The Government has just issued Resolution 98 on allocating the 2023 central budget to the Ministry of Health to purchase vaccines for the Expanded Immunization Program.
Accordingly, the Government resolved that in 2023, the central budget will continue to be allocated to the Ministry of Health to purchase vaccines for expanded immunization for all localities nationwide from the central budget reserve.
The Government assigned the Ministry of Health to guide localities in planning and determining vaccine needs for each type, necessary vaccine structure, list, and roadmap for receiving each type of vaccine to ensure a roadmap for increasing the number of vaccines in expanded immunization according to Resolution No. 104 of the Government, consistent nationwide, to serve as a basis for determining needs, allocating funds; managing and using vaccines according to regulations.
Organize the purchase of expanded immunization vaccines in accordance with regulations, ensuring savings, efficiency, timeliness and safety.
Based on the plan and demand for expanded vaccination vaccines in 2023 and the first 6 months of 2024 of the People's Committees of provinces and centrally run cities, the Ministry of Health shall develop a budget estimate to ensure expanded vaccination vaccines for the whole country in 2023 and send it to the Ministry of Finance before July 15, 2023 for synthesis and submission to competent authorities for additional funding from the central budget reserve in 2023 for the Ministry of Health to implement.
People's Committees of provinces and cities report on the need for expanded immunization vaccines in 2023 to the Ministry of Health before July 12, 2023.
In July 2023, submit to the Government for promulgation a Decree amending Decree No. 104 regulating vaccination activities according to simplified procedures and processes, ensuring compliance with the provisions of Clause 6, Article 2 of Resolution No. 99 of the National Assembly.
The Government assigned the People's Committees of provinces and centrally run cities to review and report on the expanded vaccination vaccine demand in 2023 to the Ministry of Health before July 12, 2023 for synthesis, based on the guidance of the Ministry of Health.
The Government assigns the Ministry of Finance, based on the Government's Resolution, the funding needs for purchasing expanded vaccination vaccines for the whole country in 2023 and the first 6 months of 2024 reported by the Ministry of Health, to synthesize and submit to the Prime Minister for additional funding from the central budget reserve in 2023 for the Ministry of Health to implement in accordance with the provisions of Point a, Clause 2, Article 10 of the State Budget Law and Point a, Clause 3, Article 7 of Decree 162/2016/ND-CP dated December 21, 2016 of the Government detailing the implementation of a number of articles of the State Budget Law; submission deadline is before July 20, 2023 .
