
On the morning of April 13, in Da Bac district, Hoa Binh province, Politburo member, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, launched a national emulation movement to join hands to eliminate temporary and dilapidated houses nationwide in 2025.
Immediately afterwards, the Prime Minister and delegates visited, encouraged, presented gifts, and attended the groundbreaking ceremony for new houses for a number of disadvantaged households in Da Bac district, and inspected the implementation of the movement to eliminate temporary and dilapidated houses in practice.
The launching ceremony was organized by the Central Emulation and Reward Council and the Presidium of the Central Committee of the Vietnam Fatherland Front in a direct and online format from the main bridge in Da Bac district, Hoa Binh province with the bridge points of 63 provinces and centrally-run cities.
Also attending the launching ceremony were Party Central Committee member, Acting President Vo Thi Anh Xuan, First Vice President of the Central Emulation and Reward Council; Party Central Committee Secretary, President of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Vice President of the Central Emulation and Reward Council; leaders of the Party, State, and Vietnam Fatherland Front; leaders of central departments, ministries, and branches; leaders of centrally-run provinces and cities; organizations, businesses, and sponsors nationwide.

This is an important event of profound humanistic significance in the atmosphere of the whole country competing enthusiastically towards the 49th anniversary of the Liberation of the South, National Reunification and the 70th anniversary of the Dien Bien Phu victory "famous in five continents, shaking the earth".
In recent times, with many specific housing support programs and projects, especially the 3 National Target Programs, from 2011 to present, the state budget and socialization have supported the construction and repair of houses for 820,000 households of meritorious people and poor households nationwide; the Vietnam Fatherland Front at all levels has supported the construction of solidarity houses for 670,000 poor households and households in difficult circumstances.
Currently, according to the review of ministries, branches and localities, the number of poor and near-poor households in need of housing support is over 315,000 households; localities are making efforts to support housing for about 145,000 poor and near-poor households by the end of 2025 (according to the housing support program for poor and near-poor households in poor districts and housing support for poor households in ethnic minority and mountainous areas under 3 National Target Programs).

At the meeting of the Central Emulation and Reward Council on August 10, 2023, the Central Emulation and Reward Council decided to launch a national emulation movement to join hands to "eliminate temporary and dilapidated houses" in 2025, followed by urgent preparations by the Central Committee of the Vietnam Fatherland Front, the Central Emulation and Reward Council, and ministries, branches and localities.
Building and repairing 170,000 houses for poor and near-poor households
Speaking at the launching ceremony, Prime Minister Pham Minh Chinh emphasized that 76 years after President Ho Chi Minh issued the Call for Patriotic Emulation (June 11, 1948), our country has been launching many emulation movements in all fields, creating great material and spiritual strength, encouraging people nationwide, arousing patriotism, self-reliance, effectively mobilizing human resources, wealth, and the strength of the people to overcome all difficulties, challenges, and hardships, creating glorious victories for the Vietnamese revolution in the cause of building and defending the socialist Vietnamese Fatherland. Patriotic emulation has become a precious tradition, a priceless asset, a cultural beauty imbued with the identity of the Vietnamese people.
In recent times, under the leadership of the Party, the drastic participation of the entire political system, the active participation and consensus of the people and businesses, and the support and assistance of international friends, Vietnam has achieved great and historic achievements, as assessed by General Secretary Nguyen Phu Trong: "With all modesty, we can still say that: Our country has never had such a foundation, potential, position and international prestige as today".

Vietnam has become a model for hunger eradication, poverty reduction, implementation of the Millennium Development Goals, national development, restoration and healing of war wounds. It has always paid special attention and had many policies and strategies to support the poor, vulnerable groups, and socio-economic development in disadvantaged areas, remote areas, border areas, islands, and ethnic minority areas; tens of millions of poor households have escaped poverty, many households have an average or well-off life; many poor areas have escaped from poverty, some areas have met new rural standards. Vietnam has completed the United Nations Millennium Development Goals on hunger eradication and poverty reduction early, and is considered by the international community as a bright spot in poverty reduction in the world.
According to the Prime Minister, the above results are of great significance, affirming the high will and determination of the entire Party, the entire political system, the entire army and the entire people in the cause of hunger eradication and poverty reduction, demonstrating the superiority and good nature of our regime, not sacrificing fairness, social progress, not sacrificing social security, not sacrificing the environment to pursue mere growth.
The Prime Minister emphasized that supporting housing for meritorious families, poor households, and near-poor households is an especially important act, demonstrating the responsibility and morality of "Repaying gratitude" and "Love others as you love yourself", contributing to bringing warm homes to people affected by natural disasters, fires, climate change, the poor, and the disadvantaged so that no one is left behind.

