Following the success of the Conference announcing the Resolution of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels in Bac Giang province for the period 2023-2025 held on December 17; today, I am very excited to attend the launching ceremony of the administrative units of Chu town and Luc Ngan district; the opening of the Orange and Grapefruit Fair and Luc Ngan Tourism Week in 2024. Two meaningful events converged in a ceremony full of solidarity. On behalf of the Provincial Party Committee - People's Council - People's Committee - Fatherland Front Committee of the province, I respectfully send to the distinguished delegates, revolutionary veterans, leaders, former leaders of the province and Luc Ngan district through the periods; policy families, meritorious people, cadres, party members, soldiers of the armed forces, the people of Chu town and Luc Ngan district my sincere greetings and best wishes.

Throughout the history of construction and development of Bac Giang province, the land named Luc Ngan has an important strategic position, rich in cultural identity, rich in patriotic and revolutionary traditions. Today, Luc Ngan is known as a locality with many unique values, distinct highlights: Luc Ngan has the largest natural area in the province with 1,032.5 km 2 . Luc Ngan is also the district with the largest land area for national defense and security in the province (an important defense direction in the defense of the province and Military Region 1, with many high points of strategic value; there is the TB1 National Shooting Range and many main army units stationed in the area. It is a district with a large population of ethnic minorities, accounting for about 52%; a place to preserve and conserve many intangible cultural heritages such as Soong hao singing, Si singing, Then singing, Luon singing... In particular, San Chi folk songs of Kien Lao commune, Cao Lan folk songs of Deo Gia commune, Then singing of the Tay Nung ethnic group are included in the list of national intangible cultural heritages. Luc Ngan is also the district with 02 freshwater lakes serving people's lives and irrigation, the largest in the province, Cam Son lake and Khuon Than lake, with poetic scenery and charming mountains and rivers. In particular, with diligence and creativity, generations of Luc Ngan people have created the largest concentrated fruit growing area. The province has an area of about 28 thousand hectares; in which the lychee growing area is the largest in the country with an area of about 17 thousand hectares, making Luc Ngan a land with sweet fruits all year round with many famous fruits such as: lychee, longan, sweet orange, yellow-heart orange, sweet grapefruit, green-skin grapefruit, apple, guava...
Over the years, the Party Committee, government and people of Luc Ngan district have always promoted the tradition of solidarity, strived to overcome difficulties, gradually exploited and developed potentials and advantages, promoted development, improved the quality and value of concentrated fruit tree production areas; developed livestock; developed forest economy. Thereby, the income and material and spiritual life of the people have been increasingly improved. Urban infrastructure, especially traffic infrastructure, has been improved; the appearance of urban and rural areas has improved a lot. The fields of culture, health care and education have made much progress; the poverty rate has decreased rapidly, social security has been ensured. The work of Party building, building the political system, ensuring national defense and security has achieved many positive results. The efforts of the Party Committee, government and people of all ethnic groups in Luc Ngan district have created a socio-economic picture with more bright spots each year; contributing positively to the overall development of the provincial Party Committee.

In the overall planning of Bac Giang province for the period of 2021-2030, with a vision to 2050, the Provincial Party Committee determined that in the period of 2021-2025, it will focus on developing and expanding the urban space of Bac Giang city, establishing Viet Yen town and Chu town, as the basis for building Chu town into a commensurate central urban area to create a strong driving force for socio-economic development in the Northeast region of the province.
Recognizing the special importance of building the new Chu town and Luc Ngan district to maximize the potential of each land, Resolution No. 233-NQ/TU dated July 25, 2022 of the Provincial Party Committee has set the goal: Arrange and adjust the administrative boundaries of Luc Ngan district and Son Dong district to establish Chu town and Luc Ngan district (new), creating the premise, foundation, position and strength for the common breakthrough of the whole province in socio-economic development. The arrangement of administrative units is a difficult and complicated task, greatly affecting the organization and operation of agencies in the political system, of the team of cadres, civil servants, public employees, and workers; and can only be successful if consensus and support of the people are achieved. In that context, Luc Ngan District Party Committee has closely followed the direction of the Central and the province, focused on leadership, mobilized the participation of the entire political system with a spirit of urgency and seriousness, fully implemented the processes and procedures to ensure democracy, create unity among cadres, party members and consensus and support of all classes of people. Thanks to that, Bac Giang province has soon completed the dossier, submitted it to the Central for consideration and decision on administrative boundary adjustment. On September 28, 2024, the National Assembly Standing Committee issued Resolution No. 1191/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units in Bac Giang province for the period 2023-2025. Including the adjustment of administrative boundaries of Luc Ngan district and Son Dong district to establish Chu town and Hong Giang, Thanh Hai, Chu, Phuong Son, Tru Huu wards; establish Phi Dien and Bien Dong towns in the new Luc Ngan district. This is the recognition of the Party and State for the efforts, endeavors and high determination of the Party Committee, government and people of Luc Ngan district in particular, and Bac Giang province in general, in the arrangement of administrative units at district and commune levels. This is also an important milestone, opening a new period in the development history of Luc Ngan land; is the premise and motivation for Chu town and the new Luc Ngan district to best promote their potential and advantages, promote development, and join the whole province in the era of the rise of the Vietnamese nation.
On behalf of the Provincial Party Executive Committee, I warmly commend and congratulate the outstanding results and achievements that the Party Committee, government and people of all ethnic groups in Luc Ngan district have achieved in the past time!

