Presenting the plan to arrange and establish Hue city under the Central Government, Minister of Home Affairs Pham Thi Thanh Tra said that the plan to establish Hue city under the Central Government is based on the original status of 4,947.11km2 of natural area and population of 1,236,393 people of Thua Thien - Hue province.
At the same time as establishing Hue city under the Central Government, 2 districts (Phu Xuan, Thuan Hoa) under Hue city under the Central Government were established on the basis of the existing Hue city; Phong Dien town was established on the basis of the original status of Phong Dien district; Nam Dong district was merged with Phu Loc district to establish the new Phu Loc district; 11 wards, 1 town and 1 commune were established on the basis of arranging 21 commune-level administrative units (2 wards, 1 town, 18 communes).
According to the Project, after the arrangement, Hue city under the central government has 4,947.11 km2 of natural area and a population of 1,236,393 people; has 9 district-level administrative units, including: 2 districts, 3 towns, 4 counties (the number of district-level administrative units remains unchanged but there is a reduction of 1 city, 2 districts and an increase of 2 districts, 1 town); has 133 commune-level administrative units, including: 78 communes, 48 wards, 7 towns (8 commune-level administrative units are reduced, of which 17 communes are reduced and 9 wards are increased); urbanization rate is 63.02% (779,207 people/1,236,393 people).
The project also shows the viewpoint that the construction of the project to establish Hue city directly under the Central Government has a particularly important political significance, clearly demonstrating the will, aspiration and consensus of the people; creating motivation for Thua Thien - Hue to develop rapidly and sustainably, contributing to the realization of Resolution No. 54-NQ/TU dated December 10, 2019 of the Politburo on building and developing Thua Thien - Hue province to 2030, with a vision to 2045, while creating a driving force for regional socio-economic development and contributing to the development of the country in the new period.
In the review report, Chairman of the National Assembly's Law Committee Hoang Thanh Tung said that the Standing Committee of the Committee agreed with the Government's proposal on the establishment of Hue City under the Central Government and related contents. Since the Project includes both contents under the National Assembly's decision-making authority (the establishment of a city under the Central Government) and contents under the National Assembly's Standing Committee's decision-making authority (the establishment of districts, towns and the arrangement and establishment of administrative units at the district and commune levels), the Law Committee therefore proposed that it should be considered and resolved in a comprehensive, synchronous and unified manner, ensuring compliance with the prescribed processes and procedures.
During the meeting, members of the National Assembly Standing Committee expressed their high approval for the necessity of establishing Hue City under the Central Government. At the same time, they emphasized the need to pay attention to determining a suitable urban government organization model; transforming the social-professional structure; improving the quality of life of urban residents with the highest goal of improving the quality of life of the people on par with major cities in the country.
According to National Assembly Chairman Tran Thanh Man, the Project needs to clarify the need to continue improving the quality of life of urban residents; build a "bright, green, clean, beautiful" urban area so that Hue can truly be a friendly tourist city; build a streamlined, effective and efficient government apparatus and staff from the city to the grassroots, and resolutely carry out assigned political tasks...
The National Assembly Standing Committee also noted the work of arranging and perfecting the organizational apparatus, arranging and reorganizing the staff, civil servants, public employees, non-professional workers, and the plan to resolve headquarters and public assets at administrative units implementing the arrangement of Thua Thien - Hue province.
At the meeting, 100% of the members of the National Assembly Standing Committee voted to approve in principle the contents related to the arrangement and establishment of district and commune-level administrative units in Thua Thien - Hue province.
The National Assembly Standing Committee also agreed to submit to the National Assembly for consideration the project to establish Hue city under the Central Government at the 8th Session. Immediately after the National Assembly considers and approves the Resolution to establish Hue city under the Central Government, the National Assembly Standing Committee will issue a Resolution to establish districts, towns and arrange district-level and commune-level administrative units of Hue city under the Central Government as proposed in the Project and approved in principle by the National Assembly Standing Committee at this session, without having to hold a meeting to review it to ensure it takes effect at the same time as the Resolution of the National Assembly (January 1, 2025).
