Prime Minister: Hai Duong needs to urgently, resolutely, synchronously and effectively implement the Planning

On the morning of January 10, Politburo member and Prime Minister Pham Minh Chinh attended the conference to announce the planning and promote investment in Hai Duong province.

Attending the conference were former Politburo member, former National Assembly Chairwoman Nguyen Thi Kim Ngan; former Party and State leaders; Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong; Minister of Agriculture and Rural Development Le Minh Hoan; Minister of Culture, Sports and Tourism Nguyen Van Hung; Minister of Justice Le Thanh Long; Minister of Health Dao Hong Lan; Chairman of the National Assembly's Committee for Culture and Education Nguyen Duc Vinh; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang; Secretary of the Hai Duong Provincial Party Committee Tran Duc Thang.

Also attending the conference were leaders of several ministries, branches, and central agencies; leaders of provinces, cities, and Hai Duong province; representatives of embassies and international organizations in Vietnam; representatives of Vietnamese and foreign associations and businesses.

Striving to become a modern industrial province by 2030

According to Decision No. 1639/QD-TTg dated December 19, 2023 of the Prime Minister approving the Planning of Hai Duong province for the period 2021 - 2030, with a vision to 2050, the province strives to become a modern industrial province by 2030, a dynamic industrial center of the Red River Delta, with a large economic scale in the country. Synchronous socio-economic infrastructure; urban system develops in a green, smart, modern, and unique direction; meets a number of basic criteria of a centrally-run city.

In which, the average economic growth rate is about 9.5%/year. The population size by 2030 is about 2.55 million people. The labor structure is shifting towards gradually reducing agricultural labor. 100% of the population has access to clean water and hygienic water. 100% of common solid waste is collected and treated with advanced technology. 100% of wastewater from industrial parks, clusters, and hospitals is treated to meet environmental technical standards. Strive for the urbanization rate to reach over 55% by 2030, with infrastructure developing in a synchronous and modern direction...

By 2050, Hai Duong strives to meet the criteria of a centrally-governed city; a modern, green, smart, secure, safe, sustainable city with deep international integration, rich in Eastern cultural identity and an important driving force to promote the socio-economic development of the Red River Delta. The province develops high-tech industry and high-quality services to serve production activities in the locality and the whole region; develops a multi-value agricultural economy to create stability for the economy...

At the conference, Hai Duong announced a list of investment attraction projects in the province in the fields of construction of industrial parks and clusters; urban residential areas, social housing; projects, tourism, services, trade, logistics; traffic infrastructure projects; healthcare, culture, education, sports, environment, agriculture - forestry - fishery, etc.

The province granted 27 investment policy decisions, investment registration certificates and investment cooperation memorandums to domestic and foreign enterprises and investors, with a total capital of nearly 1.4 billion USD in the fields of industrial park infrastructure, logistics, manufacturing and processing industry, high-tech industry, electronic equipment, etc.

Speaking at the conference, Prime Minister Pham Minh Chinh expressed his delight at witnessing Hai Duong promoting its tradition and innovating to develop, creating a new look for the province. In particular, Hai Duong has become more mature, more courageous, more determined, and more experienced in organizing, managing, and operating development; people's lives have improved compared to before; and the development momentum is increasingly stronger.

Providing information on the fundamental factors, socio-economic development situation and business investment environment of Vietnam, Prime Minister Pham Minh Chinh said that the Party and State's policy is to build socialist democracy, a socialist rule-of-law state, and a socialist-oriented market economy. Throughout that process, people are taken as the center, subject, goal and driving force of development; implementing an independent, autonomous, diversified, multilateral foreign policy, being a friend, a reliable partner and a responsible member of the international community; implementing the "4 no's" defense policy; economic development is the center; Party building is the key; cultural development is the foundation; ensuring security and national defense is essential and regular. Currently, our country is focusing on implementing 3 strategic breakthroughs in building and perfecting institutions; developing strategic infrastructure, including transport infrastructure; breakthrough in human resource development and administrative reform.

Thanks to implementing the above guidelines and being proactive, flexible, and adapting to the situation, in the context of many difficulties and challenges in the world, the socio-economic situation in 2023 nationwide continued to recover positively; each month was better than the previous month; each quarter was higher than the previous quarter; the set general goals were basically achieved and many important results were achieved in all fields.

In particular, our country's economy is a bright spot in the global economic picture. The macro economy is basically stable, inflation is under control, and major balances are guaranteed. Economic growth in the following quarter is higher than the previous quarter, GDP in 2023 increased by 5.05%. The size of the economy reached about 430 billion USD. Public debt, government debt, and budget deficit are under control. People deposited more than 1.3 million billion VND in the banking system. FDI attraction reached 36.6 billion USD, up 32.1%; realized FDI capital reached 23.18 billion USD, the highest ever. Politics and society are stable, national defense and security are maintained, social order and safety are ensured; foreign affairs and international integration are comprehensively successful and are outstanding bright spots of 2023. The Prime Minister affirmed that in the overall achievements of the whole country, there are important contributions from localities, including Hai Duong province.

Promoting Eastern cultural values

According to the Prime Minister, in 2023, planning work will be focused on; regional linkage and regional coordination will be strengthened, with 108/111 plans having completed the preparation, appraisal and approval, including the Hai Duong Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Informing some principles in planning, as well as the development orientation of Hai Duong province according to the planning, Prime Minister Pham Minh Chinh requested Hai Duong province to organize the implementation of the planning in compliance with the law; however, it should not be rigid but close to the actual situation; and mobilize all resources to implement the planning.

The Prime Minister requested Hai Duong to urgently, synchronously and effectively implement the Provincial Planning, especially in sectors and fields with potential and advantages; promote economic restructuring, associated with growth model innovation, improving productivity and competitiveness, based on the foundation of digital transformation, science and technology and innovation, developing green economy and circular economy; focus on investing in socio-economic infrastructure, especially transport infrastructure, urban infrastructure, industrial infrastructure; continue to promote administrative procedure reform, improve the investment and business environment, and enhance competitiveness.

In particular, the province focuses on comprehensively developing cultural and social fields, on par with economic development, including preserving, embellishing and promoting the cultural values of the Eastern region; focusing on planning and protecting the system of relics, scenic spots of the province, and Tran Dynasty culture such as Con Son - Kiep Bac...

The Prime Minister requested relevant ministries and sectors to closely coordinate with Hai Duong to effectively implement provincial planning in conjunction with national and sectoral planning; assess the current situation, have solutions to improve the investment environment, and create favorable conditions to reduce costs for businesses and investors.

For the business community and investors, the Prime Minister wishes to have a long-term, sustainable business strategy, properly implement investment commitments, cooperation agreements, comply with the law; implement a good business culture, the spirit of "harmonious benefits, shared risks"; ensure policies and regimes for employees, actively participate in ensuring social security. Enterprises that have been granted investment registration certificates and investment policies must urgently speed up progress, soon put the project into operation with the spirit of "If you say you must do it; if you commit, you must do it effectively".

The Prime Minister expressed his belief that after the conference, the Provincial Planning for the period 2021 - 2030, with a vision to 2050, will be effectively implemented. Hai Duong will increasingly attract more businesses and investors, contributing to promoting the socio-economic development of the province, making it rich and prosperous, and the people increasingly happy and prosperous.
