Prime Minister: 'Accept risks to create an environment for innovation'

To promote startups and innovation, the Prime Minister said there will be pilot mechanisms, venture capital, and risk acceptance to remove barriers.

On the afternoon of June 14, Prime Minister Pham Minh Chinh attended and delivered a speech at the annual High-Level Forum on Industry 4.0. The Prime Minister stated that Vietnam is in the era of science and technology, and has entered a new development phase of the 4.0 industrial revolution.

He said that in the near future, the Government will issue a program to implement Resolution 29 on industrialization and modernization of the country, which includes many contents related to promoting science, technology and innovation. This aims to create a breakthrough in productivity and competitiveness of industries and the whole economy.

To achieve this, the Government will focus on perfecting institutions to promote startups and innovation in a way that is consistent with market mechanisms and international practices. Related policies will be synchronized.

"There will be pilot mechanisms, venture capital, and risk acceptance to remove bottlenecks and create a favorable environment for startups and innovation," he said. Policies to encourage ordering and recognize new products and services will also be implemented to create trust in the market; and build a national startup culture, especially among the younger generation.

According to the Prime Minister, digital transformation and green growth have had a strong impact on Vietnam's industrialization and modernization in many aspects. In particular, e-Government, digital government, digital economy, and provision of online public services have changed. Currently, there are nearly 4,400 integrated online public services. Databases that serve as the foundation for implementing the construction of e-Government and digital government have been deployed, connected, and shared to serve the construction of digital government.

Also at the forum, Minister of Information and Communications Nguyen Manh Hung shared his own perspective on the 4.0 industrial revolution. He said that in industrialization, 50% is digital technology and the remaining 50% is based on digital technology for development.

Being a country with many excellent digital technology enterprises has created opportunities and advantages for Vietnam to promote industrialization and modernization. Mr. Hung believes that Vietnam must follow its own path, based on the level, culture, and human qualities. "Currently in the world, there is no model that both countries have successfully applied," he said.

According to Minister Nguyen Manh Hung, the 4th industrial revolution emphasizes machines, artificial intelligence, and the mind. These developments empower, not replace, humans and are revolutionary for the entire population. In the 4th industrial revolution, "whoever has more needs and more problems to solve will win," said Mr. Hung.

According to the United Nations E-Government Development Index Report released in 2022, Vietnam's Online Services Index (OSI) ranking increased by 5 places compared to 2020 (from 81 to 76).

Currently, 90% of agencies have processed work in the electronic environment. The Ministry of Public Security has issued more than 83 million chip-embedded citizen identification cards and approved more than 11 million electronic identification accounts; the civil status database has more than 35 million birth registration records; the land database has been put into operation in 250 districts in 30 provinces and cities; and information of more than one million businesses is updated in real time.
