On the afternoon of October 1, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with the Vietnam Fatherland Front, ministries and agencies on implementing support for eliminating temporary and dilapidated houses for poor and near-poor households.

Also attending were Politburo members: Do Van Chien, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Hoa Binh, Permanent Deputy Prime Minister; Party Central Committee members, Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; leaders of ministries, branches and central agencies.
In his opening remarks, Prime Minister Pham Minh Chinh said that the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" has been launched and implemented effectively and informally, but reality shows that it is necessary to have new approaches, strengthen supervision, inspection, and supervision, assign more specific tasks, and mobilize the entire political system to complete the goal of eliminating temporary and dilapidated houses nationwide, to welcome the 14th National Party Congress and celebrate the 80th anniversary of National Day, the 50th anniversary of the Liberation of the South, and the reunification of the country.
The Prime Minister said that through the leadership, monitoring of the situation and recent field surveys in Hoa Binh, it has been shown that with the support of the State, it is necessary to strongly promote the spirit of self-reliance, self-reliance, and self-care of the people, along with the help of neighbors, relatives, and socio-political organizations such as youth and women. Thanks to that, there are near-poor households that the State only supported with more than 50 million VND but have been able to build solid houses worth more than 200 million VND, as the reality in Hoa Binh that the Prime Minister witnessed.
The Prime Minister stated that from the practical implementation of the movement, including the Ministry of National Defense, the Public Security, and localities, lessons have been drawn from mobilizing the entire political system to participate, assigning tasks, for example, the total number at launch was 170,000 houses, then distributing them to ministries, branches, and localities; paying attention to the most effective form to promote the initiative and creativity of ministries, branches, localities, and families benefiting from the policy; reducing intermediaries, thereby implementing the movement quickly, without loss, without having to inspect and supervise a lot, and fighting negativity and corruption.
The Prime Minister also noted that after launching the movement, it is necessary to nurture and breathe life into the movement, ensuring substance, not formality, so that people truly benefit; doing this movement to do other movements such as the 500-day emulation campaign to complete 3,000km of highways in 2025.

* The Ministry of Labor, War Invalids and Social Affairs said that according to statistics reported by the Chairmen of the People's Committees of provinces and cities according to the criteria prescribed by the Ministry of Construction, the remaining number of houses needing support is 153,881, of which: 106,967 newly built houses (68,565 poor households, 38,402 near-poor households), 46,914 repaired houses (27,188 poor households, 19,726 near-poor households). Of which, Hanoi city and Ba Ria-Vung Tau province no longer have temporary or dilapidated houses.
Regarding funding: the additional funding needed to eliminate temporary and dilapidated houses is about 6,522.877 billion VND. Of which, the funding mobilized at the launching ceremony of the emulation movement to eliminate temporary and dilapidated houses by 2025 on April 13, 2024 in Hoa Binh: 320 billion VND; local funding has mobilized 44.178 billion VND; the support level is 50 million VND for households building new houses and 25 million VND for households repairing houses, equal to the current support level from the Fund for the Poor.
Concluding the meeting, Prime Minister Pham Minh Chinh said that the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" launched in April 2024 has been initially implemented effectively; acknowledged and commended the pioneering forces in implementing the movement such as: Ministry of National Defense, Ministry of Public Security, Vietnam Fatherland Front...
In addition, the implementation of the movement shows that it is necessary to continue to innovate the way of doing things, assign more specific tasks, and mobilize the entire political system to complete the goal of eliminating temporary and dilapidated houses nationwide by the end of 2025, to welcome the 14th National Party Congress and celebrate the 80th anniversary of National Day, the 50th anniversary of the Liberation of the South, and the reunification of the country.

The Prime Minister stated that when the program was launched, it was estimated that there were about 170,000 temporary and dilapidated houses that needed to be repaired or rebuilt, and now there are about 153,000 houses left. The Prime Minister emphasized that the goal in 2025 is to complete all three contents: supporting housing for people with meritorious services; supporting housing for people under national target programs; repairing and rebuilding 153,000 houses in the movement to eliminate temporary and dilapidated houses for poor and near-poor households.
The Prime Minister assigned the Ministry of Public Security and the Ministry of Labor, War Invalids and Social Affairs to coordinate and review data and information on households in need of support based on the national population database; the motto is that the State supports, the people are the masters, the Party leads, the State manages, the Vietnam Fatherland Front and socio-political organizations support, calling on people and businesses to participate in support with the spirit of the whole country joining hands, "whoever has something to help, whoever has contributions contributes, whoever has money contributes, whoever has little contributes little, whoever has a lot contributes a lot".
Regarding implementation, the Prime Minister stated that it is necessary to establish a Steering Committee headed by the Prime Minister to direct the implementation of all three contents nationwide: housing support for people with meritorious services; housing support for people under national target programs; and eliminating temporary and dilapidated houses for poor and near-poor households. The Chairman of the Central Committee of the Vietnam Fatherland Front and the Permanent Deputy Prime Minister shall act as Deputy Head of the Steering Committee; the Minister of Labor, War Invalids and Social Affairs shall act as Permanent Deputy Head of the Committee; members shall be Ministers, leaders of ministries, ministerial-level agencies, and agencies under the Government.
The Prime Minister stated that it is necessary to mobilize diverse resources from State resources (agencies need to urgently report to competent authorities for consideration and decision); socialized resources (including financial contributions, labor, goods, materials and other forms of assistance such as transportation, construction, etc.); resources from the efforts of policy beneficiary families themselves; resources from villages, relatives, etc. and the support of people and businesses across the country.
The Prime Minister also pointed out the method that the Central and local governments work together, the State, enterprises and people work together. The Steering Committee will assign specific tasks based on the report of the Ministry of Labor, War Invalids and Social Affairs. In localities, Party secretaries at all levels will directly lead and direct. Press and media agencies will develop and implement plans and promote communication on this content.
The Prime Minister proposed launching a 450-day and night peak emulation movement to complete the elimination of temporary and dilapidated houses for people nationwide; emphasizing that with high determination, great efforts, drastic actions, focus, and finishing each task, clearly assigning people, tasks, time, responsibilities, and products, we are determined to complete the elimination of temporary and dilapidated houses for people nationwide by December 31, 2025 at the latest...
