BHG - Tuyen Quang - Ha Giang Expressway Project, Phase 1 (Project) is very important to our province. Because this is the first expressway project implemented in the province. Right from the implementation of the project procedures, with the attention and drastic direction of the provincial leaders, the synchronous coordination of departments, branches, and localities; especially the consensus of the people, up to now, the preparation steps have been basically completed, ready for the Project Groundbreaking Ceremony scheduled for early April.
This is a group A transport project and was assigned by the Prime Minister to the People's Committee of Ha Giang province as the competent authority for approval; the Provincial People's Council approved the investment policy in Resolution No. 06, dated March 22, 2022. The investment scope for the section through Ha Giang province has a total length of about 27,480 km. The starting point of the route is at the end of Vinh Tuy bridge over Lo river; the end point of the route is at km 244+350, National Highway 2, the intersection of National Highway 2 with Provincial Road 177, Tan Quang commune (Bac Quang).

The project is assigned to the Ha Giang Provincial Traffic Construction Investment Project Management Board (Project Management Board) as the investor, with a total investment of nearly 3,200 billion VND; project implementation period from 2022 - 2025; site clearance according to the scope of the completed highway construction; total land area to be recovered is over 315 hectares. Up to now, the project has been approved for the survey task, marking of site clearance, road boundary markers and cost estimates for the feasibility study report preparation step; approved the plan for selecting contractors for bidding packages; approved the task and cost estimates for surveying and preparing environmental impact assessment reports...
Comrade Le Tien Dung, Deputy Director of the Project Management Board, said: The Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section through Ha Giang province, is a large-scale project with complex technical standards, implemented for the first time in our province. Under the strong and regular direction of the provincial leaders, the support and close coordination of departments, branches and the Bac Quang district government, up to now, the Project Management Board has basically completed the investment preparation work, specifically: Construction package No. 03-XL, section Km0-Km12+500, has been posted on the national bidding network, and the bid will be opened on March 26, 2023. The Project Management Board has also actively coordinated with Bac Quang district and communes in the project area to resolutely implement compensation and resettlement support work. Up to now, 89/129 graves on the route have been relocated; After completing the inventory of Quang Minh commune, the inventory of the route section belonging to Vinh Tuy town, Vinh Hao commune and Hung An commune is being conducted to set the price and establish a compensation plan for site clearance according to regulations. In particular, the area where the groundbreaking ceremony is expected to take place has been handed over by Bac Quang district to the project management board. With the above results, by the time after the opening date of the construction package bid, the project basically meets the conditions to start construction according to regulations.
To implement the project, with the land acquisition area of up to 315 hectares, mainly agricultural, forestry and fishery land, which is the main source of livelihood for people in the project area, compensation and resettlement support is one of the difficult contents. Thanks to the coordination between the project management board and the Party Committee, the government of Bac Quang district and the communes, especially the consensus of the people, up to now, Bac Quang district has handed over the site to the project management board to organize the groundbreaking ceremony.

Comrade Phung Viet Vinh, Chairman of the People's Committee of Bac Quang district, said: To implement the Project, the district has established a Steering Committee headed by the Secretary of the District Party Committee, with members from functional departments and offices. The Steering Committee has assigned specific tasks to each member, to handle specific tasks, and within specific timeframes. In a short time, to have a site for the Project Groundbreaking Ceremony, the People's Committee of Bac Quang district has issued a Decision on land recovery and a Decision approving the value of compensation and support when the State recovers land at the location to hold the Groundbreaking Ceremony of the Tuyen Quang - Ha Giang Expressway Project (phase 1), through Ha Giang province, in Quang Minh commune. The Compensation, Support and Resettlement Council has actively coordinated with the investor and the People's Committee of Quang Minh commune to publicize the Decision on land recovery; The decision to approve the compensation value and pay compensation and support for 11 households and individuals at the groundbreaking ceremony location is nearly 1 billion 700 million VND, 100% of households agreed to receive money and hand over the site.
Comrade Nguyen Thanh Chung, Secretary of the Quang Minh Commune Party Committee, said: In Quang Minh Commune, there are 254 households subject to land acquisition with over 80 hectares. In order for the Project to be implemented smoothly, the Commune has established a Steering Committee, established 4 working groups to regularly go to the grassroots to propagate and mobilize people; at the same time, patrol and control to prevent illegal tree planting and construction on the area that has been counted and must be acquired, to avoid complications for compensation and support work later.
Mr. Nguyen Xuan Giang's family, Quang Tien village, Quang Minh commune, has 1,100 square meters of forest land and 963 square meters of rice fields that were recovered by the State to serve the Project's groundbreaking ceremony and was paid 230 million VND in land compensation and job conversion support. Mr. Giang happily said: I and the people whose land was recovered for the Project are very happy to have a big road running through here. Therefore, right after the State's land recovery policy was announced; the commune and village held a meeting to announce, my family agreed, complied and received the money.
The Tuyen Quang – Ha Giang Expressway Project (Phase 1) upon completion will create an economic development corridor from Hanoi Capital along the Noi Bai – Lao Cai Expressway, connecting Tuyen Quang – Phu Tho Expressway to Thanh Thuy International Border Gate; meeting the increasing demand for travel and freight transport, resolving bottlenecks in regional and intra-regional connectivity between the two provinces of Tuyen Quang and Ha Giang; especially important in socio-economic development, ensuring national defense and security and comprehensive strategic cooperation between Vietnam and China.
