One of the new progressive points of the 2020 Environmental Protection Law is the regulation on Extended Responsibility of manufacturers and importers for products and packaging (abbreviated as EPR). EPR includes collection, treatment and recycling responsibilities. Of which, collection and treatment responsibilities have been implemented since the beginning of 2022. The responsibility to recycle packaging and products will be implemented from January 1, 2024 for some products and packaging.
And to carry out the responsibility of recycling packaging and products, the Ministry of Natural Resources and Environment is building a recycling cost standard, abbreviated as Fs. Many experts believe that Fs is the key to successfully carrying out the responsibility of recycling in particular and EPR in general.
However, building a correct, sufficient and reasonable Fs standard for the actual situation in Vietnam is not a simple problem for experts and managers. So how did the Ministry of Natural Resources and Environment build the draft Fs standard?
