Along with highways, seaports, and airports, railway infrastructure is also an issue of concern to many National Assembly deputies at the 6th Session of the 15th National Assembly. In particular, railways play a role in connecting with existing transport infrastructure, forming a multimodal transport system, optimizing the transport of passengers and goods, helping to reduce logistics costs, and increasing competitiveness for the economy.
Delegate Pham Van Thinh (Bac Giang delegation) raised the issue that the Government is focusing on researching and proposing a large investment project for railway transport, expected to be implemented after 2025. According to delegate Pham Van Thinh, currently, the railway system has a lot of potential but has not been exploited, which are two 1,435mm gauge railway lines Yen Vien (Hanoi) - Kep (Bac Giang) - Dong Dang (Lang Son) and Luu Xa (Thai Nguyen) - Kep - Cai Lan (Quang Ninh), intersecting at Kep station (Bac Giang). These two railway lines are directly connected to China's railway system and directly connected to Cai Lan deep-water port, with great potential for transporting import and export goods. In addition, passenger transport and tourism services are also exploited. Delegate Pham Van Thinh proposed that the Government study and add the project to improve the transport capacity of these two railway lines and Cai Lan deep-water port to the medium-term public investment plan for the 2021-2025 period to quickly exploit the transport potential.

Other railway lines that National Assembly delegates also proposed to be invested in are the railway lines from Lao Cai to Hai Phong port and Dong Nai to Cai Mep-Thi Vai port (Ba Ria-Vung Tau). Delegate Dinh Ngoc Minh (Ca Mau delegation) assessed that these are two railway lines of great significance to the economy, contributing to the completion of the country's transport infrastructure, reducing logistics costs for businesses and creating a premise for building a national railway industry in the coming period.
Developing a railway network from major cities and economic centers of the country to important traffic hubs such as seaports is considered an effective model to maximize transport capacity. In fact, our country's transport infrastructure is still lacking in synchronization. For example, Cai Mep-Thi Vai port, although its transport capacity is very large and can accommodate container ships of hundreds of thousands of tons, the routes connecting to the port are still limited, affecting its exploitation capacity. The transport of goods and domestic passengers in our country still depends too much on road transport, increasing costs and causing traffic congestion.
Meanwhile, railway transport has many advantages in transporting large volumes of goods, running on separate routes, convenient for circulation, meeting international transport needs, but is currently not receiving much attention. Ensuring harmonious and synchronous development between transport modes is a priority orientation in investment in transport infrastructure in the coming time, thereby creating a foundation to further promote the country's socio-economic development, meeting the travel needs of the people.
