On the afternoon of April 19, at the Government headquarters, Prime Minister Pham Minh Chinh received Chinese Minister of Justice Ha Vinh and a delegation of the Chinese Ministry of Justice visiting and working in Vietnam.
Welcoming and appreciating the significance of the first visit to Vietnam by a Chinese Minister of Justice, Prime Minister Pham Minh Chinh said that the visit contributes to concretizing the agreements reached by the two countries' senior leaders, especially during the visit to China by General Secretary Nguyen Phu Trong in October - November 2022 and the visit to Vietnam by General Secretary and President of China Xi Jinping in December 2023; continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, building a Community of Shared Future between Vietnam and China of strategic significance, bringing the relationship between the two Parties and the two countries into a new stage.
Through Minister Ha Vinh, the Prime Minister sent greetings and best wishes from General Secretary Nguyen Phu Trong and key Vietnamese leaders to General Secretary and President Xi Jinping and key Chinese leaders. The Prime Minister congratulated China on the important achievements it has made in recent times.
Thanking Prime Minister Pham Minh Chinh for taking the time to receive the delegation, Minister Ha Vinh expressed his joy at witnessing Vietnam's great achievements in rapid socio-economic development and the joy and happiness of its people; and highly appreciated Vietnam's rich achievements in building a socialist rule-of-law state.
Prime Minister Pham Minh Chinh and Minister Ha Vinh were pleased to note that in recent years, the friendly neighborly relationship and comprehensive strategic cooperative partnership between Vietnam and China has maintained a positive development trend and achieved many important results.
The two sides' issuance of the "Joint Statement on Continuing to Deepen and Enhance the Comprehensive Strategic Cooperative Partnership and Building a Vietnam-China Community of Shared Future", according to Minister Ha Vinh, has strategic significance, is an important historical milestone, and is an important orientation and driving force to bring the relationship between the two Parties and two countries into a new historical period, developing healthily, stably, and long-term; emphasizing the importance of consolidating and enhancing cooperation between the two countries in the fields of law and justice, especially in the context that both countries are promoting the building of a socialist rule-of-law state.
The Chinese Minister of Justice announced the results of his visit and work with Vietnamese ministries, branches and agencies, continuing to contribute to the implementation of the agreements reached by senior leaders of the two countries' Parties and States.
Notably, Minister Ha Vinh said that he had just had a very successful meeting with the Vietnamese Minister of Justice, where the two sides agreed to exchange experiences in law-making, checking legal documents and organizing law enforcement; exchanging experiences in: disseminating and educating the law; mediation at the grassroots level; legal aid; managing lawyers and notaries; handling administrative violations; reforming the law, building a rule-of-law state...
Providing information about Vietnam's outstanding achievements in nearly 40 years of renovation, the country's fundamental factors and fundamental development guidelines, foreign policy and defense policy, the Prime Minister affirmed that Vietnam considers developing a stable, healthy, sustainable and long-term relationship with China a consistent and continuous policy, an objective requirement, a strategic choice and a top priority in Vietnam's overall foreign policy.
The Vietnamese Government always pays attention to, supports and creates conditions for promoting legal and judicial cooperation between the two ministries and justice sectors of Vietnam and China.
The Prime Minister requested the Ministries of Justice of the two countries to effectively implement the signed Memorandum of Understanding on Cooperation, continue to promote more practical, effective and in-depth cooperation activities in the coming time, with higher political trust, closer cooperation, more experience sharing, better management and operation efficiency, and review the work done to promote more substantive cooperation.
In particular, focusing on the fields of building and perfecting the rule of law state, building and perfecting the law; promoting cooperation in training high-quality human resources; cooperating in judicial assistance according to bilateral and multilateral international treaties to which the two countries are members...
The Prime Minister proposed promoting judicial cooperation between localities of the two countries, especially those in border areas; highly appreciated the preparation for the organization of the first Judicial Conference of Border Provinces in China in 2025.
Minister Ha Vinh highly agreed with the opinions of Prime Minister Pham Minh Chinh and affirmed that he will continue to work with the Vietnamese Ministry of Justice to promote increasingly substantive and effective cooperation activities according to the agreements reached by the two countries' senior leaders, including the contents that Prime Minister Pham Minh Chinh commented on.
Through Minister Ha Vinh, Prime Minister Pham Minh Chinh sent his regards and congratulations to Chinese Premier Li Qiang, believing that China will continue to achieve even greater achievements in socio-economic development in 2024 and the following period.
