Speaking to VietNamNet reporter on November 1, Mr. Tran Anh Dung, Permanent Vice Chairman of Nam Dinh Provincial People's Committee, said that the province had received a notice from the Government Office on the proposal to establish Ninh Co Economic Zone.
Accordingly, Deputy Prime Minister Le Minh Khai assigned the Ministry of Planning and Investment to preside over and coordinate with relevant agencies to appraise the dossier to establish Ninh Co Economic Zone, Nam Dinh province, and submit it to the Prime Minister for consideration and decision in accordance with the law.
Previously, the People's Committee of Nam Dinh province submitted a document to the Prime Minister for consideration and decision to establish Ninh Co Economic Zone (EZ), covering an area of 13,950 hectares, located in 9 communes and towns of two coastal districts of Nghia Hung and Hai Hau.
According to the proposal, Ninh Co Economic Zone is located in the South of Nam Dinh province, bordering the communes of Hai Phu, Hai Cuong, Hai Trieu of Hai Hau district to the North; the East Sea to the South; the East Sea to the East; the West bordering Ninh Binh province (Nam Dien commune of Nghia Hung district) and the communes of Nghia Hai, Nghia Lam, Nghia Thanh, Nghia Tan, Nghia Phong of Nghia Hung district and Hai Giang commune of Hai Hau district.
The report also stated that Ninh Co Economic Zone, Nam Dinh province was added by the Prime Minister to the Master Plan for the development of coastal economic zones in Vietnam until 2020 in Decision 1353/QD-TTg dated September 23, 2008.
In the report, along with stating 6 advantages (geographical location, natural conditions, connecting infrastructure, human resources, policy mechanisms, advantages in terms of industrial development space and investment attraction), Nam Dinh province also pointed out 7 challenges (geographical, natural, land fund, development of neighboring areas, local experience and potential, investment resources, high-quality human resources) when establishing Ninh Co Economic Zone.
According to the People's Committee of Nam Dinh province, the advantage of having both sea and road routes will help diversify the transportation of import and export goods in the economic zone and have a more competitive advantage in attracting investment compared to some other economic zones.
The advantages of transportation and connectivity also help the EZ attract high-quality human resources from provinces and cities in the Red River Delta, facilitating the import and export of goods and services to regions in Northeast Asia, Southeast and Southwest China.
Meanwhile, the current land fund in the area planned to establish the economic zone (13,950 hectares) is mostly state-managed land, convenient for recovery to implement projects.
The People's Committee of Nam Dinh province said that the general goal of the Project to establish Ninh Co Economic Zone is to build and develop a multi-industry, multi-functional economic zone; a breakthrough development focus, leading the local economy.
