On February 5, the Ho Chi Minh City People's Committee held a conference to review the organization and care for the Lunar New Year 2025; the socio-economic situation in January and tasks and solutions for February 2025.

Reporting on the work of taking care of the Lunar New Year 2025, Permanent Vice Chairman of the Ho Chi Minh City People's Committee Duong Ngoc Hai said that the Ho Chi Minh City People's Committee has proactively directed and issued early directives and plans according to the motto "Happy, healthy, safe, economical Tet" and "Grateful - complete - meaningful Tet".

The city carefully organized many solemn activities to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam; organized gratitude, visits, and care for policy families, poor households, workers and laborers in difficult circumstances, orphans whose relatives died due to COVID-19; organized many cultural, artistic, sports, and entertainment activities to serve the diverse enjoyment needs of the people.
The city fully implemented Tet policies and regimes with a total budget of more than VND 1,295 billion to take care of more than 1.3 million people; organized 43 delegations to visit, wish Tet, and give gifts to families, individuals, former leaders of the Party and State, and 32 households protecting Can Gio forest.
All people are excited to welcome Tet. "A safe, healthy and complete Tet holiday is a common success of the entire government system and the people of the city" - the Standing Vice Chairman of the Ho Chi Minh City People's Committee emphasized and requested relevant agencies to continue researching and expanding more subjects that need care, ensuring effectiveness, suitability and practicality.
Answers to many problems
In parallel with the activities to take care of Tet, according to Mr. Duong Ngoc Hai, the city focuses on and resolutely directs socio-economic development activities and many results have been demonstrated. In January, the total budget revenue was 67,267 billion VND, reaching nearly 13% of the estimate. Total retail sales of goods and consumer service revenue is estimated at 107,996 billion VND, up 7.5%; total tourism revenue is estimated at 18,530 billion VND, up 42.6%...
Besides the positive aspects, some limitations still exist such as total export and import turnover decreased compared to the previous month; industrial production index (IIP), foreign investment decreased compared to the same period; the number of newly established enterprises decreased in both quantity and registered capital compared to the same period.
At the conference, Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan suggested 5 major issues for delegates to focus on discussing. These are comprehensive solutions in all areas to ensure growth; ensure budget revenue and expenditure, public asset management; Ho Chi Minh City master plan; implement Resolution 57/2024 of the Politburo; attract and invest in Ho Chi Minh City High-Tech Park.
Director of the Department of Planning and Investment Le Thi Huynh Mai acknowledged that Ho Chi Minh City's target of GRDP growth of 10% is very challenging. Ms. Le Thi Huynh Mai proposed many groups of solutions to achieve the above figure such as promoting institutional and legal breakthroughs; mobilizing and effectively using investment capital sources; improving the investment environment, removing difficulties, increasing FDI attraction and private sector investment... Tighten administrative discipline
Speaking at the conference, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai highly appreciated the work of taking care of the Lunar New Year 2025 in the area. He commented that the entire political system had performed well, mobilizing all resources to organize and take care of the Lunar New Year. Thanks to that, the Lunar New Year in Ho Chi Minh City was joyful, safe and created a new atmosphere for 2025.
Regarding solutions and tasks in February and the coming time, the Chairman of the Ho Chi Minh City People's Committee requested departments, branches, sectors and localities to immediately focus on work with a spirit of innovation and determination; strictly implement Directive 19 of the Ho Chi Minh City People's Committee on strengthening administrative discipline as well as the 1-3-7 formula in handling work, the 3-3 formula for working groups.
At the same time, focus on implementing the arrangement and organization of departments, branches and units to stabilize operations, avoid interruptions, and affect work, especially the departments related to receiving documents from people and businesses. At the same time, implement the Project on effective and efficient public service.
The Chairman of the Ho Chi Minh City People's Committee also requested to focus on tasks and solutions to ensure budget revenue and expenditure. Mr. Phan Van Mai noted that budget revenue should be collected from land resources; focusing on spending on items that the budget can spend early to contribute to growth, creating conditions for implementing tasks right from the beginning of the year.
Referring to the city's total public investment capital plan for 2025 and the capital transferred from 2024 of about 110,000 billion VND, Mr. Phan Van Mai emphasized the requirements for disbursement work, ensuring the right progress according to the plan. Ho Chi Minh City has met and made a detailed plan for public investment disbursement in 2025. The first quarter must disburse 10% -12%, the second quarter is 30% -35%, the third quarter is 60% -65%, the fourth quarter is 85% -90% and by January 2026 is 95%.
To ensure GRDP growth of 10%, Mr. Phan Van Mai said that the necessary factor is to mobilize total social investment capital of over 600,000 billion VND. Along with that, it is necessary to resolve backlog projects; promote growth of industry and services; immediately implement approved plans. At the same time, focus on implementing important projects and works, first of all, the list of projects and works to celebrate the 50th anniversary of the liberation of the South and national reunification.
Immediately implementing the plan to build an International Financial Center in Ho Chi Minh City, completing the dossier to submit to the National Assembly for approval of specific policies for the International Financial Center; implementing the Can Gio international transit port project; completing the urban railway project; starting construction of expressways connecting Ho Chi Minh City... are other important contents that the Chairman of the Ho Chi Minh City People's Committee noted.

Mr. Duong Ngoc Hai informed about the event of the city officially operating the urban railway line No. 1 of Ho Chi Minh City (Ben Thanh - Suoi Tien) right before Tet, announcing the approved master plan of the city, announcing the resolution of the Government and launching the Steering Committee of the International Financial Center in the city... marking a turning point in the journey of development, opening up new opportunities for sustainable development and breakthroughs in the future.
