At the meeting, the Government listened to the presiding agency present a summary of the draft laws and proposals for law making; report on explanations and acceptance of opinions on the draft laws; synthesize opinions of ministries and branches; review the preparation process and procedures; requirements and principles for law making; consistency and consistency with relevant legal provisions; and at the same time, deeply analyze fundamental issues and many different opinions in the draft laws.

In particular, the Government discussed and gave opinions on draft laws and proposals for law making: People's Air Defense; Management and use of weapons, explosives and supporting tools (amended); Amendments and supplements to a number of articles of the Law on Pharmacy; Diplomatic ranks and ranks; Aviation (amended); Railways (amended); Digital technology industry and proposals on the Law and Ordinance Making Program for 2025, and adjustments to the Law and Ordinance Making Program for 2024.
Regarding the draft Law on People's Air Defense, delegates discussed in detail the organization of people's air defense forces in agencies, organizations and enterprises; regulations on cases exempted from flight licenses when exploiting and using unmanned aircraft and ultralight aircraft; conditions for exploiting and using unmanned aircraft and ultralight aircraft in cases where flight licenses must be granted...

Discussing the proposal to develop the Law on Diplomatic Titles and Ranks, delegates were concerned about perfecting the processes, procedures, and authorities related to diplomatic titles and ranks; perfecting and updating regulations on subjects of diplomatic titles, standards for diplomatic titles; treatment mechanisms and guarantees on working conditions; obligations and responsibilities of diplomatic title holders...
Regarding the draft Law amending and supplementing a number of articles of the Law on Pharmacy, Government members proposed to develop regulations to overcome the shortcomings and limitations of current regulations, especially in granting drug circulation licenses, avoiding the mechanism of asking and giving; developing according to the market mechanism; strengthening decentralization and delegation of power; simplifying administrative procedures; encouraging investment attraction for pharmaceutical industry development; controlling pharmaceutical advertising according to regulations and social ethics; regulating drug price declaration, etc.
In the draft Law on Cultural Heritage (amended), the Government discussed regulations on management, preservation, exploitation, and promotion of the value of cultural heritage and scenic spots; prohibition of trading in national treasures; prohibition of exporting relics and antiques; protection and promotion of the value of national treasures and documentary heritage, which are archival documents of special value and private archival documents of special value; application of science and technology, especially digital technology, in the management and promotion of the value of cultural heritage; mobilization of resources from the whole society in the management and promotion of the value of cultural heritage, etc.
With the proposal to develop the Law on Aviation (amended), along with reviewing the law-making process, the Government discussed policies in the law-making proposal such as ensuring independence, sovereignty, and management of the country's airspace; specialized state management of aviation; aviation safety; aviation security; airports; air transport; resource mobilization, public-private partnership in aviation development, etc.
Regarding the proposal to build the Law on Railways (amended), the Government discussed and basically agreed on the contents related to investment in developing railway infrastructure; management and exploitation of railway infrastructure; railway transport activities; connecting transport modes; developing railway industry and human resources...
Regarding the proposal to develop the Law on Digital Technology Industry, the Government agreed to assign the development of the Law including 2 groups of policies on digital technology industry activities, digital technology products and services, and ensuring the development of the digital technology industry, with 14 specific policies. In addition, the Government believes that it is necessary to have a plan to study and amend the Law on Information Technology to ensure consistency and meet practical requirements for the development and application of information technology.
Regarding the draft Law on Geology and Minerals, Government members discussed contents that still have many different opinions such as: scope of regulation for mineral processing management; mineral classification and decentralization in mineral exploitation licensing; mineral exploitation; collection of fees for granting mineral exploitation rights; planning for mineral exploration, exploitation, processing and use...
Giving specific opinions on each content and assigning the completion of draft laws, proposals for law making, concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts and active preparation and submission of projects and proposals for law making; seriously absorbing, thoroughly explaining, and having a basis; basically ensuring progress and quality; highly appreciated the dedicated, responsible, and in-depth opinions of Government members and delegates. The Prime Minister assigned the Ministers to direct the serious and complete acceptance of Government members' opinions, complete the projects, proposals for law making, draft laws, proposals on the Law and Ordinance Making Program, and submit them according to regulations to ensure progress and quality.
Regarding the preparation of proposals for the 2025 Law and Ordinance Development Program and adjustments to the 2024 Law and Ordinance Development Program, Prime Minister Pham Minh Chinh assigned the Ministry of Justice to preside over, coordinate, guide, and urge ministries and agencies to submit proposals for law development to the Government for consideration and approval; synthesize and include them in the Government's proposals to the National Assembly; and ensure quality and progress. According to regulations, the Government must submit them to the National Assembly Standing Committee before March 1, 2024.
Informing that, at the upcoming 7th Session of the 15th National Assembly, the Government plans to submit to the National Assembly for consideration and approval of about 9 laws, and give initial comments on 12 draft laws, the Prime Minister pointed out that the number of draft laws to be considered and approved by the National Assembly at the 7th Session is very large, so Ministers and Heads of ministerial-level agencies should focus resources, lead and direct the completion of draft laws according to regulations.
“Ministries and sectors must develop laws that ensure proper processes and procedures; concretize the Party's policies; remove difficulties and obstacles, and facilitate development; promptly adjust, amend, and supplement contents that have been prescribed by law but have been overcome in practice, and issues arising from practice that are not yet covered by law; the expression of contents must be clear, concise, easy to understand, easy to implement, easy to check, easy to monitor…”, the Prime Minister emphasized.
The Prime Minister requested to promote the role of heads and leaders of ministries, branches and localities directly leading the work of building and perfecting institutions; focus resources, have more recruitment and preferential policies for officials and civil servants working in legal affairs, especially the work of building and perfecting institutions; further shorten the process of amending and supplementing legal documents to meet practical requirements; prevent and combat group interests and policy corruption in the process of building and promulgating legal documents, and strictly handle violations.
The Prime Minister noted that it is necessary to strengthen policy response capacity, promptly amend to immediately remove difficulties, obstacles and shortcomings, especially in the fields of production and business; promote decentralization, decentralization, reform, reduction and simplification of administrative procedures and business conditions right in the process of building laws and ordinances; unleash all resources for socio-economic development. Along with that, listen to the opinions of experts, scientists, practical activists, absorb the opinions of businesses and people; continue to refer to international experience, absorb the contents suitable to the conditions of our country; strengthen policy communication, especially communication in the process of building and promulgating laws, creating consensus and efficiency in the process of building, promulgating and enforcing laws...
