According to him, this decision aims to create a premise for forming a broad consensus among Palestinians on political agreements after the Hamas-Israel conflict in the Gaza Strip.
AFP reported that Mr Shtayyeh also called for "new political and governmental measures" to find a solution to the current war. In a speech to the cabinet, Mr Shtayyeh predicted that the next phase would need to take into account the new reality in Gaza, which has been devastated after nearly five months of fierce fighting.

This would “require new political and governmental arrangements that take into account the emerging realities in the Gaza Strip, national unity talks and the urgent need for consensus among the Palestinian people,” he said.
In addition, according to Mr. Shtayyeh, the new phase will also require "expanding the government's authority over the entire Palestinian land".
Mr. Shtayyeh's resignation still has to be approved by the Palestinian President. Accordingly, Mr. Abbas has the right to ask Mr. Shtayyeh to continue in this position until a permanent replacement is appointed.
The Palestinian Authority has limited control over areas in the West Bank, while Gaza has been controlled by Hamas since 2007.

The Palestinian Authority and Hamas have been trying to reach an agreement on a unity government and will meet in Moscow (Russia) on February 28.
"The resignation of the Shtayyeh government only makes sense if it comes in the context of a national consensus on arrangements for the next phase," senior Hamas official Sami Abu Zuhri told Reuters.
