In October 2023, the Government will submit a comprehensive salary reform plan.
Speaking at the discussion hall on the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023, delegate Vu Thi Luu Mai (National Assembly Delegation of Hanoi City) expressed her interest in an issue that is not new but is of interest to the people, which is the salary policy for cadres, civil servants and public employees.
According to the delegate, next October, if permitted by the competent authority, the Government will submit to the National Assembly a plan for comprehensive salary reform according to Resolution 27-NQ/TW of the Politburo.
The delegate emphasized that wage policy is an extremely important policy. A correct wage policy has the impact of promoting economic development. On the contrary, an unreasonable wage policy will be a barrier to social progress.
Delegate Vu Thi Luu Mai said that over the years, the Party and the State have always paid attention to people's lives. Up to now, we have undergone four salary reforms. However, there is an undeniable reality that the current salary level of officials and civil servants is quite low.

"So where are we on the world income map?", the delegate raised the issue and said that it would be lame to compare with developed countries. However, just comparing with countries in the region will show a not small gap.
According to the delegate, a new graduate has an income of more than 3.4 million VND, the average salary of a civil servant is around 10 million VND. If converted to Vietnamese currency, a civil servant in Thailand has an income of more than 56 million VND, Malaysia is 29 million VND, Cambodia is 17 million VND...
In terms of political basis, the delegate said that Resolution 27-NQ-CP of the Politburo has set out a very specific reform roadmap. However, up to now, we have missed the deadline for 3 years. For 3 consecutive years, the Government has proposed to postpone the salary reform. The reason is that we need to focus resources on development investment and the economic recovery program, which is the right policy.
However, after more than 2 years of implementation, although the Government has strongly urged, the Ministry of Planning and Investment and the Ministry of Finance have also urged, there are still more than 14,000 billion VND of economic recovery program capital that cannot be allocated, and more than 429,000 billion VND of medium-term public investment plan capital that has not been assigned.
"Thus, while our country is implementing austerity policies to invest in development, a part of resources are still not being effectively utilized in the economy. This is regrettable," the delegate expressed.
Salary reform must be fundamentally and substantially changed.
According to delegate Vu Thi Luu Mai, one thing voters are interested in is how much the salary reform will increase. At the moment, no information can be considered accurate because the Government will submit it to the National Assembly for consideration and decision. However, a fundamental change is needed, not just a formality.
Delegates said that there was a proposal to increase the salary by 21-22%. However, at this rate, a person with a salary of 10 million would only get an additional 2.1 million VND. Meanwhile, Resolution 27-NQ/TW of the Politburo sets a very clear goal, which is that salary must truly be the main source of income. Salary policy must ensure international integration.
According to the delegate, the competition to attract high-quality human resources is fierce, especially in countries with aging populations. Without a reasonable policy, we may "lose at home" in attracting high-quality human resources.
Regarding the proposal, delegate Vu Thi Luu Mai proposed to strictly implement the regulations in Resolution 27-NQ/TW, according to which every year it is necessary to reserve 50% of the increase in estimated revenue, 70% of the increase in actual budget revenue of local budgets, and 40% of the increase in central budget revenue for salary reform.
Second, it is necessary to comply with the order of priority in allocating revenue sources. Accordingly, the law clearly stipulates the priority for salary policy before considering investment projects. In 2022, our country's revenue will increase quite significantly, the central budget is 195,000 billion VND, the local budget is 208,000 billion VND, the amount transferred for salary reform is 260,000 billion VND. In this resource, priority must be given to have adequate resources for salary reform policy.
Third, we need to truly consider salary payment as a form of investment, investment in people, investment in the future.
Delegate Vu Thi Luu Mai emphasized: Only when we have a commensurate level of investment will it bring about practical results. Our country does not lack talented people, does not lack dedicated people who want to contribute right in their own country, but we really need a strong enough policy to create motivation and confidence for workers.
