation of a number of projects and works, especially key traffic projects and works, is still slow; violations of the law on land, resource exploitation, and dikes in some places are still ongoing; the treatment of domestic waste in some localities is still inadequate; the quality of clean water in some suppliers is still slow to improve; the shortage of drugs and medical supplies in some hospitals, although improved, is still slow; The security and order situation in some areas and localities still has potential complications; the work of receiving people is still limited in some places and not very effective; there are still situations of large gatherings and complaints beyond the level of authority; the spirit, attitude and sense of responsibility of a number of cadres and civil servants are not high...
To achieve the economic growth target set for 2023, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested all levels, sectors and localities to have high political determination, act decisively, dare to think, dare to do, be proactive and creative in leading, directing and implementing tasks; seriously implement the directions of the Central Government and the Provincial Party Committee, People's Council and Provincial People's Committee with a sense of responsibility and discipline, and increase opportunities for breakthroughs.
