The Standing Committee of the Provincial Party Committee gave opinions on the contents submitted to the Special Session of the Provincial People's Council.

On the morning of February 12, the Standing Committee of the Provincial Party Committee held a conference to give opinions on the preparations for the 23rd Session (Special Session) of the 19th Provincial People's Council, term 2021-2026. Attending the conference were comrade Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation; representatives of the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; representatives of relevant departments, branches and units.

On behalf of the Standing Committee of the Provincial People's Council, Comrade Dang Thanh Son, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council reported on the organization of the 23rd Session (Special Session) of the 19th Provincial People's Council, term 2021-2026. Accordingly, the session is scheduled to be held on February 19, at the Provincial People's Committee Hall, lasting for half a day. The session will consider, discuss and decide on a number of contents under the authority of the Provincial People's Council submitted by the Provincial People's Committee, including: Submission and draft Resolution on stipulating policies to support cadres, civil servants, public employees and workers who retire after restructuring the apparatus of the political system; Submission and draft Resolution on the establishment and reorganization of specialized agencies under the People's Committee of Ha Nam province; Submission and draft Resolution on adjusting the civil servant payroll in Resolution No. 83/NQ-HDND dated December 6, 2024 of the Provincial People's Council on assigning civil servant payroll in state administrative agencies; approving the total number of employees receiving salaries from the state budget in public service units and mass organizations assigned by the Party and the State in 2025; Submission and draft Resolution on assigning the number of commune-level cadres and civil servants and the number of non-professional workers at the commune level in Ha Nam province in 2025; Submission and draft Resolution on adjusting socio-economic targets of Ha Nam province in 2025; Submission and draft Resolution on adjusting the medium-term public investment plan for the period 2021-2025 of Ha Nam province; Submission and draft Resolution on adjusting the public investment plan for 2025 (2nd time). Submission and draft Resolution allowing competent authorities to decide on investment policies for projects implemented over two consecutive medium-term public investment plans not exceeding 50% of the capital of the medium-term public investment plan for the period 2021-2025 from local budget capital managed by the provincial level. Submission and draft Resolution amending and supplementing regulations on decentralization of revenue sources, expenditure tasks and percentage (%) of revenue sharing between budgets of local authorities at all levels of Ha Nam province issued together with Resolution No. 10/2021/NQ-HDND dated October 14, 2021. Submission and draft Resolution on funding support for 2025 for Udomxay province, Lao People's Democratic Republic. Submission and draft Resolution on funding support at the provincial level to implement the Project of building the Ha Nam Provincial Police Headquarters at a new location.

Comrade Dang Thanh Son, member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council presented a report on the content to request comments from the Provincial Party Committee Standing Committee.

On behalf of the Provincial Party Committee, Comrade Nguyen Anh Chuc, Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, reported to the Standing Committee of the Provincial Party Committee for opinions on the contents within his authority to prepare for the organization of the 2025 thematic session (23rd session) of the 19th Provincial People's Council. In the report for opinions from the Standing Committee of the Provincial Party Committee, for each submission and draft resolution, the representative of the Provincial Party Committee clearly stated the basis for the proposal and the main content of each resolution.

At the conference, representatives of functional departments and branches also clarified the subjects of application, support policies, funding sources for implementation, and the time of application of the support regime for people who retire early or quit their jobs due to the reorganization of the political system in the spirit of Resolution 18 of the Central Committee; clarified the ability to complete and the feasibility of implementing the adjusted targets on socio-economic development tasks in 2025, especially the targets on economic growth; on projects allocated to the medium-term public investment plan for the period 2021-2025 and the public investment plan for 2025 (2nd time)...

Concluding the conference, on behalf of the Standing Committee of the Provincial Party Committee, the Standing Deputy Secretary of the Provincial Party Committee Dinh Thi Lua agreed on the time and venue of the 23rd Session (special session) of the 19th Provincial People's Council, term 2021-2026 as reported by the Standing Committee of the Provincial People's Council. Regarding the content of the session, the Standing Committee of the Provincial Party Committee also agreed on the policy and agreed to issue resolutions according to the Submission of the Provincial People's Committee. The Standing Deputy Secretary of the Provincial Party Committee requested the Provincial People's Committee Party Committee to direct the Provincial People's Committee to lead relevant agencies to coordinate with the Committees of the Provincial People's Council to complete the documents and procedures, ensuring the success of the session.
