National Assembly Deputy Tran Quoc Tuan (Tra Vinh delegation) raised the issue of a group of cadres who are afraid of responsibility, including two groups: One is cadres who have degraded political ideology, cadres who avoid, are afraid of responsibility, push things away, are afraid of making mistakes, cadres who do not want to do things because there is no benefit. The other is cadres who are afraid of violating the law and therefore do not dare to do things.

Speaking in the debate, delegate Tran Huu Hau (Long An delegation) said that the group of civil servants who are afraid of making mistakes and shirking work as delegate Tran Quoc Tuan mentioned is correct, but not only that.

Also speaking out on this issue, National Assembly Delegate Ta Van Ha (Quang Nam delegation) stated that the problem is how to diagnose the disease correctly.

Citing the story of public investment disbursement, delegate Ta Van Ha pointed out that this issue has been raised for many years but public investment disbursement is still slow. While the later the years, when the procedures are completed, the easier it is to disburse, the disbursement rate should be higher, but in reality it is still very low.

Along with that, the National Assembly has actively accompanied the Government to remove institutional difficulties, ensure the synchronization of the legal system, and many resolutions have been issued to remove obstacles. The Government has promoted decentralization and delegation of power.

Thus, in the same policy and institutional system, many localities still have very good disbursement, but many places are still slow.

He shared that through discussions with the grassroots, it was found that many officers directly working had difficulty in advising in accordance with both legal regulations and instructions. This also caused difficulties in handling responsibilities. According to the delegate, this was the responsibility of the leader, so he emphasized that it was necessary to be determined and resolute in handling the leaders.

Pointing out some shortcomings and problems due to the situation where officials do not dare to do things and are afraid of taking responsibility, delegate Tran Khanh Thu (Thai Binh delegation) said that the slow resolution of administrative tasks and procedures has greatly affected the implementation of political tasks of each agency and unit. If the situation continues, it will reduce the effectiveness of state management and reduce people's trust.

Accordingly, there are many reasons leading to this situation. The objective reason is that the law has some specific and inconsistent points, and does not have clear regulations on responsibilities and specific regulations on protecting those who dare to think, dare to do, dare to break through, and dare to take responsibility for the common good.

From there, delegates said it is necessary to focus on reviewing shortcomings and amending relevant legal regulations in a clearer, more transparent and consistent manner, with a legal corridor to protect officials and civil servants, and encourage the spirit of daring to face difficulties and daring to create breakthroughs.

In addition, the work of evaluating cadres also needs to be innovated. The evaluation method needs to help those assigned tasks, especially new and difficult tasks, to firmly believe that if they do it for the common good, they will be recognized correctly .
