Prime Minister: 'Ministries and branches hold power to create negative mechanisms'

The Prime Minister requested that any power that can be decentralized to Ho Chi Minh City, the ministries and branches need to do it immediately, do not hold on to it and create a mechanism of asking for and giving, which will give rise to negativity.

The content was stated by Prime Minister Pham Minh Chinh at the second meeting of the Steering Committee for implementing Resolution 98 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, on the morning of February 3.

Resolution 98, effective from August 1, 2023, follows Resolution 54, including 44 policy groups in 7 areas, expected to bring many benefits to people and businesses in the city. The Prime Minister is the Head of the Steering Committee for this resolution.

Reporting at the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that in the 6 months of implementing Resolution 98, the city has done many things equivalent to implementing Resolution 54. However, there are still many things that ministries and branches have not yet communicated.

Therefore, the city proposes to soon pass the Decree on decentralization of management of some areas to Ho Chi Minh City, replacing Decree 93, to synchronize the processes, procedures, mechanisms and policies of Resolution 98. The city can decide on its own implementation methods without having to ask for permission from ministries and branches.

Faced with this problem, the Prime Minister said the proposal to amend Decree 93 to decentralize management to Ho Chi Minh City is not new, since the first steering committee meeting, it was assigned to the Ministry of Home Affairs to preside over and must be submitted in January. "I asked the Ministry of Home Affairs when it would be completed," he asked.

Responding to the Prime Minister, Deputy Minister of Home Affairs Vu Chien Thang said that the draft amendment to Decree 93 has been completed. The agency is seeking opinions from relevant parties and currently 6 ministries have not responded.

Interrupting, the head of the Government requested that it be clear which 6 ministries and sectors refused to respond. He also asked the Ministry of Home Affairs, when soliciting opinions, whether it clearly defined which ministries and sectors needed to respond or sent the entire draft for relevant parties to study. The questions should be specific, clear, and clarify the responsibilities of each agency, not "asking the whole village" and then dragging on.

As the person directly in charge, Mr. Vu Hai Nam, Head of the Organization and Personnel Department (Ministry of Home Affairs), said that this unit has just held a conference to collect opinions from ministries and branches related to 9 groups of fields that want to be decentralized to Ho Chi Minh City. However, up to now, there has not been a full response.

In response to the response of the representative of the Ministry of Home Affairs, the Prime Minister said: "If the ministries do not want to decentralize, the Prime Minister will decentralize. Whatever can be assigned to the city, do it, do not keep it. Just keep it and create a mechanism of asking for it, creating a negative environment, then having to inspect will lose staff and waste time."

According to him, the fact that ministries and branches have not yet agreed to decentralize management to Ho Chi Minh City will be assigned to Deputy Prime Minister Tran Luu Quang, in the spirit of maximum decentralization. The Ministry of Home Affairs has been slow to implement, so now it must hurry up and complete the draft amendment to Decree 93 before the Lunar New Year holiday.

Regarding decentralization of management to localities, the Prime Minister cited the example of inland port management. When he was Secretary of the Quang Ninh Provincial Party Committee, he proposed that the Ministry of Transport decentralize management to localities. Through his positions as Head of the Central Organization Committee and now as Head of the Government, he has proposed this to ministers, but so far it has not been resolved.

"You have a few people who are trying to take on everything, how can you manage? If you take on power, the local authorities have to ask for it, which can easily lead to negativity," said the Prime Minister.

Similarly, regarding other problems proposed by Ho Chi Minh City such as the Can Gio Transit Port project, the expansion of the Ho Chi Minh City - Long Thanh - Dau Giay and Ho Chi Minh City - Trung Luong expressways, the Prime Minister requested that ministries and branches be "more determined". For example, the Ho Chi Minh City - Trung Luong expressway, when Deputy Prime Minister Le Van Thanh was still alive, was assigned to the Ministry of Transport but until now, they are still asking for opinions.