In recent times, many localities have had creative ways, mobilizing large resources from the State and people to eliminate temporary and dilapidated houses for poor and near-poor households, such as Dien Bien province has eliminated 5,000 houses, Nghe An has eliminated over 5,600 houses; Central ministries, branches, and enterprises have actively pioneered in eliminating temporary and dilapidated houses, especially the Ministry of Public Security, the Ministry of National Defense, etc.
However, up to now, there are still about 170,000 poor and near-poor households that are not eligible for support, living in temporary and dilapidated houses. A part of the population still lacks essential infrastructure and basic social services such as clean water, electricity, media coverage, healthcare, education, etc.
The Prime Minister stated: Resolution No. 42-NQ/TW dated January 24, 2023, of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of national construction and defense in the new period, has set the goal by 2030 (the 100th anniversary of the Party's founding) to "completely eliminate temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change".
In order to concretize Resolution 42, with the goal of mobilizing the construction and repair of 170,000 houses for poor and near-poor households nationwide from now until the end of 2025, with the high determination of the Party, the State, the Vietnam Fatherland Front, the great efforts and drastic actions of the business community and people, the Prime Minister believes that the emulation movement of the whole country joining hands to "eliminate temporary and dilapidated houses" nationwide with profound and noble humanistic meaning will receive the positive response and support of organizations, individuals, the whole society, businesses and the whole people with the spirit of the whole people, comprehensive, joining hands for the poor.

After nearly 80 years of national independence, nearly 50 years of national unification and nearly 40 years of renovation, our country has achieved many great and historic achievements, clearly demonstrating the superiority of our regime with a multi-layered, comprehensive and comprehensive social security policy system, caring for and improving the material and spiritual life of the people, including housing, so most households have solid and safe houses.
However, there are still some poor households, negatively affected by natural disasters and climate change, living in simple, makeshift houses that are not safe or do not have any housing, concentrated in remote, disadvantaged, border, island and ethnic minority areas. Due to difficult economic conditions, poor households are not able to improve their housing.
"To support poor households with stable and safe housing, gradually improve their living standards, and contribute to sustainable poverty reduction, the entire political system, the entire society, and the entire population need to join hands and take concrete actions to completely resolve temporary and dilapidated housing for poor households, near-poor households, and people with housing difficulties so that all people can enjoy the fruits of independence and freedom, the fruits of the renovation process with the superiority of the socialist regime, and must pay the best attention and care to social policy issues for the people, as General Secretary Nguyen Phu Trong said in his closing speech at the 8th Central Conference of the 13th tenure," the Prime Minister stated.

No frills, no formality for a purpose
To create a vibrant competitive atmosphere and effectively implement the Movement to eliminate temporary and dilapidated houses, the Prime Minister requested all levels, sectors, localities, agencies, units, people and businesses nationwide to promote proactiveness, creativity, flexibility, and responsibility towards the social community, especially the poor, and focus on implementing the following key goals and tasks:
One goal: Strive to complete the task of eliminating temporary and dilapidated houses nationwide by 2025.
Two promotion: (1) Promoting the resources of the state, society, enterprises and the entire people; (2) Promoting the tradition, culture and fine quintessence of the nation in the spirit of mutual love and support "the whole help the torn", "the torn leaves help the more torn leaves" to have enough resources to successfully achieve the set goals.
Three guarantees: (1) Ensuring appropriate and effective regulations, mechanisms and policies to implement the program; (2) Ensuring that there are no formalities or embellishments, that the project must be of quality and target the right beneficiaries; 3) Ensuring effective use of resources, transparency, and fighting negativity, waste and corruption.
Regarding resource mobilization, resource diversification, comprehensive, widespread, and inclusive. The Central Government will allocate budget capital according to the Programs and projects to support housing for people, especially the 3 National Target Programs and housing support projects for poor and near-poor households. Ministries, branches, and localities will arrange and allocate sufficient capital for the programs according to the set plan.
" Calling on all citizens and businesses to contribute whatever they have, whoever has contributed, whoever has property, whoever has a lot, contributes a lot, whoever has a little, contributes a little, to create a movement and trend for the poor, for the movement to eliminate temporary and dilapidated houses," the Prime Minister said.