We still remember the milestone of 1997, when the Central Government decided to separate Ha Bac province into two provinces, Bac Giang and Bac Ninh; the event opened a new development period for each locality. Although the administrative boundaries were separated, the affection, care, support and mutual assistance of the Party Committees, authorities and people of the two provinces remained unchanged, becoming increasingly closely connected like brothers. For the new Chu town and Luc Ngan district, I hope that the Party Committees, authorities and people of the two localities will always uphold, preserve and promote the tradition of solidarity in that spirit. Regularly exchange, help and support each other in carrying out political tasks, especially in the difficult period of establishment. The top goal is to build Chu town to develop sustainably, become a service and ecological urban area, and a service center of the Northeast region of the province. Building Luc Ngan district to develop in the direction of green economy, a high-quality, high-value agricultural and forestry production area associated with eco-tourism, experiencing the unique cultural identity of the highland people. To do this, I propose that the Party Committees, authorities and people of Chu town and Luc Ngan district focus on implementing well the following main tasks:
Firstly, the Executive Committee, the Standing Committee of the Chu Town Party Committee and the Luc Ngan District Party Committee need to urgently direct the implementation of procedures and processes for perfecting government personnel according to the Law; arrange and assign the apparatus and personnel of agencies and units at the district and commune levels in the area in conjunction with the summary of Resolution No. 18 of the 12th Central Executive Committee and arrange the organization and apparatus, ensuring streamlining - compactness - strength - effectiveness - efficiency. Urgently prepare conditions for the new administrative unit to come into operation from January 1, 2025, without interrupting tasks; without affecting the work of serving people and businesses. Timely grasp the thoughts and aspirations of cadres, party members, civil servants, public employees, and workers, especially those affected when implementing the arrangement of administrative units and the arrangement of the apparatus organization to have timely solutions and support.
Second, focus on leading and directing the preparation work for the Party Congresses at all levels for the 2025-2030 term. Closely follow Directive No. 35-CT/TW of the Politburo, Plan No. 139-KH/TU of the Provincial Party Committee and regulations and guidelines of the Central and the province for implementation. Focus on drafting documents that must take into account the characteristics of the new administrative unit. Closely and accurately assess the results of the 2020-2025 term; thereby proposing viewpoints and development targets that are both striving and feasible in the new term. Deploy review, arrangement, assignment, rotation, and transfer of cadres to prepare personnel for the congress, ensuring compliance with regulations; at the same time, prepare personnel to serve the election of People's Council deputies at all levels for the 2026-2031 term.
Third, promote the internal strength, potential and strengths of each locality, exploit the maximum advantages of geographical location, historical and cultural landscape, mobilize and effectively use resources for socio-economic development. Develop urban areas in accordance with mountainous characteristics. Promote the development of forest economy, plant large timber forests and attract enterprises to invest in forest product processing. Strengthen the protection of water resources and dam safety. Persistently develop high-quality fruit growing areas associated with the development of natural ecotourism and experiential tourism. Develop agricultural economy in the direction of increasing added value, promoting the development of high-tech agriculture, limiting the use of chemicals. Have solutions to better implement state management in the area, especially land management, mineral resource management, ecological environment protection, response to climate change, and natural disaster prevention and avoidance.
Fourth, economic development must go hand in hand with cultural and social development, ensuring social progress and equity; focusing on hunger eradication and poverty reduction quickly and sustainably. As a locality with a large ethnic minority population, Chu town and Luc Ngan district need to pay special attention to implementing social security policies. Mobilize resources to effectively implement policies to support the poor and ethnic policies; especially support for housing repairs, livelihoods, economic development skills, and improving the material and spiritual life of the people. Preserve and promote the cultural identity of ethnic groups.
Fifth, strengthen the building and rectification of the Party and the political system, improve the leadership capacity and fighting strength of Party organizations, the capacity to implement tasks of the government and agencies in the political system, promote the role of the Vietnam Fatherland Front and mass organizations; strengthen the fight against corruption, waste and negativity. Focus on building a national defense posture associated with a solid people's security posture and a solid people's hearts posture; build a strong local armed force in all aspects; maintain political stability and social order and safety to ensure a peaceful life for the people and socio-economic development. Strengthen coordination with military units stationed in the area in mass mobilization work. Direct and grasp the situation firmly, avoid being passive or surprised in any situation.
Sixth, continue to promote coordination, enhance exchanges and support, jointly implement common tasks, especially the tasks of planning and implementing, developing connecting traffic, coordinating to strengthen state management in border areas, and coordinating to develop common cultural values. In the coming years, the Orange and Grapefruit Fair and the Cultural Festival of the people of the two localities must be organized more joyfully, better, and more meaningfully.

Although there are still many difficulties ahead; however, the Provincial Party Committee believes that with the new position of Chu Town and Luc Ngan District, the Party Committee, government, army and people of the two localities will continue to unite, bond, help and support each other to overcome difficulties. The two localities will compete and progress together, building Chu Town and Luc Ngan District to develop strongly and steadily on the path of integration and development.
On the occasion of preparing to enter the new year 2025 and celebrate the traditional Tet At Ty, I would like to wish all distinguished guests; all cadres, party members, soldiers of the armed forces, the business community and especially the people of all ethnic groups in Luc Ngan district, Chu town good health and happiness.
