TPO – The Ho Chi Minh City – Moc Bai Expressway Construction Project (Phase 1) is over 51km long with 4 lanes, with a total investment of over 19,600 billion VND. The investment preparation and implementation period for the project is from 2024 to 2027.
On August 2, the Prime Minister issued a decision approving the investment policy for the Ho Chi Minh City - Moc Bai expressway construction project (phase 1).
Accordingly, this expressway has a total length of about 51km, the starting point connects with Ho Chi Minh City Ring Road 3 (section passing through Cu Chi district), the end point intersects with National Highway 22 (about Km53+850) in Ben Cau district, Tay Ninh province.
In terms of scale, the project is invested and built according to expressway standards, with a design speed of 120 km/h and a cross-section of 4 lanes. At the same time, the project also builds works on the route, an intelligent traffic system, a toll collection system, etc. to ensure synchronization and efficiency, according to current standards and regulations.

The project has a total investment of more than 19,600 billion VND, expected to be implemented under the public-private partnership (PPP) method, BOT contract type (Build - Operate - Transfer).
The capital portion that the investor and the PPP project enterprise are responsible for arranging is approximately more than VND 9,940 billion, of which the investor's equity is nearly VND 1,500 billion, accounting for 15% of the total project investment as prescribed.
The State capital participating in the project is about more than 9,670 billion VND, of which the central budget is more than 2,870 billion VND and the local budget (HCMC budget) is more than 6,800 billion VND.
Regarding implementation, the Ho Chi Minh City People's Committee shall preside over and coordinate with relevant agencies to organize the preparation of feasibility study reports for component project 1, component project 2 and component project 3; carry out procedures for appraisal and approval of component projects; organize project implementation in accordance with approved regulations and relevant legal provisions.
Tay Ninh Provincial People's Committee organizes the preparation of the feasibility study report of component project 4, and implements the procedures for appraisal and approval of Component Project 4 according to legal regulations.
The Ho Chi Minh City – Moc Bai Expressway construction project aims to meet transportation needs, reduce traffic load and ensure traffic safety on National Highway 22; complete and put into operation synchronous belt roads with large capacity, traffic safety and high speed on the Ho Chi Minh City – Tay Ninh transport corridor; develop the industrial – urban chain Moc Bai – Ho Chi Minh City – Cai Mep Port – Thi Vai associated with the Trans-Asia economic corridor.
In addition, the project also helps promote the socio-economic development of Ho Chi Minh City and Tay Ninh in particular and the provinces of the Southeast region in general; creating a driving force for linkage, promoting cooperation and development of the Southeast region with the Mekong Delta, the Central Highlands and the South Central region...
