Prime Minister: Review and remove 'bottlenecks' in preschool education development

On the morning of April 4, at the Government Headquarters, Prime Minister Pham Minh Chinh, Chairman of the National Committee for Education and Training Innovation (Committee) chaired the Committee's meeting on "Innovation and development of preschool education to 2030, vision to 2045".

Attending the conference were Deputy Prime Minister Tran Hong Ha, Vice Chairman of the Committee; former Vice President, President of the Vietnam Association for Promoting Education Nguyen Thi Doan; leaders of central ministries, departments and branches; leaders of several provinces and centrally run cities; and members of the Committee.

The meeting enthusiastically discussed the report on “Innovation and development of preschool education to 2030, vision to 2045”. Delegates analyzed the position and role of preschool education; the development of preschool education in recent times; bottlenecks; causes of limitations and weaknesses, etc.

Accordingly, leaders of ministries, sectors and localities believe that preschool education plays a particularly important role in the national education system and in the strategy for human resource development and human development in Vietnam. In recent years, the Party and the State have issued many policies and guidelines on education and training development, including preschool education. Thanks to that, preschool education has achieved remarkable results.

Every year, over 5.3 million preschool children are nurtured, cared for and educated at more than 15,000 preschools and nearly 16,000 independent facilities; nationwide, 56.9% of preschools meet national standards, the rate of solid classrooms reaches 82.2%...

The successful implementation of the goal of universalizing preschool education for 5-year-old children has created a mechanism and motivation to promote the development of preschool education, gradually meeting the needs of nurturing, caring for and educating children. However, there is still a shortage of schools, teachers and teaching equipment.

Faced with the needs of national development in the new period, preschool education needs to be innovated to meet the requirements. The goal is to universalize preschool education for children from 3 to 5 years old; innovate the content of preschool education programs; especially the mechanism for mobilizing resources and conditions to innovate and develop preschool education...

Highly appreciating and basically agreeing with the reports and opinions of the Committee members, leaders of ministries, branches and localities; concluding the meeting, Prime Minister Pham Minh Chinh pointed out that education and training is determined by the Party and State as a top national policy, the cause of the entire Party, the entire political system and the entire people.

Citing President Ho Chi Minh's teaching "For the benefit of ten years, we must plant trees, for the benefit of a hundred years, we must cultivate people", the Prime Minister emphasized that investing in education is investing in development; it is necessary to fundamentally and comprehensively innovate education and training, including preschool education, realizing the Party and State's policies on education and training development, in accordance with the requirements of the period of industrialization and modernization of the country.

Education and training innovation must aim at comprehensive training and development of Vietnamese people; be consistent with the development trend of the times; be consistent with the conditions and circumstances of the country; innovate preschool education, specifically for children from 3 to 5 years old; innovate resource mobilization, taking public-private partnership as the main approach to developing education and training.

With the requirement to handle and resolve bottlenecks, limitations in human resources, facilities and inequality in education and training, especially in remote, border and island areas, Prime Minister Pham Minh Chinh requested to review and have policies and mechanisms to mobilize all resources for preschool education, especially policies on taxes, land access, credit; mechanisms and policies to mobilize human resources and improve the quality of human resources in preschool education, etc.

The Prime Minister assigned the Ministry of Education and Training to absorb the opinions of the Committee members; continue to complete reports and submissions to competent authorities to issue appropriate documents on innovation and development of preschool education, clearly stating the content, authority, and responsibilities, in accordance with the policies of the Party and State, legal regulations, close to the actual situation and removing bottlenecks and obstacles in the development of preschool education.

Ministries, branches and localities coordinate with the Ministry of Education and Training to complete, in the spirit of "what is ripe, clear, proven by practice to be correct, effective, and agreed by the majority, then continue to implement; what has no regulations or exceeds regulations, then boldly pilot, learn from experience while doing, gradually expand, not perfectionist but not hasty".