The Head of the Government requests the Central Committee of the Vietnam Fatherland Front, socio-political organizations, socio-professional organizations, social organizations, unions, business communities, organizations and individuals at home and abroad to actively participate, join hands, contribute and respond to the Movement to eliminate temporary and dilapidated houses in many different ways under the highest possible conditions. All relevant entities, contributing entities, each person and each organization, based on their functions and tasks, should promote their full capacity, enthusiasm, responsibility, initiative, creativity and flexibility to join hands and contribute to creating a widespread, substantive and effective movement to eliminate temporary and dilapidated houses.
Regarding implementation , central ministries, branches, Party committees, Party organizations, and local authorities focus on leading, directing, and effectively managing resources to achieve the goal of eliminating temporary and dilapidated houses for poor households; at the same time, synchronously deploy solutions to support people to have jobs, jobs, and livelihoods, not only to escape poverty but also to have a more prosperous and fulfilling life. Continue to review, evaluate, and effectively implement 03 National Target Programs, housing support projects for poor and near-poor households under the Program. Research and establish a Joint Fund to "eliminate temporary and dilapidated houses" nationwide; have appropriate and effective leadership and direction for implementation.
"I request ministries, branches, and local authorities, especially leaders, to promote the highest responsibility of setting an example, being a pioneer, being exemplary, daring to think, daring to do, daring to take responsibility for the common good, and to resolutely lead and direct in the spirit of "Cadres and Party members go first, the country follows". Carry out tasks proactively, positively, effectively, flexibly, without embellishment or formality, without waiting, relying on others, and without shirking responsibility", the Prime Minister emphasized.
Media and press agencies should do a good job of propaganda, creating social consensus for everyone to support, share, and share responsibility in caring for the material and spiritual lives of the people, especially the poor, the disadvantaged, those in difficult circumstances, those negatively affected by natural disasters and climate change, leaving no one behind. Press agencies, the Fatherland Front and mass organizations should promote the role of monitoring and social criticism of social security policies, eliminating temporary and dilapidated houses.

Received 337 billion VND in support to eliminate temporary and dilapidated houses
At the event, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, on behalf of the Presidium, sent an appeal to agencies, businesses, organizations, groups, individuals in the country and overseas Vietnamese to respond to the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses nationwide.
The Presidium of the Central Committee of the Vietnam Fatherland Front enthusiastically responded to the emulation campaign launched by the Prime Minister. With the message "A million loving hearts - A thousand happy homes"; earnestly calling on businesses, agencies, organizations, collectives, individuals, all walks of life, and overseas Vietnamese to join hands and contribute, those with money contribute money, those with merit contribute merit, those with little contribute little, those with much contribute much.
The general target is: Cadres, civil servants, public employees, soldiers of the armed forces, those receiving salaries from the state budget, each person contributes at least one day's salary each year; workers and laborers contribute at least one day's income each year; union members, youth, and teenagers save to help at least 50,000 VND; each household with an average or higher standard of living contributes at least 100,000 VND.
At the ceremony, many organizations, businesses and individuals responded to the movement with a total amount of support of 337 billion VND, enough to build 6,720 houses for households with housing difficulties. Of which, SOVICO Group Joint Stock Company supported 100 billion VND; Saigon - Thuong Tin Commercial Joint Stock Bank supported 100 billion VND...
The campaign committee decided to allocate the first phase, giving priority to 40 provinces with high poverty rates and a large number of temporary and dilapidated houses in need of support. Of these, 24 localities were supported with VND10 billion and 16 localities were supported with VND5 billion.
Prime Minister Pham Minh Chinh and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented VND10 billion to support the provinces of Hoa Binh, Lai Chau, Son La, Lao Cai, and Yen Bai each. At the same time, funding was also provided to support house construction for 100 households in Da Bac district, Hoa Binh province, each household receiving VND50 million.
Immediately after the launching ceremony, Prime Minister Pham Minh Chinh and other leaders of the Party, State, Vietnam Fatherland Front, leaders of ministries and branches and leaders of Hoa Binh province visited, encouraged, presented gifts, and participated in the groundbreaking ceremony to build new houses for a number of disadvantaged households in Da Bac district, Hoa Binh province, and inspected the implementation of the movement to eliminate temporary and dilapidated houses in practice.
In particular, Prime Minister Pham Minh Chinh visited, encouraged, presented gifts and participated in the groundbreaking ceremony for the construction of a new house for Mr. Xa Van Vong's family in Son Phu hamlet, Cao Son commune, Da Bac district. This is a poor family with 5 Tay ethnic people, the wife has cancer, has no house and has to live with someone else.
Prime Minister Pham Minh Chinh requested local Party committees, authorities and Fatherland Fronts to continue to pay attention to, encourage and mobilize people in villages and communes to contribute to building houses for families; families also try their best with the support of the State, community and relatives, neighbors. Thereby, it will both strengthen solidarity, village love and neighborliness; and help families have new, more spacious places to live, and improve their lives./.
