Deputy Minister Nguyen Van Sinh affirmed that if localities discover cases of illegal trading of social housing, they must resolutely reclaim it.
On the afternoon of June 3, at a Government press conference, Deputy Minister of Construction Nguyen Van Sinh admitted that recently, some social housing projects in Hanoi, Bac Ninh, Bac Giang, Da Nang, Dak Lak... have had intermediaries and brokers taking advantage of the scarcity to sell houses for profit. This behavior violates the law on social housing.
To rectify the situation, the Ministry of Construction has issued many documents requesting localities to strengthen inspection, examination, and review for handling. The Ministry also requires localities to publicize the conditions, standards, and eligible categories for purchasing social housing; strictly manage the purchase and sale; and resolutely take corrective actions if cases of illegal purchase and sale are discovered.
When building social housing projects, businesses and investors must grasp information about buying and selling houses in their projects. For example, if a home buyer is eligible to buy, but sells the house before 5 years (according to regulations, social housing can only be resold after 5 years), there must be a solution.
In the long term, Mr. Sinh said that after the Prime Minister approved the project to invest in one million social houses, ministries, branches and localities need to actively implement it to increase supply in the coming time.

Deputy Minister Sinh affirmed that social housing policies are of interest with many incentives, creating conditions for low-income people to access housing.
Accordingly, those eligible to buy social housing are people with revolutionary contributions; low-income, poor and near-poor households in urban areas; workers working in enterprises inside and outside industrial zones; officers, professional non-commissioned officers, technical non-commissioned officers, professional soldiers, workers in agencies and units of the police and army; cadres, civil servants and public employees; people who have returned official houses; households and individuals subject to land recovery and house demolition but have not been compensated with houses and residential land.
Buyers of social housing must meet the following conditions: not having a house (or having a house but the average area is 10 m2/person); having a permanent or temporary residence registration of at least one year in the province or city where the project is located; not being subject to personal income tax (from income below 11 million, after family deduction of 4.4 million/person). Each family or individual can only buy social housing once.
The Department of Construction will update the list of people eligible to buy, rent, or rent-purchase social housing on the local and Ministry of Construction's electronic information portals for monitoring agencies. "These regulations aim to be transparent, avoid profiteering in policy implementation, and ensure that social housing reaches the right beneficiaries," said Mr. Sinh.
The illegal trading of social housing occurs in many places. Speaking at the National Assembly on May 27, delegate Le Thanh Hoan (in charge of the Law Committee) agreed to include the topic of the real estate market and social housing in the National Assembly's top supervision program. The reason is that the social housing construction plan is not good; housing for people, especially policy beneficiaries, is still far from the set goals and needs.
"There are places where social housing is built but no one registers to buy it, while many places are too crowded. There are also different opinions on how to determine who buys social housing," said Mr. Hoan.
Delegate Hoan said that in order to develop social housing to meet the needs, it is necessary to clearly define the policy mechanism, support the right beneficiary groups, and minimize the exploitation of policies. The National Assembly's supervision content needs to focus on answering the questions: Who is living in social housing? Which organizations provide social housing? What is the current status of social housing management and use in recent times? What are the results of the policy's goals and significance?
