On the morning of October 31, the Ministry of Education and Training held a conference to review the organization of high school graduation exams for the 2020-2024 period and preparations for the exam from 2025.

According to Mr. Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training), from 2020, the high school graduation exam will be increasingly improved in terms of technology to make the exam organization better and better.

However, the unevenness of exam questions between years and between subjects (natural sciences and social sciences) has led to high score inflation.

The fact that schools use many early admission methods has narrowed the admission quota based on high school graduation exam scores. Many students with high exam scores still fail to pass their favorite exams, creating a negative social psychology for thousands of candidates and their parents.

During the organization of the exam, there were some local shortcomings in the printing and copying of exam papers and invigilation, which were promptly handled to ensure the rights of candidates.

According to Mr. Chuong, the exam achieved all three goals: accurate and objective exam results, meeting the requirements for high school graduation recognition; analyzing and comparing exam results data nationwide and in each locality to have solutions to adjust local education management to improve teaching and learning quality.

"The exam results are reliable and are used by most schools (including highly attractive and competitive schools) as a basis for admission according to the spirit of autonomy stipulated in the Law on Education along with a number of other admission methods," said Mr. Chuong.

New format exam structure

Regarding the orientation of organizing exams and considering recognition of high school graduation from 2025, Director Huynh Van Chuong said that the purpose of organizing, candidates, exam format, exam time, and basic decentralization are similar to the 2020-2024 period.

The implementation roadmap for the 2025-2030 period will maintain the paper-based exam method. Step by step, pilot and prepare for the high school graduation exam on computers. The Ministry will soon develop a plan and conditions for piloting computer-based exams from 2027.

It is expected that all candidates can register online, including independent candidates. In addition to the two subjects of math and literature, candidates can register for two more subjects from the subjects they studied in grade 12.

Notably, regarding the arrangement of examination rooms, candidates are arranged in only one examination room during all examination sessions of the exam.

According to the new exam plan, the exam content is expected to closely follow the 2018 general education program, mainly grade 12.

New format exam structure, increased differentiation to facilitate admissions.

"Building an open question bank; testing the question bank on computers, in addition to analyzing and evaluating the questions, is an important step to perfect the process and prepare the necessary conditions for organizing the exam on computers," said Mr. Chuong.

Each candidate takes 4 subjects, including 2 compulsory subjects: literature and math, and 2 subjects that candidates choose from the remaining subjects studied in grade 12 (forming 36 subject combinations).

Graduation recognition: using exam scores and 3-year assessment results in a 50-50 ratio; graduation recognition method: combining exam results and assessment results.

Exemption from foreign language exam but not converted to 10 points

Regarding foreign language exam exemption, it is expected that candidates will still be able to use foreign language certificates to be exempted from the exam, but it will not be converted into 10 points in the graduation recognition consideration.

At the conference, the Ministry of Education and Training also raised the issue of incentive points to solicit opinions. Accordingly, vocational certificate points will not be added because the new general education program no longer regulates vocational education activities like the old program.

No points will be added for IT certificates, foreign languages, and intermediate degrees for candidates in continuing education because the new high school continuing education program is equivalent to the current high school general education program.

Continuing education students after completing this program will take the same high school graduation exam as high school students and have the same output standards and requirements of the program.
