Forecasting that in the coming time, the domestic economy and the agricultural sector may continue to face difficulties and challenges, Prime Minister Pham Minh Chinh requested ministers, heads of sectors and chairmen of provincial and municipal People's Committees to focus on directing a number of tasks.
At the request of the head of the Government, units and localities must resolutely implement strong measures to prevent and put an end to the situation of Vietnamese fishing vessels and fishermen illegally exploiting seafood in foreign waters. Organizations and individuals who deliberately violate will be strictly punished.
The task of strengthening patrols, control and prevention of violations is assigned by the head of the Government to the Ministry of National Defense to preside over and coordinate with the Ministry of Agriculture and Rural Development and other ministries, branches and localities to implement.
The Ministry of Public Security is assigned to direct the investigation, consolidate records, and prosecute organizations and individuals who act as brokers and liaisons to send fishing vessels and fishermen to illegally exploit seafood in foreign waters.
Notably, Prime Minister Pham Minh Chinh criticized the provinces of Binh Dinh, Khanh Hoa, Binh Thuan, and Kien Giang for continuing to allow local fishing boats to violate foreign waters since the beginning of 2023.
The head of the Government requested that provinces conduct serious reviews and clearly identify the responsibilities of local leaders and relevant units. This content must be reported to the Prime Minister before May 15.
In addition, the Prime Minister directed the Ministry of Agriculture and Rural Development to preside over and coordinate the implementation of measures to control and thoroughly prevent the import of illegally exploited aquatic products, especially imports by container ships, according to the EC's recommendations.
Leaders of coastal localities need to direct strict control of fishing vessels entering and leaving ports, monitor the output of aquatic products unloaded through ports, and comply with regulations on confirmation, certification and traceability of aquatic products.
To promote production and consumption of agricultural products, Prime Minister Pham Minh Chinh directed to urgently complete and submit a Decree amending and supplementing the mechanism to encourage enterprises to invest in agriculture and rural areas.
Drastically cut down on unnecessary administrative procedures in the agricultural sector, create a favorable environment to promote business development in agriculture, and attract businesses to invest in agricultural development.
