'Mechanical' streamlining will cause shortages in important places

The opinion was given by Professor, Dr. Tran Ngoc Anh, Indiana University (USA), at the scientific conference "New era, the era of the Vietnamese nation's rise - Issues for Ho Chi Minh City and the Southeast" organized by the Advisory Council for the implementation of Resolution 98 and the Ho Chi Minh City Institute for Development Studies (HIDS) on the morning of December 23.

According to this expert, Vietnam is focusing on reducing the number of people working in the public sector to streamline the apparatus and prevent waste. However, the public sector has surpluses and shortages of people, and if staff reductions are carried out mechanically, it will lead to work overload in important agencies.

Therefore, Professor, Dr. Tran Ngoc Anh recommends applying management science to determine where to cut and where to increase. For example, Ho Chi Minh City, when planning to merge departments, needs to clarify which functional departments are important to arrange in order. To do this, there must be a review team right now, which parts are effective and which parts are wasteful to serve as a basis for arrangement.

In addition, Ho Chi Minh City needs to build a reliable system to collect comprehensive public opinions, know which policies are stuck, where there are problems serving the people, and solve them immediately. "If there is no effective management method and analysis but only mechanical cuts, Ho Chi Minh City will soon be overloaded," said Mr. Ngoc Anh.

At the national level, experts say Vietnam could establish an advisory council on efficiency and waste prevention, made up of independent and reputable experts, to assess the efficiency and waste created by each regulation and each state agency. Citing the example of the US, Mr. Tran Ngoc Anh said that President-elect Donald Trump plans to establish the Government Efficiency Agency, headed by billionaires Elon Musk and Vivek Ramaswamy, to eliminate inefficient and wasteful state agencies.

Professor Tran Ngoc Anh is a founding member and currently an Advisor of the Vietnam Initiative Network. He has studied and worked in many countries such as Russia, France, Australia and the United States. He received his PhD in Public Policy from Harvard University in 2009 and taught at Harvard from 2014-2015. In 2014, Professor Tran Ngoc Anh was awarded the title of Outstanding Young Lecturer by Indiana University.

Sharing the same view, Dr. Hoang Van Tu, Ho Chi Minh City Academy of Officials, said that when streamlining the city, it is necessary to review and restructure the apparatus according to scientific and practical principles. First, it is necessary to comprehensively review the functions and tasks of administrative units, identify overlapping tasks, and then merge or eliminate unnecessary organizations. This not only helps increase efficiency but also minimizes conflicts of authority.

Dr. Tu also said that administrative reform cannot be separated from central support. Ho Chi Minh City needs to proactively propose amendments or supplements to inappropriate legal regulations to facilitate streamlining.

Decentralization of management from central to local levels should also be promoted to increase autonomy and flexibility in implementing administrative reform initiatives. At the same time, the city can learn from experiences of smart urban management models around the world and adapt them to suit the local context.

Meanwhile, Dr. Nguyen Tu Anh, Director of the Center for Information, Analysis and Economic Forecasting (Central Economic Committee) said that when streamlining the apparatus, there must be policies to attract talented people with enough heart and vision and create motivational mechanisms so that they can work with peace of mind and contribute. "This is extremely important in the streamlining process. Civil servants who receive a monthly salary of 6 million VND will hardly have enough enthusiasm to build and create," said Mr. Tu Anh.

Similarly, Professor, Dr. Tran Ngoc Anh also believes that to have a team of excellent cadres, at least a living wage must be guaranteed. At the same time, there needs to be a job evaluation system - the basis for fair rewards and appointments, turning work results into motivation. In addition, to have a creative environment for cadres, the law needs to be clear, there needs to be regulations allowing for piloting, and there needs to be trust that cadres will be protected when they are creative.

Previously, in order to reorganize and streamline the apparatus based on the suggestions of the Central Steering Committee, Ho Chi Minh City planned to merge 10 departments, end the operation of 2 departments, and transfer management boards from administrative units to units directly under the City People's Committee. According to this plan, the city will reduce 8 departments and 5 administrative agencies.
